Board of County Commissioners in regular session for the purpose of awarding the contract
for the printing of 10,000 copies of the County Controller's Annual Report books for the year 1943

in accordance with the advertisement of the County Controller, those present being Messrs. Cummins,
I
Pettit and O'Neil; County Controller Stuart also present.
I
In accordance with the aforementioned advertisement, the following bids were opened:
WARD PRINTING COMPANY
To printing 10,000 copies County Controllerts .Annual Report Books for the '
year 1943, to contain approximately 52 printed pages including pictures, "
for which cuts will be furnished. Bind and cover as per sample submitted.
Inside paper 25x36 - 90 lb* white English Finish book paper. Cover
20x26 - 100 lb. Bickett Cover - any color. Cover printed pages 1 and 4. j

Motion by Mr. Pettit, seconded by Mr. Cummins, that contract for printing the County
Controllerts Annual Report for the year 1943 be awarded to Ward Printing Company at their bid of
$725*000 with a charge of $65.00 for additional four -page units over 52, and a credit of $65.00 j

allowed on four -page units under 52, as well as an allowance of $1.75 for blank pages. I
Motion carried, with the County Controller present when this action was taken and authorized
to return the certified check of the unsuccessful bidder. The Controller was then excused from the
i
meeting and the Board continued with the regular order of business.
Motion by Mr. Pettit, seconded by Mr. Cummins, that Eugene Washington be employed as a
Janitor in the Court House, to replace George Rice, deceased, for the year 19", effective
February 24, 1944, and covering the period from that date until the first Monday in January, 1945,
with the proviso that he may be dismissed upon thirty days' notice. Motion carried.
Motion duly made and seconded that the following Resolution be adopted. -
BE IT RESOLVED by the County Com issioners of Washington County that the plans ,
submitted by the Department of Highways for the changing of State Highway Route I
62115, Donegal & Blaine Townships, between Stations 195/96.70 and 21gOO, have
been examined and the County Commissioners agree that the County will not assume j
liability for any property damages resulting from the construction of tKe
highway as contemplated by these plans, or any damages arising out of any
changes or alteration of drainage resulting from the construction or maintenance
of the highways, or any damages resulting to any property or holdings of any >'
Public Utility Company; or any and all damage resulting to any coal or other
minerals in and underlying the property affected by this improvement*

Motion duly made and seconded that the following Resolution be adopted. -
BE IT RESOLVED by the County Commissioners of Washington County that the
plans submitted -by -the Department of Highways for the changing of State Highway
Route 151, between Stations 109/00 and 115-68.00, and State Highway Route 155,
between Stations 431¢00 and 43gOO in Buffalo Township, have been examined and
the County Commissioners agree that the County will not assume liability for
any property damages resulting from the construo� f the highway as con-
templated by these plans, or any denages arising out of any changes or alteration
1 of drainage resulting from the construction or maintenance of the highways,
or any damages resulting to any property or holdings of any Public Utility
Company; or aniy and all damage resulting to any coal or other minerals in and
underlying the property,affected by this improvement.
Motion carried.
?lotion duly made and seconded that an Agreement be executed between Washington County and
Allegheny County Workhouse and Inebriate Asylum for the six months period beginning January 1,
1944, and terminating six months from that date, whereby the rate of maintenance for each
prisoner at that institution is fixed at 85X, with the additional allowance of the sum of $1.50
for transportation of each discharged prisoner to the County Seat. Motion carried.
Motion duly made and seconded that the proposal of T. M. Bedillion, of R. D. #4, Washington,
Fa., for delivery of Ballot Boxes and other election supplies necessary for the conduct of the
Frimary Election to be held April 25, 1944, for the sum of $299.00, be accepted.
Motion carried.
Motion duly made and seconded that the County Treasurer be authorized to cancel Treasurer's

ITax Sale of January 23, 1940, in the name of Mike Tassage, covering property assessed in East
i
;Bethlehem Township for 1929 County, School and Township Taxes, and described as House & Storeroom -
Williamstown"; such sale being in error in view of the fact that the assessment upon which sale
lwas made was a duplication. Motion carried.
1 Motion duly made and seconded that the proposal of W. E. Knestriek for erecting shelving
;in the room in Washington Trust Building occupied by Supreme Court Justice Howard W. Hughes be
;accepted, as follows:
"I propose to furnish all material and labor to erect shelving in
j _room in Washington Trust Com?any.
One wall to be covered with 2" Celotex to deaden sound.
Shelving to be built in three sections of clear white pixie.
Approximately 10 ft- 3 ft - 7 ft lengths. 7 ft-6" high, 12" wide.
Each section to have Beaver Board back. Front to -be finished with
base and molded cap.
All shelving and exposed Celotex to be stained and varnished.

Color to match present wood -work.
All to be done for the sum of One hundred forty-seven dollars and
fifty cents (147.50) or $142.50 Celotex in lieu of Beaver Board."
Motion carried.
There being no further business to come before the Board at this time, the meeting was
adjourned.
