County Commissioners John D. Berryman, Ross R. Cummins and John N, O'Neil in session with
the Washington County Agricultural Association, the Washington County Tuberculosis Eradication
Committee and the Washington County Farm Shove Committee.
The Washington County Tuberculosis Eradication Committee, composed of C. A. Hayden and P. V. j
Paul, presented their budget in the amount of $3000,00 in connection with tuberculin testing of

cattle.
The Committee for the Agricultural Extension Association, composed of J, R. Henderson and
R, Be Blayney, presented their budget for the year 1940, in the amount of 2154.75.
The matter of the proposed Washington County Farm Show was then discussed with the Committee
composed of the following members: Ellwood H. Fulton, C. A. Hayden, P. V. Paul, J. R. Henderson,
R. B. Blayney, John McBurney, J. B. Henderson, Ed. Walker, J. M. Russell, J. D. Post and C. M.
Hamilton, with R. C. Provost also present, representing the Chamber of Commerce.
Mr. McBurney, Vice President of the Farm Show Committee, acted as spokesman for this group
and stated that in forming an organization to continue the farm show at the Arden Fair Grounds,
such an organization might be formed either as a local organization or as a stock corporation,
the local organization to be composed of various farmers of the county. A lengthy discussion
followed without definite action being taken in the matter but another meeting of this Committee
to be called in the near future at which time the Commissioners will be invited to be present.
In the matter of the two budgets presented, action was deferred until a later date,
There being no further business before the meeting, it was adjourned.

O'Neil.
Motion by Mr. Cummins, seconded by We Berryman, that the County Controller be authorized to
advertise for bids to be opened at 11:00 A.M., January 22, 1940, for one 1940 Model V-8 Standard
Ford Coupe, with allowance for trade-in of one 193? Standard Ford Coupe; specifications to be
obtained at the Office of the Engineering Department in the Court House, Washington, Pa., and
each bid must be accompanied by a certified check in the amount of $100.00, the right being
reserved to reject any or all bids. Motion carried, with Mr. O'Neil voting "No%

County Commissioners in regular session, those present being Messrs. Berryman, Cummins and
O'Neil.
Motioniy Mr. Cummins, seconded by Mr. Berryman, that the County Controller be authorized to
advertise for bids to be opened at 11:00 A.M., January 25, 1940, in the Office of the County
Commissioners, for furnishing one Caterpiller No. 10 Tandem Auto Patrol Motor Grader as per
specifications on file in the Engineering Department; certified check in the amount of $200000
j must accompany each bid and the right is reserved to reject any or all bids, and further, the
right is reserved to make such an award of the contract as deemed by the County Commissioners
to be for the best interests of Washington County. Motion carried, with Mr. O'Neil voting "No".
There being no further business before the meeting, it was adjourned.

County Commissioners in regular session, specially called, those present being Messrs.
Berryman, Cumains and O'Neil.
Minutes No. 1-4-7-8-9-11-12, of the preoeeding meetings, were read and approved; the read-
ing of Minutes No. 13-14, on Jan. 12, 1940, was confirmed by the Board.
Motion by Mr. Cummins, seconded by Mr. Berryman, that the County of Washington take an
appeal from the award of the viewers made to Frank Skokut in the amount of 900 for damages
in connection with the improvement of the Taylors Run Road in Carroll Township. Motion
carried. (Date of award: Dec. 28, 1939),
REMARKS: Mr. O'Neil called the attention of the Board tb the unpaid vouchers of 1939
which have been approved by the County Controller and are awaiting payment. He also raised
the question in connection with the matter of where only the signatures of two Commissioners
