The Washington County Salary Board met in session in the Public Meeting
Room of the Courthouse Square Office Building, Washington, Pennsylvania, at
approximately 10:35 a.m. on Thursday, October 8, 1987, with the following members
being present: Commissioners Mascara, Petrosky and Paluso and Controller Beharry,
Also being present: Olga Woodward, Recorder of Deeds; Ferdal Littleton, Chief
Deputy Sheriff; Chief Clerk Dallatore; Coroner Jackson; Lou Lignelli, Director
of Administration; Elmo Cecchetti, Deputy Controller; Janice Urban, Office Manager,

salary of $35,000. He explained the reasons for this request.
Moved by Mr. Petrosky, seconded by Mr. Paluso, to CREATE a position of
Economic Development Coordinator at the salary of 1,346.15, 35,000.00.

Mr. Lignelli presented to the Board for their consideration and approval a
request from Michael Prascak, Director of Information Systems, to abolish two
Operator I positions and create one position of Programmer/Operator. He explained
that this request was being made for the reason that with the expected developmen'-1
of the new computer systems, there will be a reduced need for operational duties
and an increased need for programming support skills. Miss Beharry raised'severaL
questions relative to this request. Discussion followed. Miss Beharry noted that
,she could not support this action because she feels the Board has not encompassed
the collective bargaining agreement and the duties and responsibilities of the
'individual who's job is being abolished and absorbed by management.
Moved by Mr. Petrosky, seconded by Mr. Paluso, to ABOLISH two (2) positions
of Computer Operator (one presently filled and one presently vacant); and to CREATE
a position of Programmer/Operator, Rate of 557.69, 14,500.00.

The Washington County Salary Board met in session in the Public Meeting Room
of the Courthouse Square Office Building, Washington, Pennsylvania, at approxi-
mately 10:20 a.m. on Thursday, October 22, 1987, with the following members being
present: Commissioners Petrosky and Paluso and Controller Beharry. Absent being:
Commissioner Mascara, who was out of town. Also being present: Chief Clerk
Dallatore; Margaret Pennline, Personnel Director; Janice Urban, Office Manager,
(Personnel Office; Coroner Jackson; Larry Spahr, Director of Elections; Judi Lomagc,
Executive Secretary; Linda Hands, Clerk -Steno II; Phil Garrow, Publication and
Information Coordinator; Jon Stevens, Observer -Reporter; Natalie Eddy, Herald
Standard; George Hagedorn, Brownsville Telegraph; and Jean Zoellner, League of
Women Voters; and Becky Bailey, Controller's Office.
APPROVAL OF MINUTES
Vice -Chairman Petrosky noted that approval of Minute No. 10-S-87 dated
September 3, 1987, and Minute No. 11-S-87 dated October 8, 1987, would be held in
abeyance.
4121-121 - VOTER REGISTRATION
Larry Spahr, Director of Elections, requested the Board's approval to create
an additional position of Punch Card Technician. He went on to explain the
reasons for this request. Discussion followed.
Moved by Mr. Paluso, seconded by Miss Beharry, to CREATE a position of Punch
Card Technician, Grade 5, (80/%) Rate 5.358, 348.27, 9,055.02.
Roll call vote taken:
Miss Beharry - Yes; Mr. Paluso - Yes; Mr. Petrosky - Yes.
Motion carried unanimously.
