Board of Washington County Commissioners in scheduled session with a joint meeting
of the representatives for the Westmoreland County Commissioners. This meeting held for the
purpose of opening joint bids on the structural steel necessary for the Donora-Webster Bridge.
Those present at the meeting being Commissioners Pettit, Lane and Lowstuter, Controller Stuart,
Chief Clerk John Bevec, Solicitor David H. Wein6r, County Engineer H. B. Crumrine, all of
Washington County, and Solicitor Williams and County Engineer Hebrank, representatives from
Westmoreland County and our Consulting Engineer Carl J. Jacobsen.
In accordance with the aforementioned advertisement, the following bid was received:

Gentlemen:
We are in receipt of your inquiry proposal for the rehabilitation of
Webster - Donora Bridge involving structural steel and bridge flooring, on which
s bids are to be taken November 29 and are pleased to quote as follows:
On item 1 - 39,8OO# of 10" at 15.3# channels, we quote 3.655# per pound
delivered f.o.b. cars, carload, Donora, Penna.
On item 2 - 124,600# of 8# IF at 20# by 231 6" lengtha,.ve quote 3.7550
per pound delivered f.o.b. cars, carload, Donora, Penna.

On item 3 - Approximately 29,000 sq. ft. 5" open parallel type I-Beam-Lok,
weight 548,482# including 5 x 318 bar one side of unit at Donora Approach and 1/2
trim bar on one side of unit adjacent each expansion joint, we quote $2.52 per sq,
ft. Mill McDonald, Ohio, plus lump sum freight of $1645.45 for delivery f.o.b. cars,
carload, Donora, Penna. The price also includes one shop coat DuPont DuLux red
lead primer paint.
The structural steel material shall conform to ASTM Specification A-7-46
plain carbon steel, unpainted. We are not in position to offer painting of
structural steel. The I-Beam,-Lok to ASTM Specification A-7-46 with .20% minimum
copper except trim material will be plain carbon steel. Since all material used
in this flooring is selected from previously tested and approved stock, we will
furnish in lieu of test reports a certificate that the tests from the material
meet the physical and chemical requirements of the applicable specifications.
The I-Beam-Lok may be manufactured at Ambridge, Pa., in which case there
would be some saving in freight.
We attach certified bid bomd'check in the amount of $404.3 made payable to
Board of Commissioners of Washington and Westmoreland Counties in the amount of
approximately 5% of bid. If award is made to Carnegie -Illinois Steel Corporation
we are agreeable to enter into a contract on terms and conditions mutually satis-
factory to the parties involved.
For a signed contract by January 1, 1949, we promise to ship material within
190 days from receipt of order, subject to prior commitments and delays beyond
our control.
Prices in effect at time of shipment will apply.
We will not furnish original tracings of drawings but we will furnish
reproductions of same at a charge of $20,00 each. We estimate four will be required.
