Board of County Commissioners in regular session, those present being Mr. Cummins,
Mr. Pettit and Mr. Loevstuter.
Petition of ten qualified electors of Somerset Township, First District, having been
presented to the County Board of Elections, praying for a change of polling place from "Mayne
Crow Residence" to "Organiseak Bldg. Storeroom on Main Road" for the reason that it is a private
building of insufficient size to be used satisfactorily as a polling place, and is too far removed
from the center of population in said first district of Somerset Township, so that the citizens
thereof experienced great difficulty, hardship, and inconvenience in traveling to and from the same
for the purpose of voting, and hearing having been set for this date, approximately twelve qualifiec
electors of said district were admitted to the meeting, accompanied by their attorney, Baron S.
McCune. Petition was presented to the Commissioners, signed by thirty additional qualified electors,
requesting the Board to maintain polling place in said district at the Wayne C. Crow Residence, and
giving as the reason "that the township has only this year been split into two precincts and the
polling places established for the primary election were new. It would add very greatly to the
confusion now existing if the polling places were again changed and this is especially true since
the overwhelming majority of the electors in both precincts intend to file petitions to the Court
of Quarter Sessions following the General Election this year, asking that the township be consoli-
dated into one precinct as previously existed". Statements of persons present were heard, requesting
that the polling place change petitioned for should not be granted for the reason that the building
suggested was not a fit place to vote, and that it was not centrally located.

for a change of polling place to "Organiscak Bldg. Storeroom on Main Road" be denied, and the
polling place remain as Wayne Crow Residence.

Minutes Nos. 278 and 279 read and approved.
Motion duly made and seconded that the action taken in Minute No. 207, dated December 13,
1946, adopting a Negative Resolution on payment of damages in connection with the changing of
Traffic Route 31, Section 3, in Somerset and Fallowfield Townships.. between Station 665�50 and
Station 81V96, be amended to include a token payment of $35,000.00 on damages, the Amended Resolution
to read as follows:

BE IT RESOLVED by the County Commissioners of Washington County that the plans
submitted by the Pennsylvania Department of Highways for the changing of Traffic Route 31,
Section 3, in Somerset and Fallowfield Townships, between Station 665�50 and Station 81V96, have
been examined and the County Commissioners agree that Washington County will not assume liability
for any property damages resulting from the construction of the above highway as contemplated by
these plans, or any damages arising out of any changes or alteration of drainage resulting from the
construction or maintenance of the highway, or any damages resulting to any property or holdings
of any Public Utility Company; nor will the County assume any damages resulting to any coal or
other minerals in and underlying the property affected by this improvement; but that Washington
County will contribute the sum of Thirty-five Thousand ($35,000.00) Dollars toward the payment of
property damages.

Motion duly made and seconded that the polling place in the First District'of the
Third Ward of Washington be changed from "Room formerly occupied by Mock Driving School" to
"Frank S. Alley Garage, 19 Highland- Avenue", notices of proposed change having been posted in
1 accordance with law.

Motion duly made and seconded that the polling places in the following districts be
changed to the locations set forth, the former polling places being no longer available; such
action being taken by the Board under the provisions of the Election Code of 1937 for emergency
changes in polling places -within ten days of elections

Motion duly made and seconded that the claim of the Commonwealth against property of
Washington County, formerly o:rned by the Donegal Corporation, situate in Donegal Township, in
the sum of $893.07, for State Taxi be approved and payment made.

Motion by Mr. Lowstuter, seconded by Mr. Cummins = that Betty iiugus, Clerk in the Tax
Assessment Office, be transferred to the position of Bookkeeper for the Commissioners, effective
October 16i 1947.
Motion carried.

adjourned.
