The Washington County Board of Commissioners met in a regular session in the Public Meeting Room,
Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Larry
Maggi, Bracken Burns and Diana L. Irey. Also being present: Scott Fergus, Director of Administration; Lynn
DeHaven, Solicitor; Mary Helicke, Chief Clerk; Linda Belcher, Administrative Assistant; Sue Orrick, Joy Sprowls and Jo
Ann Metz, Commissioners' Office; Tim Kimmel, Human Services; Harry Wilson, Director of Veterans Affairs; Manuel
Yocolano, Mon Valley Leathemecks; Michelle Lipchik; Amy Ross Manko, Washington County Literacy Council; Mary
Boroch and staff from the Children and Youth Services Office; Barbara Miller, Observer -Reporter; and Jim Jefferson,
WJPA.
Chairman Maggi called the meeting to order at approximately 10:05 a.m.
Commissioner Irey led the meeting with a prayer.
Mr. Yocolano led the Pledge of Allegiance.
Chairman Maggi entertained a motion to approve Minute No. 867 dated October 1, 2009 as written.
Moved by Ms. Irey, seconded by Mr. Burns, approving Minute No. 867 as written.

SPECIAL ORDER OF BUSINESS
The Commissioners read a Proclamation declaring October 29, 2009 as "World Psoriasis Day".
Moved by Ms. Irey, seconded by Mr. Burns, adopting the foregoing Proclamation.

Motion carried unanimously.
Ms. Lipchik accepted the Proclamation and thanked the Board for adopting Washington County's first
proclamation recognizing World Psoriasis Day. She briefly outlined the symptoms' of psoriasis and mentioned some
activities that will be taking place to bring awareness to this disease.
The Commissioners read a proclamation declaring the week of October 18, 2009 as ""Adult Education and
Family Literacy Week" in Washington County.
Moved by Ms. Irey, seconded by Mr. Burns, adopting the foregoing Proclamation.

Solicitor Drewitz recommended the Board authorize the extension of the following bid contracts:
Auto Parts
Extend the bid contract for auto parts to Smith's Auto Supply, Washington PA through January 2, 2011. The
total yearly cost of this contract is approximately $35,000. This extension is in accordance with the original bid contract
and has been agreed to by the vendor.

Alcohol Monitoring Program
Extend the contract for the alcohol monitoring program to Advanced Alcohol Monitoring Programs, LLC,
Moon Township PA through December 31, 2010. There are approximately 15-25 individuals on the program at any one
time at no cost to the County. All costs are paid by the defendants. This extension is in accordance with the original bid
contract and has been agreed to by the vendor.

Program as per above.

Electrical Service
Extend the bid contract for electrical service to Schultheis Electric, Latrobe PA through December 31, 2010.

Natural Gas
Extend the bid contract for natural gas through April 30, 2010 at the Basis rate plus the Last Day Settle (LDS).
Beginning Nov 1, 2009 the Basis (transportation adder to the Commodity) is $1.14/DTH. Currently November is at
$4.85/DTH for total of $5.99/DTH as of October 9, 2009. These figures will fluctuate monthly. The Last Day Settle is
three business days prior to the end of the prior month (November will settle on Oct 28`" because it is future pricing).

Chief Clerk presented to the Board for their consideration and approval the purchase of SAN (storage area
networks) from HP for an approximate amount of $158,558. This is to provide backup and disaster recover for the
County's Information Technology Department. This will also enable the County to use existing hardware and software
capacities more efficiently and provide the Health Center with processing resources and. backups. As this purchase is
being made from the COSTARS contract, it does not require bidding. The total cost of this purchase will be charged to
capital.
