Irey. Also being present: Scott Fergus, Director of Administration; Mary Lynn Drewitz, Solicitor; Mary Helicke, Chief Clerk; Linda Belcher, Administrative Assistant; Joy Sprowls, JoAnn Metz and Sue Orrick, Commissioners' Office; Tim Kimmel, Human Services; Chuck Nicholls, Director of Human Resources; Benita Johnson and Pam Golden, 2010 Census Bureau; Lisa Cessna and Jason Theakston, Planning Commission; Harry Wilson, Director of Veterans' Affairs; Carl Maggi, American Legion; Melanie Finney, Planning Commission; Reverend Robert Hedges, Resurrection Power Church; Jean Byers and a group of students from Peters Township and Ringgold High Schools who participated in the MATHCOUNTS competition; members of the Washington County Safety Committee; John Adams, John Campbell, interested citizens; Barbara Miller, Observer -Reporter; and Jim Jefferson, WJPA. Chairman Maggi called the meeting to order at approximately 10:00 a.m. Reverend Hedges led the meeting with a prayer. Mr. Maggi led the Pledge of Allegiance. Chairman Maggi entertained a motion to approve Minute No. 877 dated March 4, 2010 as written. Moved by Ms. Irey, seconded by Mr. Burns, approving Minute No. 877 as written. Roll call vote taken: Ms. Irey — Yes; Mr. Burns — Yes; Mr. Maggi - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS The Commissioners read a Proclamation calling attention to the importance of the upcoming census and the Board's partnering with the U.S. Census Bureau to ensure the success of the 2010 count. Moved by Ms. Irey, seconded by Mr. Burns, adopting the foregoing Proclamation. Roll call vote taken: Ms. Irey - Yes; Mr. Burns - Yes; Mr. Maggi - Yes. Motion carried unanimously. Pam Golden, of the Census Bureau, addressed the Board and audience regarding the 2010 Census form. She stressed the census is important because it is the foundation of our democracy. At this time the Commissioners read a book, prepared by the Census Bureau for children, to the day care children in attendance. The book stressed the importance of the "Complete Count Program". Children from Just Us Kids and Smart Kids sang songs. The Commissioners presented certificates of congratulations to team members of the MATHCOUNTS competition that was recently held on February 6, 2010. Jean Byers thanked the Board for the certificates and briefly outlined what the competition was all about and complimented the students for doing so well in the competition. Chuck Nicholls, Director of Human Resources, commented on the hard work and dedication of the committee members and introduced Barbie Castrucci, the Occupational, Safety and Health Specialist. He also acknowledged John Campbell, Safety Committee Consultant for Washington County. (RECESS FOR PHOTOS) PUBLIC COMMENTS Toni Vallone, of SEIU HealthCare PA, asked the Board if they would sign an extension to the county's contract as was done in January and February. She stated it sends a bad message to the workforce by not granting an extension. Ms. Vallone also noted that their group wanted an answer today. Scott Fergus, Director of Administration, assured the SEIU members that were present that the terms of the contract as of February 28, 2010 will continue. He explained that when a contract expires in the public sector it continues under the same terms and conditions that existed when it expired. Mr. Fergus stated it was the goal of the county to have a negotiated contract in place at this point in time. John Adams, of Avella, commented on the status of the Toyota situation and stated this country needs to do more to help the taxpayers. OLD BUSINESS Solicitor Drewitz recommended the Board award the bid for the medical supplies and Medicare Part B billing to McKesson Medical Surgical Minnesota Supply Inc., Golden Valley, MN. This award is based on the "per unit" cost of medical supplies listed on the bid and a 52% discount from the current catalog for items not listed. The vendor will be responsible for billing Medicare as well as third parry payers for all eligible residents. This contract is effective April 1, 2010 through March 31, 2013 with the option to renew for two additional years. The total cost of this contract is approximately $500,000 per year. This contract is being awarded to the lowest most responsive and responsible bidder meeting the specifications. Solicitor Drewitz recommended the Board ratify the rejection of all bids for the renovation and addition to the Health Center Rehabilitation Department and authorize rebidding. above. The grant monies will be used to provide two legal research books to all of the libraries with a brochure describing legal resources available to the public at the Washington County Law Library. Moved by Ms. Irey, seconded by Mr. Burns, approving the grant application. Roll call vote taken: Ms. Irey - Yes; Mr. Burns — Yes; Mr. Maggi - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval costs associated with the Peer Jury Annual Luncheon held at Washington Park in the amount of $1,787. These costs will be charged to the Juvenile Probation Department. Moved by Mr. Burns, seconded by Ms. Irey, approving the foregoing costs. Chief Clerk presented to the Board for their consideration and approval the reappointment of Vivian Osowshi, John Sawa and Roger Young to the Washington County Children and Youth Advisory Board effective through April 3, 2010. Chef Clerk presented to the Board for their consideration and approval to ratify amendments to the HAVA Grant reports showing the interest the county earned. Upon approval of the revised reports, 251 Funds will be released from the state. Moved by Ms. Irey, seconded by Mr. Burns, approving the ratification of the amendments to the HAVA Grant as per above. Chief Clerk presented to the Board for their consideration and approval for authorization to advertise for bids for the purchase of twelve new boat docks for Cross Creek Park, The current docks are unstable and need replaced. The cost is estimated at approximately $13,000 and will be charged to the gas and oil proceeds account. Moved by Ms. Irey, seconded by Mr. Burns, approving authorization to advertise for bids for the purchase of twelve docks as per above. Chief Clerk presented to the Board for their consideration and approval the purchase of a wood chipper from Walsh Equipment Inc., Prospect, PA in the amount of $25,605. The purchase of the wood chipper would be more cost efficient then renting due to all of the trees that have been damaged by this winter in the parks and along the Pan Handle Trail. The wood chips would be used for trails, picnic areas, landscape designs and projects. This purchase would be paid from the oil and gas lease account. As this purchase is being made from the PA State Contract, it does not require bidding. Moved by Ms. Irey, seconded by Mr. Burns, approving the purchase of a wood chipper as per above. Chief Clerk presented to the Board for their consideration and approval a contract with Nortec Communications, Carnegie, PA for the purpose of providing professional services for the implementation of Symantec's Enterprise Vault e-mail archiving solution. This contract will be effective March 18, 2010 through April 30, 2010. Phase One of this project which includes deploying, configuring and testing all aspects of the program and training will be at a total cost of $6,000. Phase Two would be any additional work that is not covered under the scope of work for phase one and would be billed at the hourly rate of $145/hour. All costs related to this project would be charged to the Information Technology operating budget.
