Board of County Commissioners in special session, those present being Commissioners
Pettit and -Mazza.
Motion by Mr. Mazza, seconded by Mr. Pettit, that the following Resolution of the Board
of County Commissioners of the County of Washington, State of Pennsylvania, relative to the issue
by the said County of a Note for Two Hundred Thousand ($200,000.00) Dollars as a temporary loan,
was presented, duly seconded and adopted by the said Board, to -wit:
"WHEREAS, It has become necessary for said Board to borrow the sum of Two Hundred Thou-
sand (200,000.00) Dollars for the purpose of meeting current expenses for the year 1955, and to
be payable out of taxes and other current revenue which have been assessed and have been levied
and to be collected by the County during the year 1955; now, therefore,
BE IT RESOLVED, by the Board of County Commissioners of the said County of Washington,
that for the purpose of providing funds for the payment of current expenses of the County, the
proper officials of the said County are hereby authorized and directed to negotiate a temporary
loan on such terms as may be agreed upon by them, payable out of taxes which have been levied
and to be collected during the year 1955, and so much of said taxes as may be necessary to repay
said loan, with interest, is hereby set aside and designated for that purpose, and issue a note
therefor, payable December 31, 1955, with interest from date of said note at the rate of one and
three -fourth per cent (1 3/4%) per annum, free of all takes levied by Commonwealth of Pennsylvania.,
which said taxes the County of Washington assumes and agrees to pay, said note to be negotiated
and issued as follows:
PEOPLES FIRST NATIONAL BANK AIM T RUST COMPANY, WASHINGTON, PA ............... ...... ...$200,000.0011
Motion carried.
There being no further business to come before the Board at this time, the meeting
adjourned.

Board of County Commissioners in regular session, those present being Commissioners
Pettit and Mazza.
Motion by Mr. Pettit, seconded by Mr. Mazza, that John Martin, who resides at 103
Church Street, Midway, Pa,, be appointed as Assessor of Midway Borough, to fill the vacancy -
which exists by the resignation of R. E. Dowler.
Motion carried.
Motion by Mr. Pettit, seconded by Mr. Mazza, that Gertrude Kelly, be appointed as a
temporary clerk in the Registration Office, this action being retroactive to November 1, 1955,
Motion carried.
Motion by Mr. Pettit, seconded by Mkt. Mazza, that Stella Murn, be appointed as a tem-
porary clerk in the Tax Assessment Office, this action being retoactive to November 1, 1955.
Motion carried.
Motion by Mr. Pettit, seconded by Mr. Mazza, that Jacob Feinberg, be appointed as a
temporary employee in the Tax Assessment Office, this action being retroactive to November 1, 1955.
Motion carried.
Motion by Mr. Pettit, seconded by Mr. Mazza, that Charles W. Woodward, be appointed as
a temporary employee of the Tax Assessment Office, this action being retroactive to October 27,

Motion carried.
Motion by Mr. Pettit, seconded by Mr. Mazza, that a refund voucher in the amount of
$17.69 be made payable to Violet E. Coulson said refund to cover 100 shares Hudson Pulp and Paper
A. Stock and 65 shares of Hudson Pulp and Paper $1.41 pfd. Stock, paid on July 11, 1955. At the
time of filing of the 1955 Personal Property Report, the above stock was classified taxable by
"Pennsylvania Taxable Securities Servicet' of Prentice Hall, Inc. Now, however, their supplementary
list dated April 22, 1955 indicates that the stock of said corporation is exempt for the year
1955. Therefore, the Personal Property Department of the Board of the Assessment and Revision
of Taxes, is hereby authorized to prepare said voucher in the amount of $17.69, to Violet E.
Coulson, Box 230, Monongahela, Pa.
Motion carried.
Motion by Mr. Pettit, seconded by Mr. Mazza, that the County Treasurer be and is
authorized to cancel the Treasurer's Tax Sale of April 24, 1940, for the 1932, County, School
and Township taxes, plus sale costs for the property assessed to Elizabeth Ritchey Estate, and
described as Lot #51 in the Cummins Plan of Lots, situate in Chartiers Township, Washington
County, Pennsylvania, inasmuch as, the assessment to Elizabeth Ritchey Estate for Lot #51 in the
Cummins Plan is a duplicate assessment. After running a title search the Tax Claim Bureau finds
that there is no record title to Elizabeth Ritchey for Lot #51. (Title search being on file in
the Tax Claim Bureau.)

