Motion by Mr, Mazza, seconded by Mr. Lane, that the VALLEY FORGE FLAG COMPANY,
INC., 200 Fifth Ave., New York 10, N, Y., be awarded the contract for the furnishing and
delivering of 50 gross U. S. Flags, in the total amount of the bid being 695.00; this being
the lowest responsible bid received.
Motion carried with Mr. Elfish being excused from the meeting.
Motion by Mr, Lane, seconded by Mr. Mazza, that the,proposed budget for Wash-
ington County General Fund for the year 1955 be made available 'public inspection in the
Office of the Chief Clerk to the County Commissioners until Monday, April 4, 1955, on which
date said budget will be finally adopted and the rate of taxation fixed for the year 1955,
and that the following public notice be given in the Washington Observer:
NOTICE
In compliance with the provisions of the Acts of
Assembly covering such matters, the proposed budgets for the
financial affairs for the Washington County General Fund and
the Washington County Institution District for the fiscal
year 1955 have been prepared and are available for public in-
spection in the Office of the Chief Clerk to the County Com-
missioners., Court House, Washington, Pa., said budgets to be
finally adopted on Monday, April 4, 1955.

Board of County Commissioners and the County Controller met in special
session for the purpose of awarding contracts for the printing and delivering to the Office
of the County Commissioners the necessary ballots find election supplies required for the

conduct of the 1955 Primary Election to be held on May 17, 1955. Those present at the
meeting were Commissioners Pettit, Lame, Mazza and Controller Elish, Bids were opened on

Motion by Mr. Mazza, seconded by Mr. Lane, that the contract for the print-
ing of the ballots for use in the Primary Election to be held on May 17, 1955, be awarded
to MONONGAHELA PUBLISHING COMPANY, Monongahela, Pa. and the WARD PRINTING COMPANY, Washing-
ton, Pa., for the prices as set forth in their joint bid. This award was made to these
firms because of their past experience and because this is a particularly large ballot to
print. The low bidder, Basset Press & Mailing Company 6f Pittsburgh, Pa., is a very
reputable printing firm but admitted that they had never printed a ballot for any county.
It was the thought of the Board that the best interest of the County would be served by
letting the contract to the more experienced people, due to the importance of this election
in the various districtsth�oughout Washington County.
Approximately 95, 000 regular white cf ficial ballots;
Price per thousand for ballots furnished ...................... 27.00
Approximately 600 regular white official military ballots, and as
per specifications as hereinafter set forth.... 27.00
Approximately 19,000 pink official ballots for election districts:
Price per thousand for specimen ballots furnished .......14.00
Approximately 10,000 pink official specimen ballots for candidates
(as set forth in attached specifications):
Price per thousand for specimen ballots furnished ..............$ 14*00
Approximately five complete sets of specimen ballots for County
Board of Elections as set forth in attached specifications:
Price per five (5) sets ........................................$ 98000
For printing, binding and delivering any re -run of a ballot of
any election district because of error on the part of any
county employee:
Minimum charge per district for re -run of 100 ballots or less $ 8.25
Charge per 100 rerun banots for same district in addition to

Motion by Mr. Mazza, seconded by Mr. Lane, that the BASSET PRESS & MAILING
CO., 377 McKee Place, Pittsburgh 13, Pa., be awarded the contract for the furhi.shing of
Election Supplies for the 1955 Primary Election to be held on May 17, 1955, for the sum of
$1575.00 2% 10 days (One Thousand five hundred seventy five dollars); this being the lowest
responsible bid received.
Motion carried unanimously.
Motion by Mr. Mazza, seconded by Mr. Pettit, that T. M. BEDILLION, R. D. 4
Washington, Pa., be awarded the contract for delivering of ballot boxes and election supplies
to the 185 Election Precincts in the County for the 1955 Primary Election: for the sum of
Five hundred thirty five dollars) $535.00; this being the lowest and only bid received.
Motion carried unanimously, with Mr. Eli.sh being excused from the meeting.
Motion by Mr. Lane, seconded by Mr. Mazza, that Frank J. Salamon, be appoint-
ed as an employee in the Department of Sealer of Weights and Measures, this action being
