O'NEIL, COMMISSIONERS The reading of Minutes Nos. 73 & 76, which had been revised, and the reading of Minute No. 77, on May 20, 1940, was confirmed by the Board; minute No. 78 was read and approved ty the Board, Upon motion duly made, seconded and carried, the Board stood adjourned to meet later in the day to finally adopt the County Budget for the year 1940, THE FOREGOING MINUTES READ AND APPROVED: May 29, 1940 ATTEST: NO, 80 Office of the County Commissioners, Washington, Pa., May 29, 1940. Board of County Commissioners in adjourned session, those present being Messrs. Berryman, Cummins and O'Neil. Motion by Mr. Cummins, seconded by Mr. Berryman, that the budget for the General Fund of the County of Washington for the fiscal year 1940, be finally adopted by the County Commissioners, the said budget having been available for public inspection in the Office of the Chief Clerk of the Commissioners from May 8, 1940, to May 29, 1940, in accordance with the provisions of the Act of Assembly of July 18, 1935, and that the rate of taxation upon the valuation of properties of the County of Washington, in order to raise sufficient revenues to meet required expenditures for the f2oal year 1940, be fixed at six and one-half (62) mills, which will make the payment of taxes in the amount of sixty-five (65�) cents upon each 100 of assessed valuation of real estate and occupation. In connection with the foregoing motion, the following remarks were offered by Mr. O'Neil: "It is my opinion, based upon figures previously presented by me, that the IW;ibudget and the tax levy for general purposes could have been Xaintained at six mills by a careful administration of funds coming under the control of every department and requiring a unffied effort to in every way economize without affecting the efficient operation of the functions of county government." Question called for: '7bting "Yes", Messrs. Berryman and Cummins; voting "No", Mr. O'Neil and wishing his vote so recorded. This being a majority, the motion was declared carried.
