WHEREAS, It appearing to the Board that the business of the Real Estate Department, dealing
i with the sale and redemption of all properties sold to the County for non-payment of taxes, has
increased to such an extent that a separate Department has been created to properly supervise and
transact same; and

WHEREAS, It appearing that in connection with such transactions, numerous motions and resolu-
tions will be necessary in connection therewith, involving some three to four thousand properties;

WHEREAS, It appearing that the best interests of the County and the other taxing authorities
interested and of the taxpayers, require that full and complete records be kept by the Real Estate
Department to the end that all persons interested may have reasonable access thereto; now, therefore,
BE IT Rc;SOL M, By the Washington County Commissioners, that a separate minute book be kept by
the said Real Estate Department, to be knovm as Real Estate Minutes," in which shall be kept and
preserved the records of all actions taken with respect to the sale and redemption of all properties
sold to the County of Washington for non-payment of taxes and in which book shall be recorded a
true copy of all actions heretofore taken with respect to the said properties; a true copy of all
said minutes to be furnished to the County Controller as required by the Act of Assembly in such
cases made and provided. Motion carried.
Minute No. 288 was read and approved by the Board.
There being no further business before the meeting, it was adjourned.

Board of County Commissioners in regular session, those present being Messrs. Berryman,
Cummins and O'Neil; County Controller Stuart also present.
Motion by Mr. Cummins, seconded by Mr. O'Neil, that the contract for surface treatment of
various county roads as per advertisement of the County Controller, be awarded to the Hull Resurfac.
ing Company, Butler, Pa., at their bid price of 20,754.55, for slag aggregate, in accordance with
their bid submitted March 16, 1942, such surface treatment to be started on or before June 15, 1942.
Motioncarried, with the County Controller present when this action was taken by the Board, and
authorized to return the certified check of the unsuccessful bidder.
Upon petition duly presented to the Board, the Polling Place in the 2nd Precinct of the 3rd
ward of the City of Washington was changed from 136 North Lincoln Street to the basement of Wrights
Memorial A,M.E. Zion Church at 150 North Lincoln Street, the former polling place being no longer
available.

Motion duly made and seconded that an Agreement be executed between Washington County and
the Manufacturers Light & Heat Company, Pittsburgh, Pa., covering the laying of a 10" high pressure
pipe line for the purpose of carrying gas under the County road in Donegal Township from the
Cleysville Borough line for a distance of 66 feet, more or less. Motion carried.
There being no further business before the Board, the meeting was adjourned.

The following Resolution of the Board of County Commissioners of the County of Washington,
State of Pennsylvania, relative to the issue by the said county of a note for One Hundred Thousand
0100,000.00) Dollars as a temporary loan, was presented, duly seconded and adopted by said Board,
to -wit:
WHEREAS It has become necessary for said Board to borrow the sum of One Hundred Thousand
( 100,000.00� Dollars for the purpose of meeting current expenses for the year 1942, and to be
payable out pf.taxes and other current revenues which have been assessed and levied and are to be
collected by the county during the year 1942, now, therefore,
BE IT RESOLVED, By the Board of County Commissioners of the said County of Washington, that
for the purpose of providing funds for the payment of current expenses of the county, the proper
officials of the said county are hereby authorized and directed to negotiate a temporary loan on
such terms as may be agreed upon by them, payable out of taxes which have been levied and are to
be collected during the year 1942, and so much of said taxes as may be necessary to repay; said
loan, with interest, is hereby set aside and designated for that purpose, and issue a note there-
for, payable August b, 1942, with interest from date of said note at the rate of one and one-half
(12) per cent. per annum, free of all taxes levied by the Commonwealth of Pennsylvania, which
said taxes the County of Washington assumes and agrees to pay, said note to be negotiated and
issued as follows:
