Board of County Commissioners in special session for the purpose of opening bids
for furnishing a policy of insurance to cover public and personal liability insurance, and
property damages for the Court House and adjacent county property. Those present being Messrs.
Pettit, Lane, Mazza and Controller Elish.
In accordance with the aforementioned advertisement, Controller Elish, reported
that there were no bids received.
There being no further business to come before the Board at this time, the meeting
adjourned.

mine fire in Carroll Township, Washington County, Pennsylvania*
THIS AGREEMENT
MADE AND ENTERED INTO this 25th day of Jan ry, 1954, between the Commonwealth
of Pennsylvania, by and through the Department of Mines, party of the first part, hereinafter
called the "Commonwealth"; the County of Washington, Pennsylvania., party of the second part,
hereinafter called the "County"; and the United States of America, by and through the Department
of the Interior, Bureau of Mines, party of the third part.. hereinafter called the "Bureau",
witnesseth:
WHEREAS.. there exists a subsurface mine fire in the worked -out and abandoned work-
ings of the Pittsburgh coal bed in an area as shown by the attached plat of a part of Carroll
Township, Washington County, Pennsylvania; and
WHEREAS, the said fire constitutes an immediate nuisance and hazard to the public
generally and endangers the health of residents in the affected area of Carroll Township, Wash-

ington County, Pennsylvania; and
WHEREAS, the Bureau has allocated from its congressional appropriation the sum
of fifteen thousand (15,000.00) dollars to abate, extinguish or control said mine fire, upon
the condition that the Commonwealth will contribute equipment, supplies, and services as here-
inafter described for the duration of the initial surface sealing operations but not during the
maintenance period, as its part in controlling said fire; and the County will contribute the
sum of ten thousand ($10,000.00) dollars for the initial surface sealing and maintenance work,
and will assume the responsibility of furnishing a correct plat of the vicinity and obtaining
release from all property owners in and adjacent to the affected area; and
WHEREAS, the Bureau, in collaboration with representatives of the Commonwealth
and the County, made a survey of the fire area and developed a plan calculated and intended to
achieve the desired objectives; and
WHEREAS, there is attached hereto and made a part hereof, a copy of the proposed
invitation for bid on a contract for the purpose of controlling and extinguishing the said fire,
with plans, specifications, and contract form attached, prepared and intended to be used by the
Bureau; and
WHEREAS, the Commonwealth and the County have reviewed and do hereby approved the
said invitation for bid, plans, specifications, and contract form.
NOW, THEREFORE, it is agreed as follows:
1. The Commonwealth will contribute as its part in controlling said fire the
following equipment, supplies, and services: Two (2) angle -dozers equivalent to caterpillar
D-7, operators, fuel, and lubricating oil; two (2) or more dump trucks, as required; one (1)
air compressor and jack hammers; and maintenance of State-owned equipment in good working con-
dition for the duration of the initial surface sealing operation but not during the maintenance
period.
2. The County will contribute as its part in oontrolling said fire the sum of
ten thousand ($109000.00) dollars for deposit in the Treasury of the United States, for the
initial surface sealing and maintenance work. Said sum shall be paid promptly upon the execu-
tion of this agreement.
3. The Bureau shall contribute as its part in controlling the fire the sum of
fifteen thousand ($15,000.00) dollars and shall conduct and supervise such operations as it
sees fit for the control and extinguishment of said fire by utilizing the Commonwealth's equip-
ment and by such contracts, plans, and specifications as it sees fit to enter into for work not
capable of being performed with the Commonwealth's equipment, such as exploratory drilling,
brush clearing and the furnishing of necessary labor. Provided, that said contracts, plans,

and specifications substantially conform to the terms of the invitation for bid, and the plans,
specifications, and contract from hereto attached, as approved in advance by the Commonwealth
and the County: Provided further, that the Commonwealth and the County may be represented at
the bid openings and iftise the Bureau concerning the qualifications of the bidders. All oper-
ations shall be under the exclusive direction and control of the Bureau: Provided, that the
duly authorized representatives of the Commonwealth and the County shall consult with, advise,
and suggest to the engineers of the Bureau with respect to the efficient advancement of the
project.
4. Upon the completion of the surface sealing phase of the project, the equip-
ment furnished by the Commonwealth will be returned. Anly funds remaining from the contributions
of the County and the Bureau will be used to finance the maintenance of the project.
5. Funds shall be expended from the contributions of the County and the Bureau,
as necessary, in proportion to the contribution of each.
6. It is hereby understood and agreed that the maintenance of the seals formed
by the surface sealing phase of the project is highly important to the ultimate extinguishment
of this fire and that the project will be maintained for at least 2-years W contributions from
the County and the Bureau, contingent upon the availability of funds therefor. Any funds con-
tributed by the County which remain unexpended upon the completion of the 2-year maintenance
period shall be refunded to said County. The County shall t>hereAfter be solely responsible
for maintenance of the project.
7. No Nember of or Delegate to Congress or Resident -Commissioner shall be
admitted to any share or part of this contract or to any benefit that may arise therefrom, but
this provision shall not be construed to extend to this contract if made with a Corporation
for its general benefit.
IN WITNESS WHEREOF, we have hereunto set our hands and seals the day and year

Board of County Commissioners in regular session, those present being Messrs.
Pettit, Lane and Mazza.
Motion by Mr. Lane, seconded by Mr. Mazza, that a refund voucher in the amount
of $16.28, paid on August 13, 1953, be made payable to North Charleroi Borough, E. D. Benedetti,
Secretary, 812 Center Avenue, North -Charleroi,, -Pa.,, on property located in North Charleroi
Borough assessed in the name of Manor Real Estate and Trust Company. This refund being made
due to the fact, that on July 29, 1953, the amount of $15*47 was paid on the above property for
the 1953 County Tax. Therefore, The Tax Claim Bureau is authorized to prepare said refund
voucher for this duplicate payment.
Motion -carried.
Motion by Mr. Lane, seconded by Mr# Mazza, that a refund voucher in the amount
of $33.34s paid on August 13, 1953, be made payable to J. E. McDonald Estate c% Vance McDonald,
1009 W. Hibiscus Avenue, Fontana, California, on property situate in Nottingham Township des-
cribed as 67 acres surface adjoining McDonald and Morrison. This refund being made due to the
fact, that on July 22, 1953, the amount of $31.68 was paid on the above described property for
the 1953 County Tax. Therefore, The Tax Claim Bureau is authorized to prepare said refund
voucher for this duplicate payment.
Motion carried.
Motion duly made and seconded, that the Board of Commissioners, instruct Mr.
Harry C rumrine, Chief Engineer, to designate some responsible person in his employ to make
quarterly inspection of all County Properties, for the possibility of eliminating any existing
hazard; whereby the public might sustain injuries and that the said quarterly reports be in
writing and filed in the Engineers Office for the inspection by any interested party. A copy
of all reports also to be filed with the Chief Clerk to the County Commissioners.
