Washington, Pennsylvania, November 5, 2009
The Washington County Board of Commissioners met in a regular session in the Public Meeting Room,
Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Larry
Maggi, Bracken Burns and Diana L. Irey. Also being present: Scott Fergus, Director of Administration; Lynn
DeHaven, Solicitor; Mary Helicke, Chief Clerk; Linda Belcher, Administrative Assistant; Joy Sprowls, Sue Orrick and
JoAnn Metz, Commissioners' Office; Tim Kimmel, Human Services; Harry Wilson, Director of Veterans Affairs; Chuck
Nichols, American Legion, Post 175; Steve Toprani and Steve Fisher, District Attorney's Office; Jay English and staff
from the Children and Youth Services Office; Sharon Russell, Senator J. Barry Stout; Susan Morgan, Washington County
Redevelopment Authority; Tom Jennings, Avella Area; Traci McDonald Kemp, Tara Simmons and Heather Arnet,
Women and Girls Foundation; Carl Maggi and John Adams, interested citizens; Barbara Miller, Observer -Reporter; and
Jim Jefferson, WJPA.
Chairman Maggi called the meeting to order at approximately 10:05 a.m.
Reverend Turrill led the meeting with a prayer.
Mr. Nicholls led the Pledge of Allegiance.
Chairman Maggi entertained a motion to approve Minute No. 868 dated October 15, 2009 as written.
Moved by Ms. Irey, seconded by Mr. Burns, approving Minute No. 868 as written.

SPECIAL ORDER OF BUSINESS
The Commissioners presented a check to the board members of the Avella Area Community Association in the
amount of $50,000 as part of the Washington County Local Share Account Program. These funds will be used for the
Historic Lincoln National Bank Renovation Project.
Tom Jennings, president of the Avella Area Community Association, accepted the check and thanked the Board
for all their assistance and support for this very important renovation project. He explained this project will be for the
benefit of attracting small businesses or agencies to locate in the building.
The Commissioners read a Proclamation declaring November 8-14, 2009, as "PA Promise for Children Week".
Moved by Ms. Irey, seconded by Mr. Burns, adopting the foregoing Proclamation.

Motion carried unanimously.
Mr. Kimmel accepted the Proclamation and thanked the Board for their many years of support and introduced
two groups of daycare facilities. The groups entertained the Commissioners and audience with song and dance.
The Commissioners read a Proclamation declaring November 2009 as "Adoption Month" in Washington County.
Moved by Ms. Irey, seconded by Mr. Burns, adopting the foregoing Proclamation.

Mr. English, of Children and Youth Services, accepted the Proclamation and gave the Board thanks for the
of Adoption Month. He commented on the importance of adoption and acknowledged his staff and
tits for all their hard work and dedication in preparing for adoption in the Children and Youth Services Office.
The Commissioners read a Proclamation declaring November 7, 2009, as "Women and Girls Foundation
rsary Day" and acknowledging Traci McDonald Kemp as one of the women to be honored, on this day.

District Attorney Steve Toprani, accepted the Proclamation and introduced Traci McDonald Kemp, recipient of
Women and Girls Foundation Award.
Ms. McDonald Kemp thanked the Board for this recognition and commented on her many positive experiences
the District Attorney's Office and through her life that have been an inspiration to her in the work that she does every
. She also thanked her family for all their support in her life.

Award the "Cost Per Copy Program" to Comdoc, Inc., Pittsburgh PA. This contract is effective
November 15, 2009 through December 1, 2014 with the option to extend for additional one year periods
upon mutual agreement of both parties.
The total cost of this contract is approximately $40,000 a year. This bid is being awarded to the lowest most
responsive and responsible bidder meeting specifications.

HVAC Maintenance to FIT Optimized Solutions, Pittsburgh PA through January 2, 2011. The total yearly
cost of this contract is approximately $60,000.

Chief Clerk presented to the Board for their consideration and approval a Note Modification in the amount not to
d $30,000 for the Washington County Agricultural Fair. The principal balance of the loan is being increased in
to payoff a loan payable to John Deer Credit for a new tractor.

Chief Clerk presented to the Board for their consideration and approval a three-month extension for the Fulough
Service Program Expansion Grant with the Pennsylvania Commission on Crime and Delinquency. The period of
th� grant will now be from July 1, 2008 through March 31, 2010. The amount of the grant will remain the same.

Pt�gram Expansion Grant as per above.

Chief Clerk presented to the Board for their consideration and approval of an agreement with Diana T. Myers and
Inc. to provide consulting services for the Southwest Region Continuum of Care Application to HUD. This
will begin on July 1, 2009 and will automatically renew annually in the amount of $5,000 each year. No
funds are required.

to provide counseling services as per above.

Enhancement Therapy treatment modality. No County funds are required.

County Offices will be closed on November 11, 2009 in observance of Veterans Day.
