On the 2nd day of January, 1941, the Board of County Commissioners of the County of Washington,
Pennsylvania, met in regular session in the Office of the County Commissioners at the Court House in
the City of Washington, Pennsylvania. The meeting was called to order at 4 o'clock P*M. by Chairman
Berryman, and on the roll call those present were as follows: Present, John D. Berryman, Ross R.
Cummins and John N. O'Neil; absent, none.
The following resolution was introduced by Mr. Berryman, read in full by him, and considered
by the Board of County Commissionerss
NO. 147 - A RESOLUTION DECLARING THE NEED FOR A HOUSING AUTHORITY TO FUNCTION IN THE
COUNTY OF WASHINGTON, PENNSYLVANIA.
I BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF THE COUNTY OF WASHINGTON, PENNSYLVANIA,
i AS FOLLOWS:
I Section 1. The Board of County Commissioners of the County of Washington, Pennsylvania, hereby
determines finds and declares pursuant to the "Housing Authorities Law" of the Commonwealth of
P g Law",
of
that:
1. Unsanitary and unsafe inhabited dwelling accommodations exist in the County of Washington,
Pennsylvania; and
2. There is a shortage of safe and sanitary dwelling accommodations in the County of Washingta
Pennsylvania, available to families of low income at rentals they can afford, resulting in
the conditions rejudicial to the welfare of the people of the Commonwealth, described in
Sections two (Z and (c) of the Housing Authorities Law, Act of Assembly approved May 28,
19370 P.L. 955; and
3. There is need for a housing authority to function within the territorial limits of the
County of Washington, Pennsylvania.
Section 2. The Corporate name of said authority shall be the "'fashington County Housing
Authority%
Section 3. The Chief Clerk of the Board of County Commissioners be and he hereby is authorised
and directed to issue a certificate reciting the adoption of the foregoing resolution; and to file
such certificate with the Department of State and a duplicate thereof with the State Board of
Housing.
Section 4. This resolution shall be effective immediately.
Mr. O'Neil moved that all rules and by-laws which might otherwise prevent the adoption of said
resolution at this meeting be suspended. Mr. Cummins seconded the motion and a vote being taken
on said motion, the "Ayes" and "Nays" were as follows: !Ayes: Mr. Berryman, Mr. Cummins, Mr. O*Neil
Nays: None. The Chairman declared the motion carried and such rules and by-laws suspended.
Mr. Cummins moved that the resolution be finally & dopted as introduced and read. Mr. O'Neil
seconded the motion, and a vote being taken thereon, the "Ayes" and "Nays" were as follows: Ayes:
Mr. Berryman, Mr. Cummins, Mr. O'Neil; Nays: none. The Chairman declared the motion carried and the
resolution finally adopted as Resolution No, 147.
There being no further business before the Board, the meeting was adjourned.
