O'NEIL, COMMISSIONERS I { I ' NO. 1 Office of the County Commissioners, Washington, Pa., January 1, 1940. I John D. Berryman, Ross R. Cummins and John N. O'Neil, elected County Commissioners of Washington County, Pennsylvania, at the Municipal Election held on the first Tuesday after the first Monday of November, 1939, met in the Office of the County Commissioners in the Court House ' 1 in the City of Washington, at 10:45 A.N., on Monday, January 1, 1940, being the first Monday of January following said election, for the purpose of assuming their offices, The oaths of office of the said County Commissioners had been subscribed to before the Court at 10:20 A..M., of the said Monday, January 1, 1940, after their respective bonds had been approved and filed. The Board of County Commissioners proceeded to organize, upon motion by Mr. Cunmti.ns, seconded by Mr. Berryman, that John D. Berryman bb elected Chairman of the Board of County Commissioners. jMotion carried and Mr. Berryman declared elected, with Mr. O'Neil not voting. The organization then proceeded, with Chairman Berryman in the chair. I Motion by Mr. Berryman, seconded by Mr. Cumins, that Ross R. Cummins be elected Secretary j of the Board. Motion carried and Mr. Cummins declared elected Secretary, with Mr. O'Neil not voting. i Motion by Mr. Cummins, seconded by Mr. Berryman, that T. Co Hickson be elected as Chief Clerk to the County Commissioners. Motion carried, with Mr. O'Neil not voting. Motion by Mr. Cummins, seconded by Mr. Berryman, that Mary Lemmon be appointed as Assistant to the Chief Clerk for the year 1940, with proviso that she may be dismissed upon thirty days' notice. Motion carried, with Mr. O'Neil not voting. Motion by Mr. Cummins, seconded by Mr. Berryman, that David H. Weiner be elected as Solici- tor to the County Commissioners. Motion carried, with Mr. O'Neil not voting. Motion by Mr. Cummins, seconded by Mr. Berryman, that the following persons be appointed to the respective positions set forth for the year 1940, with proviso that each may be dismissed upon thirty days' notices Clerks in the Office of the County Commissioners, Irene Merlin, John Connors, Madlyn Bebout and Anthonyote the latter to replace Fred R. Davidson Superintendent Maintenance of Roads and Bridges: Go Le Allman Chauffeur: John T. Fetoko Road and Bridge Department: Chief Draftsman: H. Be Crumrine; Assistants to Chief Draftsman: Dushan Jo Nieksick and J. Harold Chapman* Motion carried, with Mr. OtNeil voting "No". Mr. Bert Irwin, former Superintendent of the Court House, appeared before the County Commis- sioners and turned over the keys of the Court House Building to the Boarde Mr, Berryman called the attention of the Board to a copy of an order of Court handed to him that morning, showing the appointment of various court attaches and the matter was referred to the Solicitor* Motion by Mr. Cummins, seconded by Mr. Berryman, that the keys belonging to the Superintendent of the Court House Building be turned over to Chris Altvater, newly appointed Superintendent, upon the advice of the County Solicitor as being within their legal rights,, without meaning to be dis- respectful, or in contempt of Court, it being the opinion of the Solicitor that the action taken by the Court in appointing a Building Superintendent and assistants was not in conformity with the 1&wo Motion carried, with Mr. O'Neil not voting* There being no further business before the Board, the meeting was adjourned* THE FOREGOING MI]MUTES READ AND APPROVED: January 13, 1940 ATTEST: ------------------ i NO. 2 Office of the County Commissioners, Washington, Pa., January 3, 1940, County Commissioners in adjourned session, those prevent being Messrs* Berryman, Cummins and O'Neil* Motion by Mr. Cummins, seconded by Mro Berryman, that the positions of Personal Property Tax Clerk and Veterans' Graves Registrar be combined and the duties of both positions be performed and fulfilled by one person* Mr. Berryman called for remarks and Mr. OtNeil objected to combining the positions for the reason that the duties of Personal Property Tax Clerk alone are more than enough to occupy one person's time for the proper supervision and exercise of the duties of Personal Property Tax Clerk; that the Veterans' Graves Registrar position is created by Act of Assembly as provided by the County Code of 1929 and specifically designated as that office and as a matter of custom has been filled by a war veterans
