Board of County Commissioners in regular session, those present being Mr. Cummins,
Mr. Pettit and Mr. Lowstuter.

Minute No. 140 read and approved.
Motion duly made and seconded that the County Controller be authorized to advertise
for bids for furnishing Fleet Insurance in a reliable and approved stock company for public
! liability, property damage, fire, theft and collision coverage on truck and automobile equip-
ment and road -building machinery owned and operated by Washington County; said bids to be

received by the County Controller at his office in the Court House, Washington, Pa., until
I
I
11:00 a.m., EST, Friday, February 8, 1946, and opened immediately thereafter in the office of
i
the County Commissioners. A certified check in the amount of $100,00 must accompany each
proposal and the right is reserved to reject any or all bids.
Motion carried.
Motion duly made and seconded that the following Resolution be adopted
WHEREAS, the Federal Social Security Act and the State Unemployment Compensation Act
both expressly exclude from the provisions thereof all municipal employees; and
WHEREAS, the Washington County Commissioners are anxious and willing that the
I employees of Washington County receive the benefits and advantages of old age retirement
s
and disability compensation; and
a
WHEREAS, the Act of July 8, 1941, P. L. 298, as amended, authorizes Fourth Class
Counties to create such a system for the benefit of Washington County employees;
NOW, THEREFORE, BE IT RESOLVED that a system for the retirement of county employees
of Washington County be and is hereby established, effective January 71 1946, in accordance
with the provisions of the Act of July 8, 1941, P. L. 298, as amended; and

BE IT FURTHER RESOLVED, that a County Retirement Board be and the same is hereby
created to administer a system for the retirement of Washington County employees and the fund
{ created under said system, in accordance with such rules and regulations as it may adopt for
i the administration thereof under the Act of Assembly as aforesaid.

Minute No. 141 read and approved.
Motion duly made and seconded that the Board for the Assessment and Revision of Taxes
be authorized to prepare voucher for refund in the sum of $5.13 to Fructuoso and Alvira Gonzales,
I
being 1945 County Tax paid on an incorrect assessment in Smith Township, covering Lot No. 7, in
the J. Winfield Reed Plan, valued at 800.00, inasmuch as this was a duplication of correct
assessment in the named Fructuoso Gonzalez, covering 2 Sty. frame house and Lot No. 7. S. Shady
Avenue, J. .(infield Reed Plan, Section 1, in Burgettstown Borough, upon which assessment 1945
County Tax was also paid.
Motion carried.
Motion duly made and seconded that Amor Halliburton be employed as a Clerk in the Real
Estate Department, replacing Helen Falcon, effective February 1, 1946, and covering the period
from that date to the first Monday in January, 1947. with the proviso that she may be dismissed
upon thirty days' notice; and that Helen Falcon be employed as a Clerk in the office of the County
Commissioners, effective February 1, 1946, and covering the period from that date to the first
Monday in January, 1947, with the proviso that she may be dismissed upon thirty days' notice.
Motion carried.
Motion duly made and seconded that John Lombardo, honorably discharged from the armed
forces of the United States, be re-employed in the Registration Office in the capacity of Registrar
and Inspector of Registrations, effective February 1, 1946, and covering the period from that date
I to the first Monday in January, 1947, with the proviso that he may be dismissed upon thirty days' ;
