Board of County Commissioners in regular session, those present being Messrs. Petti
Lane and Lowstuter.
Motion by Mr. Lane, seconded by Mr. Lowstater, that the proposed budget for
County General Fund for the year 1948, be made available for public inspection in the Office
of the Chief Clerk of the County Commissioners until Friday, March 26, 1948, on which date the
said budget will be finally adopted and the rate of taxation fixed for the year 1948, and
that the following public notice be given in the Washington Observers
NOTICE
In compliance with the provisions of the Acts of Assembly
covering such matters, the proposed budgets for the financial affairs
for Washington County General Fund and the Washington County Institu-
tion District for the fiscal year 1948 have been prepared and are
available for public inspection in the Office of the Chief Clerk to
the County Commissioners, Court House, Washington, Pa., said budgets
to be finally adopted Friday, March 26, 1948.

Motion unanimously carried.
Notion by Mr. Lowstuter, seconded by Mr. Pettit, that the amount of $891.62 be
appropriated to Smith Township Road Board, Slovan, Pa., for drainage purposes.
Motion carried.
Motion by Mr. Lane, .seconded by Mr. Lowstuter, that John L. Harris, Chief Sealer
of Weights and Measures, and Joseph Butler,, Assistant Sealer of Weights and Measures, attend
the course of Instruction for all Weights and Measures, beginning March 29, 1948, and ending
April 2, 1948 in Harrisburg, Pa.
Motion carried.
Notion duly made and seconded that the Board for the Assessment and RoVi.sion of
Taxes be authorized to prepare refund voucher in favor of Homer Webb, 28 Shannon Avenue,
Washington, Penna., in the amount of $4.25 representing personal property tax paid December
lot, 1947, this being a duplication of that personal property tax paid August 26, 1947.
Motion carried, with notice of the foregoing action to be given to the Board for the
Assessment and Revision of Taxes.
Motion duly made and seconded that the County Treasurer is hereby authorized to
cancel the tax sale of April 26, 1940, for the non-payment of 1931-1932 school and road taxes
covering certain 28 lots in Robinson Township, assessed in the name of Pleasant Brooks. In
view of the fact that the said owner had been paying under the Abatement Act and the aforesaid
lots were erroneously sold; therefore, the liens should have been marked paid and satisfied
in the Office of the Prothonotary.

Notion duly made and seconded that the County Treasurer is he by authorised to
cancel the tax sale of April 22, 1940 for the non-payment of the 1934 c ty, school and road
taxes covering property in Canton Township, assessed in the name of John Pilch, and described
as V. Lot #77, Tyler Plan (now appearing on the tax assessment books as John Pilch, V9 of Lot
#Wt Tyler Plan), in view of the fact that a petition to amend the County Commissioners tax sal
No. 339, May Term, 1943, A. D. had been approved by the Court, correcting the petition to
include all of Lot #77, Tyler Plan."

Notion duly made and seconded that the County Treasurer be authorised to cancel the
Tax Sale of April 2, 1945, of Laura Woodburn, Peters Township, described as 15 acres surface
adjoining Charles Rupp, Paff and Braun, for 1939 School and Road Taxes in as much as the prop-
erty was sold to the Washington County Commissioners at previous sales held January 24, 1940
for 1927 County Tax, and the April 26, 1940 sale for the 1933 school and road Taxes.
)Notion carried, with notice of the foregoing action to be given to the Peters Town-
ship School Board and Road Supervisors.
Notion duly made and seconded that the following Resolutions be adopteds
BE IT RESOLVED, by the County Commissioners of Washington County,
that the plans submitted by the Pennsylvania Department of Highways for the
changing of State Highway Route 6214% Section 1, from Station O plus 88 to
Station 61 plus 15, in Carroll Township and Donors, Borough, have been examined
and the County Commissioners agree that Washington County will not assume any
property damages resulting from the construction of the above highway as
contemplated by these plans, or any damages arising from any changes or alter-
ations of drainage resulting from the construction or maintenance of this
highway, or any damages resulting to any property or holdings of any Public
Utility Company; nor will the County assume any damages resulting to any
coal or other minerals in and underlying the property affected by this
improvement; but that Washington County will contribute the stem of Five
Thousand ($5,000.00) Dollars toward the payment of these property damages.
BE IT RESOLVED, by the County Commissioners of Washington County,
that the plans submitted by the Pennsylvania Department of Highways for the
changing of State Highway Route #62099, Bridge No. 1, in West Finley Town-
ship, bet*een Stations W - 00 and 35 - 60 have been examined and the County
Commissioners agree that the County will not assume any property damages
resulting from the construction of the above highway and bridge as contem-
plated by these plans, or any damages arising out of any changes or alters-•
tion of drainage resulting from the construction or maintenance of this
highway and bridge, or any damage resulting to, -any property -of'bold:tngs • of

this improvement.