Therefore, the Tax Claim Bureau, the Assessment Office and the Office of the Prothon- i
otary are hereby directed to mark their records accordingly.

Motion by Mr. Pettit, seconded by Mr. Mazza, that in accordance with Act No. 15 of the
current session of Legislature pertaining to the Tax Claim Bureau, the fee of $1.00 which the
Bureau now charges for the issuance of lien certificates is hereby raised to $2.00, this action

to be effective the first Monday of January, 1956. I

Motion by Mr. Pettit, seconded by Mr. Mazza, that a refund voucher in the amount of
$10.83 be made payable to Thomas C. Meneskie, R. D. 1, Fredericktown, Pa., on property assessed
in the name of Thomas C. & Charlotee H. Meneskie, situate in Centerville Borough and described
as 2 story frame house, garage and Lot 2 acres D B 910 - 404 adjoining J. Rodgers. The reason
for this refund is a duplicate payment was created when the First Federal Savings and Loan
Association paid the amount of $11.40 on August 26, 1955, Thomas C. Meneskie had on July 25, 1955
paid the amount of $10.83 on said property for the 1955 County Tax. Therefore, The Tax Claim
Bureau, is authorized to prepare said refund voucher for this duplicate payment in the amount of
$10.83 made payable to Thomas C. Meneskie.

$24.37 be made payable to Robert A. Lecorchick, Richeyville, Pa., on property assessed in the
name of Robert A. & Inez C. Lecorchick, situate in Centerville Borough and described as 1 story
5 room brick house, part Lot A, DB 882 - 508 Rosefield Plan. The reason for this refund is a

of $25.65 on August 26, 1955, the owner Robert A. Lecorchick had on August 1, 1955 paid the amount
of $24.37 on said property for the 1955 County Tax. Therefore, The Tax Claim Bureau, is author-
ized to prepare said refund voucher for thiq duplicate payment in the amount of $24.37 made pay-
able to Robert A. Lecorchick.
Motion carried.
Motion by Mr. Pettit, seconded by Mr. Mazza, that a refund voucher in the amount of
$10.47 be made payable to William G. Sargent, Box 158, Frederiektown, Pa., on property assessed
in the name of William G. Sargent, situate in East Bethlehem Township, and described as 6 room
cottage, Lot No. 49, Fredericktown Hill. The reason for this refund is a duplicate payment was
created when the First Federal Savings and Loan Association paid the amount of $11.02 on August
26, 1955, the owner William G. Sargent had on August 1, 1955 paid the amount of $10.47 on said
property for the 1955 County Tax. Therefore, The Tax Claim Bureau, is authorized to prepare
said refund voucher for this duplicate payment in the amount of $10,47 made payable to William
G. Sargent.

Motion by Mr. Pettit, seconded by Mr. Mazza, that a refund voucher in the amount of
$6.65 be made payable to William J. and Hazel Pettit, R. D. 6, Washington, Pa., on property
assessed in the name of William J. and Hazel Pettit, situate in South Franklin Township and
described as 5 room frame house unfinished and 3.65117 acres surface DB 863-373 adjoining Knott.
The reason for this refund is a duplicate payment was created when the First Federal Savings and
Loan Association paid the amount of $6.65 on August 29, 1955, the owner William J. and Hazel
Pettit, had on August 15, 1955 paid the amount of $6.65 on said property for the 1955 County Tax.
therefore, The Tax Claim Bureau, is authorized to prepare said refund voucher for this duplicate
payment in the amount of $6.65 made payable to William J; and Hazel Pettit.

Motion by Mr. Pettit, seconded by Mr. Mazza, that a refund voucher in the amount of
$10.45 be made payable to First Federal Savings and Loan Association of Greene County, on property
assessed in the name of Albert and I'7arie Colantoni, situate in Centerville Borough and described
as 4 room shingle house, Lot 205 Richeyvill.e. The reason for this refund is a duplicate payment
was created when The First Federal Savings and Loan Association of Greene County paid the amount
of $10.45 on August 26, 1955, the owner Albert & Marie Colantoni had on August 1, 1955 paid the
mount of $9.93 on said property for the 1955 County Tax. Therefore, The Tax Claim Bureau, is
authorized to prepare said refund voucher for this duplicate payment in the amount of $10.45 made
payable to First Federal Savings and Loan Association of Greene County, Waynesburg, Pa.

