The Washington County Prison Board Meeting was held in the 7th floor Conference Room, Courthouse Square

m Office Building, Washington,. Pennsylvania, with the following members being present: Commissioners Larry Maggi,
0 Bracken Burns, Diana L. Trey; Deputy Controller Randy Vankirk; Sheriff Sam Romano and District Attorney Steve
Toprani. Also being present: Warden Joe Pelzer; Mary Lyn Drewitz, Solicitor; Scott Fergus, Director of

Administration; Linda Belcher, Administrative Assistant; Mary Helicke, Chief Clerk; Chuck Nicholls, Director of
• Human Resources; Barbara Miller, Observer -Reporter, and Jim Jefferson, WJPA.
Chairman Maggi called the meeting to order at approximately 11:30 a.m. and entertained a motion to approve
Minute No. 10-P-09.
Moved by Ms. Irey, seconded by Mr. Toprani, approving Minute No. 10-P-09 as written. Motion carried
unanimously by the Board signifying their approval by stating "Aye".

WARDEN'S REPORT
Warden Pelzer presented the following information to the Board:
Income from other units for the maintenance of prisoners for October 2009
Administration Fee $3,145.24
Social Security 200.00
Monthly Sub Total $3,345.24

Moved by Ms. Irey, seconded by Mr. Vankirk, accepting the Warden's Report as per above. Motion
carric I unanimously by the Board signifying their approval by stating "Aye".
Warden Pelzer brought to the Board's attention an article that appeared in the newspaper regarding
overc owding in prisons due to a parole ban on state prisoners. Warden Pelzer stated this has caused some
overc owding at the correctional facility. Some discussion was held regarding this matter. Warden Pelzer noted that
at thil time the ban has been lifted.
Deputy Controller Vankirk presented to the Board for their consideration and approval the bills for the
montl of October 2009 in the amount of $75,391.68. .
Moved by Mr. Vankirk, seconded by Ms. Irey, approving the bills for the month of October 2009. Motion
carri unanimously by the Board signifying their approval by stating "Aye". (See list of bills attached hereto and
madet part hereof.)
