O'NEIL. COMMISSIONERS NO. 96 July 11, 1940. Joint meeting of the Commissioners of Westmoreland and Washington Counties held on Thursday July 11, 1940, at 10:30 A.M., on the Donora Webster Bridge in connection with renewing the wiring and installing new navigation lights on the bridge in compliance with the request of the Department of Commerce of the United States, those present being Westmoreland County Commis- sioners White, Cochran and Kell, with their County Engineer, Aar. Hebrank, Washington County Commissioners Berryman, Cummins and O'Neil, H. B. Crumrine and G, L, Allman of the Washington County Road and Bridge Department, and Mr. Currier of the West Penn Power Company, Donora, Pa., with Commissioner Berryman presiding at the joint meeting. Motion by Mr. Kell, seconded by Mr, Cummins:; that bids be requested for the proposed work, involving renewal of the navigation lighting system oil the Donora=,Webster Bridge, in accordance i with plans and specifications for same, as prepared by the West Penn Power Company; Washington County to advertise for and receive the bids, advertisement to made in Washington and Greensburg papers, and bids to be opened and contract awarded by Washington County Commissioners, the total cost of this work to be divided equally between Washington and Westmoreland Counties. Motion carried. The Commissioners then made an inspection of the Webster Approach to the bridge and Mr, Hebrank was authorized to contact the Pennsylvania Department of Highways, requesting immediate action toward improvement of the State Highway Route terminating; at the bridge which will require provision for storm water drainage, filling on roadway and placing of a new surface course on the approach to the bridge. The matter of replacing broken concrete curb and repairs to the abutment on the Webster Approach was discussed, Mr. Allman being authorized to proceed with the necessary repairs. There being no further business before the joint meeting, it was adjourned. Motion carried. I i Motion duly made and seconded that the County Treasurdr be authorized to accept 1933 Delinquent � I County Tax against the property of Esther Morrow in the 2nd Yard of the Borough of Canonsburg, at face, without penalty and interest, plus costs in the amount of $3.18, inasmuch as the property owner was erroneously advised that no tax was due against the said property for the year 1933 and therefore, payment was not made. Motion carried. There being no further business before the meeting, it was adjourned. Berryman, Cummins and 0V1JeiL, I On Friday, July 12, 1940, at 1:30 P.M., a conference in connection with the construction i of the proposed airport near Buffalo Village, Hopewell Township, this county was held with the following persons in attendance: County Commissioners Berryman, Cummins and O'Neil, with H. B. Crumrine, Chief Draftsman in the Washington County Road and Bridge Department, Mayor J. Brady Marble, Councilmen Shrontz, Lewis, Eakin and Goodridge, with their Solicitor, Meyer Goldfarb, , I Captain Cecil P. Northrop, Senior Pilot, Pennsylvania Central Airways, Dr. Ralph Cooper Hutchin- son, President, Washington & Jefferson College, the Chamber of Commerce being represented by Fred S. Marshall, Pres., Frank lYard and R. C. Provost, Secretary, and the Aero Club by Nm. B. McBride. At this conference, it was proposed that the County Commissioners confirm their former action i providing for the ground for the site upon which to construct the said airport, a committee to make the necessary contacts with the proper national officials in Washington, D. C., with a view I to reopening the matter of the construction of the airport on the Buffalo Village site, The matter of the Civil Aeronautics Authority Program, as it affects Washington and Jefferson i College, was explained by Dr. Hutchinson. Purusant to the aforementioned conference, the Board of Commissioners is willing to continue with the original agreement to appropriate money for the purchase of land for the construction of an airport on the site selected and approved, near Buffalo Village, in Hopewell Township, this county; the proper departments and officials of the National and State Administrations to be contacted with a view to offering the site and plans, as prepared, for their disposition as it affects Washington County's participation in the proposed National Defense Program, arrangements
