Washington, Pa., January 11, 1940.
County Commissioners in regular session, those present being Messrs. Berryman, Cummins and
O'Neil.
Motioniy Mr. Cummins, seconded by Mr. Berryman, that the County Controller be authorized to
advertise for bids to be opened at 11:00 A.M., January 25, 1940, in the Office of the County
Commissioners, for furnishing one Caterpiller No. 10 Tandem Auto Patrol Motor Grader as per
specifications on file in the Engineering Department; certified check in the amount of $200000
j must accompany each bid and the right is reserved to reject any or all bids, and further, the
right is reserved to make such an award of the contract as deemed by the County Commissioners
to be for the best interests of Washington County. Motion carried, with Mr. O'Neil voting "No".
There being no further business before the meeting, it was adjourned.

County Commissioners in regular session, specially called, those present being Messrs.
Berryman, Cumains and O'Neil.
Minutes No. 1-4-7-8-9-11-12, of the preoeeding meetings, were read and approved; the read-
ing of Minutes No. 13-14, on Jan. 12, 1940, was confirmed by the Board.
Motion by Mr. Cummins, seconded by Mr. Berryman, that the County of Washington take an
appeal from the award of the viewers made to Frank Skokut in the amount of 900 for damages
in connection with the improvement of the Taylors Run Road in Carroll Township. Motion
carried. (Date of award: Dec. 28, 1939),
REMARKS: Mr. O'Neil called the attention of the Board tb the unpaid vouchers of 1939
which have been approved by the County Controller and are awaiting payment. He also raised
the question in connection with the matter of where only the signatures of two Commissioners

appear on a voucher, whether the signature of the other Commissioner should be deleted from the
warrant issued in payment of such voucher, The matter was referred to the Solicitor as of this
date,
Mr. O'Neil also advised the Board that Mr. Morrow of the Citizens National Bank has proposed
to submit a proposition to the County Commissioners, if they so desire, for their financial re-
quirements for 1940, not in the manner of a competitive bid, but as a proposal, not for publica-
tion.
There being no further business before the meeting, it was adjourned,

County Commissioners in regular session on Monday, January 15, 1940, at 10:00 A.M., those
present being Messrs. Berryman Cummins and O•Neil, with their Solicitor, David H. Weiner; also
i present, Attorney Adolph L. Zeman.
Mr. Zeman appeared before the Board of County Commissioners in connection with land damages
to the property of Steve Pochiba, incidental to the construction of S.H.R. 62052, in Somerset
Township, and proposed settlement in the amount of $1000 but action was deferred until January 16,
1940.
The reading of Minute No. 15 on January 15, 1940, was confirmed by the Board.
Upon motion duly made and seconded, the Board stood adjourned.