Motion by Mr. Pettit, seconded by Mr. Mazza, that a refund voucher in the amount of
$1.19 be made payable to J. J. Benedict, Attorney, Monongahela, Pa., for property assessed to
John Hodgson, Sr., of Da:isytown, Pa., situate in New Eagle Borough and described as Lots 25 and
26 Block 10 Riverview Plan. The reason for this refund is a duplicate payment was created when
John Hodgson, Sr., paid the amount of 41.19 on August 5, 1955 when he had already paid the amount
of $1.19 on September 26, 1955 for the 1955 County Tax. Therefore, The Tax Claim Bureau, is
authorized to prepare said refund voucher for this duplicate payment in the amount of $1.19 made
payable to Attorney J. J. Benedict, Monongahela, Pa.

Motion by Mr. Pettit., seconded by Mr. Mazza,, that a refund voucher in the amount of
$15-72 be made payable to Frank L. Hartman, 608 Lincoln St.,, Monongahela., Pa.., on property asses ed
in the name of Frank L. hartman, situate in the 3rd'Ward of Monongahela City and described as
frame house Lots 5 and 6 Sax Plan., 600-608 Lincoln Street. The reason for this refund is a dup-
licate payment was created when Frank L. Hartman paid the amount of $15.72 on July 27, 1953 when
he had already paid the amount of $15.72 on July 14, 1953 for the County Tax of the year 1953.
Therefore, The Tax Claim Bureau., is authorized to prepare said refund voucher for this duplicate
payment in the amount of $15-72 made payable to Frank L. Hartman.

Motion by Mr. Pettit., seconded by Mr. Mazza., that a refund voucher in the amount of
619.86 be made payable to Peoples First National Bank and Trust Company of Washington, Pa.., on
property assessed in the name of William E. and Shirley Baker, situate in Mt. Pleasant Township
and described as House Lot 6 adjoining E. N. Phillips Estate DB 928 - 164. The reason for this
refund is a duplicate payment was created when William E. Baker paid the amount of $19.86 on
August 1., 1955 and the Peoples First National Bank and Trust Company also paid the amount of
$19,86 on August 1., 1955 on said property for the 1955 County Tax. Therefore, The Tax Claim
Bureau., is authorized to prepare said refund voucher for this duplicate payment in the amount of
$19.86 made payable to Peoples First National Bank And Trust Company.

Motion by Mr. Pettit, seconded by Mr. Mazza., that a refund voucher in the amount of
$.95 be made payable to Celia McAdams, R. D. 4, Washington, Pa., and a refund voucher in the
amount of $5.32 to Ralph McAdams., R. D. 4, Washington, Pa., on property assessed in the name of
Celia McAdams situate in Amwell Township and described as 2 story 5 room frame house, 6 acres
surface adjoining C. Bigler -Baker and property assessed in the name of Ralph McAdams situate in
Amwell Township and described as 2 - 2 story frame house and barn, 102 acres surface adjoining
McClenathan-Baker. The reason for this refund is an over -payment was created when on August 1,
1955, Celia McAdams made payment in the amount of $9.98 which was her 1953 County Tax instead of
the amount of t9.03 which was the correct amount for her 1955 County Tax; therefore, an over-pay-i
ment of 4,95 was caused and a refund is due in the name of Celia McAdams,, R. D. 4., Washington., P
On August 1., 1955, Ralph McAdams made a payment in the amount of $55.86 which was his 1953 county,
Tax instead of the amount of $50.54 which was the correct amount for his 1955 County Tax; therefore,

an over -payment of $5.32 was caused and a refund is due in the name of Ralph McAdams, R.D. 4,
Washington., Pa., Therefore., The Tax Claim Bureau., is authorized to prepare said refund voucher
for this over -payment in the amounts of $05 and $5.32 made payable to Celia McAdams and Ralph
McAdams.

Motion by Mr. Pettit,, seconded by Mr. Mazza, that a refund voucher be made payable to!

Louis Chaffon in the amount of $38.43, in accordance with legal opinion issued by Solicitor How0d
F. Carson. This amount to be paid to Mr. Chaffon to set aside Tax Claim Bureau sale of September
6, 1950, Mr. Chaffon must execute a quit claim deed to Mr. and Mrs. Floyd B. Pettit before the
check in the amount of $38.43 will be given to him. Therefore., The Tax Claim Bureau is authorizId
to prepare said refund voucher in the amount of $38.43 payable to Louis Chaffon. Legal opinion!
from Mr. Carson is on file in the Office of the Tax Claim Bureau.
