Motion by Mr. Cummins, seconded by Mr. Mazza, that the County Controller be auth- orized to advertise for bids for the furnishing and delivering of Tax Assessment Supplies for the year 1962, to be used by the Washington County Board for the Assessment and Revision of Taxes; said bids to be received by the County Controller in his Office in the Courthouse, Washington, I Pennsylvania, until 11:00 a.m., Daylight Savings Time, Wednesday, August 16, 1961, and opened immediately thereafter in the Office of the County Commissioners. I Motion carried unanimously. BLATCH CUMMINS, JOHN MAZZA, COMMISSIONERS Motion by Mr. Cummins, seconded by Mr. Mass&, that the resignation as submit- ted by John Karam, Clerk in the Records Room, be accepted. The effective date of resignation being July 31, 1961. Motion carried unanimously, Motion by Mr. Cummins, seconded by Mr. Massa, that the resignation as sub.. mitted by Mildred Sten, Clerk in the Tax Assessment Office, be accepted. The effective date of resignation being July 26, 1961, which includes vacation time. Motion carried unanimously. Motion by Mr. Cummins, seconded by Mr. Massa, that the following resolution prepared by the County Solicitor providing for the issue and sale of Six Hundred Thousand }s .sl: i!} i! t;: }s s �s w: � •s s; asa ;a RESOLUTION WHEREAS the County of Washington, Pennsylvania, has inter alia outstanding an unfunded debt incurred for current operating expenses in the amount of Three hundred Thousand Dollars ($383,000.00) which is due and owing, and WHEREAS the Court of Quarter Sessions of Washington County has by Order of Court dated July 27: 1961, authorised the funding of such unfunded indebtednesaj, and, WHOMAS it is necessary that the bonded indebtedness of the County be by the amount of Two Hundred Seventeen Thousand Dollars ($217,000.001 for the following purpos to establish, construct and provide for air navigation facilities within the County of Washing and to erect, equip and furnish a suitable building to be used exclusively for the confinement children awaiting trial or hearing in the Courts of the County; HOW THEREFORE BE IT RESOL`iED, and it is hereby resolved. - Section 1. That proceedings be instituted for the increase of the bonded indebtedness of the County of Washington, Commonwealthof Pennsylvania, by the sum of Six Thousand Dollars ($600,000.00) for said purposes, by an issue of general obligation bonds of the said County. Section 2. Said bonds shall be six hundred (600) in.mmber, numbered con- secutively from one (1) to six hundred (600), inclusive, each in the sum of One Thousand Dollars MOM dated and bearing interest from the first day of September, 1961, and mataring in numer. ical order as follows: Sixty (60) bonds, ($60,000) on September first of the year 1962 to 1971, inclusive. Said bonds shall bear interest at a rate to be determined by resolution of Board of County Commissioners after acceptance of the highest and best bid submitted in with public advertisement as hereinafter provided, payable semi-annually from the date thereof the first day of the months of March and September in each year. Said bonds shall also provide that the County of Washington will pay or any tax (except gift, succession or inheritance tax) legally levied Qr assessed upon said bands 1 or upon the debt secured thereby under amy present or future law of the Comonwealth of Pennsyl. vania. The County Controller is hereby directed to offer the said bonds for sale by advertisement in the manner required by law, to bear interest at the best rate bid for in a multiple of one -eighth of one per cent, bids to be opened at the meeting of the Board of County Commissioners to be held on the 27th day of September, 1961, and the County Solicitor is hereby directed to prepare the necessary proceedings and to retain the law firm of Burgwin, Ruffin, Perry & Pohl of Pittsburgh, Pennsylvania., to examine the proceedings and issue an approving legal i opinion to the successful bidder. Section 4. All resolutions or parts of resolutions not in accord with this resolu- t ion are hereby repealed in so far as they conflict herewith. PASSED this 31st day of duly, 1961. ' orized to advertise for the printing and delivering to the Election Department of the County 1 Commissioners the necessary ballots and election supplies required for the conduct of the November Municipal Election to be held Tuesday, November 7, 1964 and the delivering of ballot boxes with election supplies to the Judges of Election for the one hired eighty-eight (188) precincts. Bids to be received by the County Controller in his Office at the Courthouse,. Wash'- ; ington, Pennsylvania, until 11:00 a.m., Eastern Standard Time, Monday, August 289 1961, and cps P immediately thereafter in the Office of the County Commissioners. Motion carried unanimously.
