O'NEIL, COMMISSIONERS 1 1 NO. 49 Office of the County Commissioners, Washington, Pa., March 19, 1940. County Commissioners in regular session, those present being Messrs. Berryman, Cummins and O'Neil. Motion by Mr. Cummins, seconded by Mr. O'Neil, that Mrs. D. R. Richardson, R. D. #2, Canons- burg, Pa., be paid the sum of $4.00 to cover street car fare for her daughter, from VanEman Stop to Snodgrass Stop, duing the construction of the VanZnan Bridge. Motion carried. Motion by Mr. Cummins, seconded by Mr. O'Neil, that the contract for Contractors' Liability Insurance be awarded to The Dorris Insurance Agency, Washington, Pa., for the period of March 20, 1940 to March 20, 1941, in accordance with their schedule of rates per 4100.00 of payroll, con- stituting a total premium of $258.03. Motion carried. There being no further business before the Board, the meeting was adjourned. Berryman,Curmains and O'Neil. Motion duly made and seconded that the resignation of George Giles, General Foreman on the County Wide WPA Project W.P. 23730, Unit B. be accepted. Motion carried. Motion by Mr. Cummins, seconded by Mr. Berryman, that David Morgan, Fredericktown, Pa., be recommended to the proper WPA officials to replace George Giles, resigned, as General Foreman on the County -Fide WPA Project, W.P. 23730, Unit B. Motion carried, with Mr. O'Neil concurring in this action. The following remarks were offered by Commissioner O'Neil: In line with recent instruction received from the Mork Projects Administration as to the method of employing and dismissing supervisory personnel, I would suggest that an eligible list of General Foreman be prepared and submitted to WPA officials so that in the future an eligible list will be available at all times. Furthermore, that an immediate conference be arranged with Ralph N. Lincoln, Project Engineer, Louis Thomassy, General Superintendent of the County Wide Project, G. L. Allmam, Maintenance Superintendent of the County Road and Bridge Department, and H. B. Crumrine, in charge of engineer- ing, in the County Road and Bridge Department, so that a definite plan of policy and proceddre may be outlined and adopted in which certain responsibilities will be Aelegated and adhered to and that these conferences be held from time to time in order that the Commissioners may be fami- liar with the progress of the various sub -projects and so that a harmonious program can be worked in out to give Washington County the best possible results from partioipation%the WPA Program. /
