Board of County Commissioners in regular session, those present being Messrs.
Pettit, Lane and Lowstuter.
Motion duly made and seconded that Steve Obertaeh be appointed a Clerk in the
Office of the Board for the Assessment and Revision of Taxes for the year 1949, retroactive to
September 6, 19499 and covering the period from that date to the first Monday in January, 1950.
Motion carried.
Motion duly =do and seconded that Rose Kopko be appointed a Clerk in the
Registration Office for the year 1949, retroactive to September 1, 1949, and covering the
from that date to the first Monday in January, 1950.
Motion carried.
There being no further business to come before the Board at this time, the meet-
ing adjourned.

Washington, Pa., September 23, 1949
Board of County Commissioners in regular session, those present being Messrs.
Pettit, Lane and Lowstuter. Deputy Controller Dentel was called into the meeting, replacing
Controller Stuart, for the purpose of awarding the 1949-1950 Coal Contract.
Motion by Mr. Lane, seconded by Mr. Lowstuter, that the Coal Contract for the
1949-1950 season for furnishing and delivering coal to the Court House and Jail as per specifi-
cations attached to the submitted bid, be awarded to the Rea Coal C , Hickory,,Pa., the

bid being $6.00 per ton including delivery and $5.50 per ton without delivery, this bid being
the lowest of four bids submitted.
Motion carried.
Motion duly made and seconded that the County Controller be authorized to
advertise for bids for furnishing and delivering ballots and election supplies for the 1949
General Election to be held November 8, 1949.
Motion carried, with Deputy Controller Dental being excused from the meeting.
Correspondence was read from William C. Porter, Senior Vice Commander of the
Veterans' of Foreign Wars, Post #927, requesting payment of certain bills incurred in connect
with the construction of a roadway at the DeLloyd Thompson Memorial; said bills amounting to
$2205.68; said bills being in excess of the amount estimated and submitted at a previous date
by Mr. Robert Campbell of the Observer Publishing Company. After a discussion of the corres-
pondence and the bills, the matter was tabled for further information relative to this work.
Motion duly made and seconded that the following Resolution be adopted:
RESOLUTION
Be it resolved by the County Commissioners of Washington County
that the plans submitted by the Department of Highways for the changing of State Highway
Route 62061 - Section 1, Nottingham Township, between Stations 3 plus 16.00 and
149 plus 90.00, have been examined and the County Commissioners agree that the
County will assume liability for any and all property damages resulting from the
construction of the highway as contemplated by these plans to any property
fronting and abutting on the above described highway, and also all damages aris-
ing out of any change or alteration of drainage resulting froli the construction
of the highway; but that Washington County will not assume any liability for
damages resulting to any property or holdings of any Public Utility Company affected
by this improvement.
Motion carried.
Motion duly made and seconded that a refund voucher in the amount of $5.27 be
made payable to Estella W. Crane, 21 Florence Avenue, Burgettstown, Pa., said refund to cover
the Personal Property Tax paid by Estella W. Crane, August 1, 1946, on 12 shares of Libby Owens
Ford Glass for the year 1946 and Tax paid July 29, 1947, on 12 shares of Libby Owens Ford Glass
for the year 1947; this stock being declared exempt by the Pennsylvania Department of Revenue.
Motion carried.
Motion duly made and seconded that a refund be made to Howard Carson, Jr., in
the amount of $17.99 for the payment of the 19" and 1945 County Taxes (on real estate only)
on the property assessed to Clyde Furnier, estate, described as two-four room houses and lot,
Pittsburgh Rwy. Co., situate in Allenport Boro; said taxes being paid in error on said property
by Howard Carson, Jr. The Tax Claim Bureau is authorized to prepare said voucher for the ref
of this payment.
Motion carried.
Motion duly'made and seconded that Mrs. Mollie Spiro, 28/+3 West 31st St., Brook-
lyn 24, New York, be refunded $10.31 on her 1948 County Tax paid on August 2, 1948, (on Real
Estate only) on property described as House and Lot 42 x 59, 164 Highland Avenue, Washington
3rd.; said tax being a duplicate payment of $10.31 of 1948 County Tax paid on the same property
on the same date by her husband, Louis Spiro. The Tax Claim Bureau is authorized to prepare
said voucher for the refund of this duplicate.

Motion duly made and seconded that a refund voucher be made payable to J•. R.
Irwin Knox, Attorney for Harry C. Ealy, Washington Trust Building, Washington, Pa., in the amour
of $19.68 on 1949 County and Occupational Tax on property described as House and Barn, 63 Acresli,
Surface adj. Cleve Hagerty assessed in the name of Harry C. and Minnie F. Ea3y in Buffalo
Township; said tax being a duplicate payment of $19.68 paid August 1, 1949. The Tax Claim
Bureau is authorized to prepare said voucher for the refund of this duplicate payment.
Motion carried.
Motion duly made and seconded that the Wil Don Coal Land Company, Amwell Town-
ship, be refunded $39.49 on 1949 County Tax paid on f interest of 350 acres of coal, paid on
June 24, 1949; said tax being a duplicate payment of $39.49 paid on June 17, 1949. The Tax
Claim Bureau is authorized -to prepare said voucher for the refund of this duplicate payment.
Motion carried.
Motion duly made and seconded that John and Margaret Allen, North Strabane
Township, be refunded $22.57 on 1949 County and Occupational Tax paid on July 21, 1949, on
property described as House and Apt. Gar. Lots 74-75, Alexander Plan; said tax being a duplica
payment of $22.57 of 1949 Tax paid.on the same property on July 143, 3.949. The Tax Claim Bureau
is authorized to prepare said voucher for the refund of this duplicate payment.

Motion duly made and seconded that the First Federal Savings and Loan Associa
Greene County, Waynesburg, Pa., be refunded $14.35 on 1949 County and Occupational Tax, paid
on August 26, 1949, on property assessed in the name of Hugh E. and Jeanne G. Marshall.. Mari -
arena, Pa., and described as 5 Room House and Lot 78; said payment being a duplicate payment mad
by Hugh E. and Jeanne G. Marshall on August 27, 1949, in the amount of $14.35. The Tax Claim
Bureau is authorized to prepare said voucher for the refund of this duplicate payment.
Motion carried.
Motion duly made and seconded that a refund voucher be made payable to Alex &
Mary Husz, Riverview Terrace, W. Brownsville, Pa., in the amount of $7.68 on 1949 County Tax
paid on property described as Fr. House and Lot, Woodlawn Avenue, situate in W. Brownsville
Borough; said tax being a duplicate payment of $7.68 paid on the same date, August 1, 1949.
The Tax Claim Bureau is authorized to prepare said voucher for the refund of this duplicate
payment.

Motion duly made and seconded that a refund voucher in the amount of $74.31 be
made payable to Albert J. Allison, 101 South Wade Avenue, Washington, Pa., on 1949 Personal
Property Tax paid on July 29, 1949; said payment being a duplicate payment of $74.31 paid July
262 1949. The Tax Claim Bureau is authorized to prepare said voucher for the refund of this
duplicate payment.

Motion duly made and seconded that a refund voucher in the amount of $6.65 be
made payable to Olive B. Sprowls, 21 Laurel Avenue, Washington, Pa., on 1949 Personal Property
Tax paid on August 1, 1949; said payment being a duplicate payment of $6.65 paid July 27, 1949.
The Tax Claim Bureau is authorized to prepare said voucher for the refund of this duplicate
