Washington, Pa., March 10, 1947
Board of County Commissioners in regular session, those present being Mr. Cummins,
Mr. Pettit and Mr. Lowstuter.
Minute No. 228 read and approved.
Motion duly made and seconded that the following Resolution be adopted;
SAS, after petition and hearing, the Board of County Commissioners of Washington
County has determined that conservation of soil resources and control and prevention of
soil erosion are problems of public concern in the County of Washington; and
WHEREAS, a substantial proportion of the rural land owners of the County have, by
petition, expressed their desire that a soil conservation district be organized and
established;
NOW, THEREFORE, BE IT RESOLVED that- acting under and by authority of the Act of
May 15, 1945, No. 217, 3 P S 849, et seq., the Board of County Commissioners of the
County of Washington hereby declares the aforesaid county to be a soil conservation
district, which district shall be a public body corporate and politic exercising
public powers of the Commonwealth, and further declares that said district shall be
for the purpose of effectuating the legislative policy in respect to said conservation,
the control and prevention of erosion, the preservation of natural resources, the
control of floods, the prevention of impairment of dams and reservoirs, the maintenance
of navigability of rivers and harbors, the preservation of wildlife, the preservation
of the tax base, the protection of public land, and the protection and promotion of the
health, safety, and general welfare of the people of Washington County.
Motion carried.
Motion duly made and seconded that the Board for the Assessment and Revision of Taxes be
authorized to prepare voucher in favor of W. L. and Ida B. For ie in the sum of 43. as r

receipts on file, representing refund of Personal Property Tax paid on 50 shares of General Foods
for the year 1945 and 1946, said stock being exempt as evidenced by letter from Pennsylvania
Department of Revenue, declaring this stock exempt for said years.
Motion carried.
Motion duly made and seconded that the Board for the Assessment and Revision of Taxes
be authorized to prepare voucher for refund of the sum of $5.12 in favor of Clarence 0. Devore,
representing Personal Property Tax paid on 10 shares of General Foods for the years 1944-45-46,

1 said stock being exempt as evidenced by letter from Pennsylvania Department of Revenue, declaring
Ithis stock exempt for said years,
Motion carried.
Motion duly made and seconded that the Board for the Assessment and Revision of Taxes be
authorized to prepare voucher for refund of the sum of $31.79 in favor of G. W. Ramsey, representing
Personal Property Tax paid on a mortgage against Stern Bros., Inc., Uniontown, Pa., which mortgage

was inadvertently returned to Washington County for Personal Property Tax purposes in 1946, said
Stern Bros,, Inc., being a Pennsylvania Corporation, paying a corporate tax to the State of
Pennsylvania, therefore the mortgage is not subject to the 4-mill personal property tax in
Washington County.
Motion carried.
There being no further business to come before the Board at this time, the meeting was
adjourned.