Damages by John Linkeeh, the owner of certain real estate in Smith Township, Washington County, a
adjacent to the County Bridge over the Cherry Valley Branch of Raccoon Creek, on Smith Town-
ship Road No. $49, and known as Farrar Bridge, Raccoon Creek, No. 29, and the payment to the
aforesaid in the sum of Six ($6.00) Dollars to release the County of Washington from any and all
claims for damages arising from the straightening and grading of the channel of the above named
stream.
Notion carried.

Damages by Dorothy Farrar, owner of certain real estate in Smith Township, Washington County,

adjacent to the County Bridge over the Cherry Valley Branch of Raccoon Creek, on Smith Township
Road No. 809, and known as Farrar Bridge, Raccoon Creek Nb. 29, and the payment to the afore-
said in the stem of $6.00 Dollars to release the County of Washington from any and an claims
for damages arising from the straightening and grading of the channel of the above named stream,

Notion duly made and seconded that approval be given to the execution of Release of
Damages by Glenn W. and Josephine Mitchell, owners of certain rial estate in Somerset Township,
Washington County, adjacent to the County Bridge over the Nbrth Fork of Pigeon Creek, on
Somerset Township Road No. 818, and known as Huffman Bridge, Pigeon Creek No. 21, and the pay-
ment to the aforesaid in the,sum of One Hundred ($100.00) Dollars to release the Carroty of Wash-
Angton from any and all claims for damages arising from the straightening and grading of the
channel of the above named stream; said Mitchell to build permanent fence and Washington County
to build Temporary Fence.

Notion duly made and seconded that approval be given to the execution of Release of
Damages by Wm. K. Huffman and Mrs. Lulu Huffman, owners of certain real estate in Somerset
Township, Washington County, adjacent to the County Bridge over the North Fork of Pigeon Creek,
on Somerset Township Road No. 818, and known as Huffman Bridge, Pigeon Creek No, 21, and the
payment to the aforesaid in the sum of One ($1.00) Dollar to release the County of Washington
from any and all claims for damages arising from the straightening and grading of the channel
of the above named stream as outlined on the Location Plan.
Notion carried.
Motion duly made and seconded that approval be given to the execution of Release of
Damages by Carl J. Malert, owner of certain real estate in Hanover Township, Washington County,
adjacent to the County Bridge over Aunt Clarats Fork of King Creek, on Hanover Township Road
No. 402 and known as McCullough Bridge, Kings Creek No. 4, and the payment to the aforesaid in
the sum of One ($1.00) Dollar to release the County of Washington from any and all claims for
damages arising from the straightening and re -alining of the channel of above mentioned Stream.
Notion carried.
Motion by Mr. Lowstuter, seconded by Mr. Pettit, that the Assessment in tkA amount
of $2800.00 on the Charles Phillips Estate, East Pike Run Township, described as 40 Lots -
Cornell Plan, be corrected to $]J+00.00 for the year 1945, and thereafter; notice of the fore-
going action be given to the Board of Assessment and Revision of Taxes, the County Treasurer,
and the Board of Supervisors and the School District of East Pike Run Township.

Notion by Mr. Lowstuter, seconded by Mr. Pettit, that approval be given to the
of a lease between Washington County Fire Insurance Company and Washington County Commissioners,
covering "Office rooms on second floor of the Washington County Fire Insurance Building, known
as lib. 4, 5, 6 and 7. No. 55 South Main Street, Washington, Penna., (Occupied by Agricultural
Conservation Association)", at a monthly rental of $98.00 payable on the first day of each
month in advance, beginning May 1, 1948, for a period of one year.
