O'NEIL, COMMISSIONERS NO. 285 Office of the County Commissioners, Washington, Pa., March 27, 1942. Board of County Commissioners in regular session, those present being Messrs. Berryman, Cummins and O'Neil, Motion duly made and seconded that the following Resolution be adopted by the Board in con- nection with action taken under date of March 25, 1942, with respect to the imposition of a Federal Income Tax on income from municipal securities: WHEREAS, The Secretary of the Treasury, of the United States has submitted a proposal to impose on the income from municipal securities a tax; and WHEREAS, The imposition of such a tax would increase the cost to the County of Washington of the refinancing of outstanding securities, and the cost of new securities which may be authorized for essential and necessary county improvements; and WHEREAS, Any such increase in cost would result in an increase in, -real estate taxes and would impose an additional burden upon the taxpayers of the county; and WHEREAS, The increase in cost may be so prohibitive as to prevent entirely the refinancing of existing securities or the raising of new money to finance necessary county improvements; and WHEREAS, The imposition of a tax on the income of municipal securities is, in actual fact, the imposition of a tax on the municipality which issues the securities; now, therefore, BE IT FURTHER RESOLVED, That a copy of this resolution be sent to the Senators and the Member of the House of Representatives from Pennsylvania, and to the Members of the House Ways and Means Committee and the Senate Finance Committee, and the Pennsylvania Association of County Commission - ers. motion carried. WHEREAS, Prank Laeaste was assessed in 1920-21 with Hot #4431, in the Donora Improvement Com- paW Plan, West Bethlehem Township, and the said lot was sold for non-payment of taxes to the County of Washington in 1922; and WHEREAS, The said Frank Laeaste never had title to said lot, which title was first in the name of Tony Despot and later in the name of Walter Lazonsky, the true and present owner,thereof and against when said lot was II<ssessed since, and all tax paid thereon, the assessment being erroneously described as the "Barnard Plane; now, therefore, Motion is hereby made and seconded that the said Treasurerts Tax Sale of the said lot to the County of Washington in the year 1922, and the subsequent sale thereof by the County be, and the same is hereby cancelled. Motion carried* Motion duly made and seconded that in all cases where property has been sold to the County for the non-payment of taxes and is being redeemed under the Act of July 28, 1941, P.L. 555, the Real Estate Clerk, W, W.Croner, is hereby authorized and empowered to execute the necessary agree- ment therefor on the part and in the name of the County of Washington. Motion carried. Minute No. 282 was read and approved by the Board. There being no further business before the meeting, it was adjourned.
