Washington, Pa., January 24, 1947
Board of County Commissioners in regular session, those present being Mr. Cummins,
Mr. Pettit and Mr. Lowstuter.
Minutes Nos. 217 and 218 read and approved.
Motion duly made and seconded that the County Controller be authorized to advertise for
bids for furnishing Fleet Insurance in a reliable and approved stock company for public liability, �
i
property damage, fire, theft and collision coverage on truck and automobile equipment and road build
machinery owned and operated by Washington County; said bids to be received by the -County Controller]
at his office in the Court House, 1%shington, Pa., until 17.;00 a.m., EST, Monday, -February lot 1947,
and opened immediately thereafter in the office of the County Commissioners. A certified check in
the amount of $100.00 must accompany each proposal and -the right is reserved -to reject any or all
bids.
Motion carried.
Deputy Controller Dentei called into the meeting for the purpose of opening bids received
in accordance with advertisement of the County Controller for furnishing and installing in the Court
House of the County of Washington, in room to be designated by the County .Commissioners, One
Rectigraph Daylight Duplex Photo -Recording Machine -and Accessories, or its equivalent.
In accordance therewith, the following bids were opened and read:

In accordance with the advertisement of the County Controller., inviting -proposals for
furnishing and installing in the Court House of the County of Washington, in room to be designated b

or its equivalent, having examined the attached specifications and understafid ng_the same, I (or we)
propose to furnish and install said items in accordance therewith at -the prices set forth;

A certified check in the sum of $500.00 is herewith enclosed.
! The above prices are quoted Net F.O.B. shipping points. If order is placed, shipment
will be made prepaid and actual prepaid freight charge added to invoice— Terms are Net 30 days
and all prices are exclusive of Manufacturers_' Federal Excise Taxes since -county offices are
exempt from all taxes through execution of an -exemption certificate -which should accompany
order.

Prices on the items indicated by asterisk shall be subject to any increases up to but
not exceeding 15% and also to decreases in full amount of any increase -or -decrease in the prices
! established by the manufacturer by adding to or deducting from the quoted price the difference
between the established manufacturers, prices on the date�of opening, of bids and the established
manufacturers, prices on the date of the particular delivery._ Prices on the other items would
remain firm provided our quotation is accepted within 30 days,, for earliest possible delivery.

! It is the desire of this Board of County Commissioners to install the latest type
photographic equipment to give the people of Washington County the best permanent records and
we respectfully submit the following quotation on the fully automatic PHOTOSTAT Recorder.
This quotation gives you a firm price on all the equipment; thereby -protecting the Board of
County Commissioners. Should there be any reductions,in the price of -this equipment at the time
j it is shipped, Photostat Corporation will bill it at -the reduced price in effect at that time
s so that Washington County will receive the benefit of any reduction.
SPECIFICATIONS
1 - Latest type Model No. 2 Electric Continuous PHOTOSTAT Recorder.producing prints up to
14ft x 18" in size, with No. 1 Copyholder and Mercury Vapor bights mounted -on -the Photostat.
j This is a complete unit with centralized front control., whereby one.operator, sitting at the
front of the machine can make an exposure with the electric time; by pushing a control button
the PHOTOSTAT wi11 automatically wind down .the paper, cut it off, develop,_ wash the developer
off, fix it and then wash it in ten separate circulating water baths_ so -that the prints are
! thoroughly freed from chemicals. The prints are then automatically placed in the large
{ aluminum drum, double belt dryer, with electric thermostat control which properly dries the
prints ready for the trimming.

Please note that while all of our sales are made at Rochester, New York., we are planning
will pay the transportation costs from point of shipment so that the above prices include transpo tion

The apparatus quoted on above will be invoiced at prices in effect -at the time of ship-
ment and in no case will the total amount of the invoice exceed that quoted above.
While it is our purpose and expectation to cooperate to the fullest extent of our
capacity., our ability to make deliveries will be controlled by -our ability to -obtain materials
necessary in the manufacture of PHOTOSTATS. Deliverieswillbe completed by us as soon as practi-
cable after receipt of orders.
The above prices do not include any U. S. Manufacturers, Excise Taxes and will apply
only if the required Exemption Certificates are furnished with respect -to all -items subject to such
Excise Taxes.
We have already provided you with a certified checks in amount $500.00., which was attache(
to our previous bid which you still have.
We hope you will feel free to call upon us for supervision of the installation of the
apparatus. There will be no charge for this - service, Plumbing and electrical connections are to
be supplied by you up to and including their connection to the apparatus.

action on awarding of contract deferred until a later date.

Motion duly made and seconded that the County Treasurer be authorized to abate penalty
11 and interest on 1944 and 1945 County Tax assessed in East Bethlehem Township against property of
Joseph Yablonskis described as "Stone House - garage and 105 acres Surfaces near Williamstown",
concurring in action of East Bethlehem Township School Districts as evidenced letter of John F.
evi n ed by
Roney., Solicitor., dated January 10s 1947, and action of East Bethlehem Township Supervisorss, as
evidenced by letter of John J. Moschettas Solicitors dated January 10s 1947.
Motion carried.
Motion duly made and seconded that the County Treasurer be authorized to abate penalty
and interest on 1941-42-43-44 and 45 County Tax assessed in Fast Bethlehem Township against
property of Andrew and Joseph Lassos described as '"Cottage and 2 Lots 31-32 - Garrett Plan..
! Lots 33-34 Hamory Flamffs concurring in action of East Bethlehem Township School Districts as
evidenced by letter of John F. Roney., Solicitor$ dated January 10., 1947s and action of East
Bethlehem Township Supervisors., as evidenced by letter of John J. Moschettas Solicitor.. dated
