Washington, Pa., August 20, 1943.
Board of County Commissioners in regular session, those present being Messrs. Berryman,
Cummins and O'Neil.
Motion by Mr. Cummins, seconded by Mr. Berryman, that the County Controller be authorised
to advertise for bids for the oonstauetion of Fishpot Run. Bridge No. 2, in East Bethlehem Town-
ship; such bids to be received in the Office of the County Controller until 11:00 A.M., E*W*T.,
September 3, 1943, and opened immediately thereafter in the Office of the County Commissioners;
plans, specifications and proposal blanks may be obtained at the Office of the County Engineer-
ing Department, a deposit of 46.00 being required. for such plans and specifications and will be
refunded to all bidders; certified check in the amount of }Q must accompwW each bid and the
right is reserved to reject any or all bids, or to make such an award as will be to the best
interests of Washington County. Motion carried.
Motion duly made and seconded that the County Controller be authorised to make the follow-
ing transfers in appropriation accounts:

WHEREAS, The Defense Plant Corporation is building an Aluminum. Forging Plant at Canonsburg,
in this county, for the Aluminum Company of America in furtherance of the current war effort;
and
WHEREAS, The said Plant will require more water than can be furnished by the present
facilities and it is necessary that a new source of supply be created; and
WHEREAS, The said Defense Plant Corporation has received the necessary permit to build a
dam on Little Cha.rtiers Creek, as a result of which a peetion of the township road known as the
McConnell Road, will be flooded, as well as the County bridge on said road, crossing the said
creek; and
WHEREAS, The said Defense Plant Corporation has proposed to provide a new bridge on a new
right of way which was acquired by them by virtue of an order of the United States Diettict
Court at Pittsburgh, Pennsylvania, on August 3, 1943; and
WHEREAS, The said Defense Plant Corporation has submitted blueprints of their drawings,
viz.$ B-17102-F6, 17103-F6, and A-17104-F6, showing the general arrangement and details of the
proposed bridge, which said plans have been examined and approved by the County of Washingtoni
and
WHEREAS, In our opinion an emergency is thus created by reason of the foregoing facts and
our desire to cooperate in every way possible in the present war effort; now, therefore,
BE IT RESOLVED, That the proposed action on thepart of the Defense Plant Corporation to con-
struct a dam on Little Chartiers Creek to create a reservoir for Aluminva Forging Plait at
Canonsburg, thereby flooding out the County bridge over said creek on the McConnell Road, re-

BE IT FURTHER RESOLVED, That the proposal of the said Defense Plant Corporation to erect a

I new bridge on the right of way already acquired by them, in accordance with the blue prints already!
submitted and approved, be, and the same is hereby approved, subject to the right of the County of
Washington to employ a competent inspector during the course of the construction of the said bridge

whose compensation and expenses shall be reimbursed to the County by the said Defense Plant Corpora-
