LOWSTUTER, COMMISSIONERS NO. 71 Office of the County Commissioners Washington, Pa., October 2, 1948 Board of County Commissioners in regular session, those present being Messrs. Pettit, Lane and Lowstuter. Motion duly made and seconded that the following Resolution be adapted: RUOLTO i i i Ui iIi i NL WHEREAS, it is necessary that the (Bonded) Indebtedness of the County of Washington be increased by the amount of Three Hundred Thousand ($300,000.00) Dollars for the purpose of paying for the construction of a building on the property owned by the County on the South Side of West Beau Street in the City of Washington to provide facilities for a Juvenile Court; Juvenile Detention Quarters; and Offices and Office Space which the County of Washing- ton must by law provide or make available; and WHEREAS, it is the desire of the Board of Commissioners to provide for a public election for the purpose of obtaining the assent of the electors of the said County of Wash- ington to such increase of indebtedness on the day of the next General Election. NOW, THEREFORE BE IT RESOLVED, by the Board of Commissioners of Washington County, and IT IS HEREBY RESOLVED, (1) That the Board of Commissioners of the County of Washington do hereby signify and express their desire to increase the indebtedness of the County of Washington in the sum of Three Hundred Thousand ($300,000.00) Dollars for the purpose of paying for the con- struction of a building on the property owned by the County on the South Side of West Beau Street in the City of Washington to provide facilities for a Juvenile Court; Juvenile Detention Quarters; and Offices and Office Space which the County of Washington must by law provide or make available. (2) That the question of increasing the indebtedness of said County in the amount and for the purposes aforesaid be submitted to a vote of the Electors of the County for the purpose of obtaining their assent at a Public Election to be held at the regular voting places in said County by the legally constituted Election Officers, on the day of holding the next General Election, to -wit, the Second day of November, 1948, between the hours of 7:00 a.m. and 8:00 p.m.,EST, under the same regulations as are provided by the law for the holding of General Elections. (3) That the proper Officers of the said County of Washington are hereby authorised and directed to give notice of said Election to the Electors of the County and to provide and do such other things as may be necessary and proper to submit said question to the Electors of said County in the manner provided by law. Motion carried. There being no further business to come before the Board at this time, the meeting adjourned. Deputy County Controller Dentel called into the meeting for the purpose of opening bids for Six Roller Shelf Cases and One Counter to be used in the,Office of the Recorder of l-a. In accordance therewith, the following bid was received, opened and rbadt MONONGAHELA PUBLISHING COMPANY 440-41+2 Main Street Monongahela, Pennsylvania In accordance with the advertisement of the County Controller inviting proposals for furnishing Six Roller Shelf Cases and One Counter with continuous Linoleum Top for use in the Office of the Recorder of Deeds, having viewed the specifications and understanding the same, I (or !1e) propose to furnish said material in accordance therewith at the following prices: ITEM I - One case of shelving, finished in Olive Green with Bronze Trim, containing 12 roller shelves clear, 19 3/16" x 3 3/4" x 16", with finished front, right end and part of rear. See plan for details.* One case of shelving, finished Olive Green with Bronze Trim, containing 54 roller shelves clear, 19 3/16" x 2 3/4" x 16", with finished front, right end and part of rear. Motion duly made and seconded that the bid on Six Roller Shelf Cases and One Counter with Continuous Linoleum Top which is to be used in the Office of the Recorder of Deeds be awarded to Monongahela Publishing Company, Monongahela, Pennsylvania, for the total amount of $3785.00; this being the only bid received. 74 MINUTE Booig BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA FRANCIS E. Motion duly made and'seconded that the following polling places be designated as follows; petitions for said changes having been duly presented to the Board prior to ten days before Election and notice of contemplated changes posted as requested by law: 2nd Precinct, 2nd Ward, Monongahela, Pa. Jones Rental: $10.00 (No Change) Motion carried. Motion duly made and seconded that the Board for the Assessment and Revision of Taxes be authorized to prepare voucher for refund in the amount of $10.31 in favor of Daniel Janz, 574 Wilmington Avenue, Washington, Pa., representing duplicate payment of 1948 City Tax, paid at discount, on real estate assessed at $3400 in Canton Township, made to the County Treasurer by the said Daniel Janz under date of July 28, 1948; the said tax being paid subsequently by the First Federal Savings & Loan Assn, Waynesburg, Pa., under date of August 29 1948, which Association holds the mortgage against the property in,question and, therefore, assumes responsibility for the takes on same, the said duplicate payment having been accepted by the County Treasurer since his tax records had not yet credited with the payment made by the owner of the real estate, Daniel Janz, under date of July 28, 1948. Motion carried. Motion duly made and seconded that the Board for the Assessment and Revision of Taxes be authorized to prepare voucher for refund in amount of $12.12 in favor of Dillard Latchem, Charleroi, Pa., representing duplicate payment of 1946-1947-1948 County Taxes, all paid at discount, on a 2-story house, valuation $600, assessed to the said Dillard Latchem In Fallowfield Township on a 2-acre tract of surface, and also assessed for the same years to Emile and Hortense Ballieu in the said township on lots which were purchased by Emile and Hortense Balieu from Dillard Latchem, together with the house in question which was properly assessed to Mr. Balieu et ux but not removed from the assessment of Mr. Latehem for the aforementioned years as is evidenced by the receipts issued by the County Treasurer and sub- mitted for refund purposes by Mr. Latchem. Motion carried. Motion duly made and seconded that the penalties and interest on 1934-1935-1936 and 1937 County Tames on the property of Joseph Abraham of Fredericktown, Pa., assessed as "Frame House and Lot, West Pennsylvania Station, Millsboro, Pa.," East Bethlehem Township be abated in the amount of $21.40. This action is taken in conjunction with similar action of the East Bethlehem Township Commissioners and East Bethlehem Township School District. Motion carried.
