Board of County Commissioners in regular session, those present being Messrs. Berryman, Cummins
land O'Neil. Upon motion duly made, seconded and carried, the following .Resolution was adopted by the

Board, to merit s
NHEOAS, The Act of May 28, 1943, Act No. 333, requires the adoption by the Commonwealth as a state
highway, of any highway in Washington County where the County is responsible for the construction and
I
maintenance thereof, if and when the County Commissioners thereof consent thereto by proper resolutiou;
and
WHEREAS, The County Commissioners of Washington County, Pennsylvania, have constructed, repaired
and maintained various mileages of roadstaAd bridges forming a part of said roads, over a period of
years at considerable cost to the taxpayers of Washington County; and
WHEREAS, It appears that the taxpayers of Washington County have been paying an inequitable spar$

I of the cost of construction, repair and maintenance -of such roads in relation to other counties of th9

Commonwealth; and
WHEREAS, Bonds have been issued by former County Commissioners of Washington County, PennsylvaniaL,
for the construction of these roads and bridges in the amount of #5,550,000.00, the balance of which is
now $2,574,000,00, plus interest of 3,654,525.00, totalling $6,228,525,00, the last of which bonds
will not be finally retired until the year 1960; and
WHEREAS, It would be to the advantage of the taxpayers of Washington County and for the best in-
terests of the said County to consent to the adoption of the said roads and bridges by the Commonwealth
of Pennsylvania, under the Act of ,Assembly aforesaid; now, therefore,
BE IT RESOLVED, That the duly elected, qualified and acting County Commissioners of Washington
County, John D. Berryman, Ross R. Cummins and John N. Mail, in regular meeting, under and by virtue
of the Act of May 28, 1943, do hereby consent to the adoption by the Commonwealth of Pennsylvania, a
stale highways, of all the highways shown on the list attached hereto and made a part Ieo f for lit

highways; for which highways and bridges the County of Washington is responsible for their maintenance
and for which no contracts for the improvement thereof have been entered into; and
BE IT FURTHER RESMVED, That true copies of this resolution be filed in the Office of the Clerk
of Courts of Washington County and with the Pennsylvania Department of Highways, as required by the
said Act of May 28, 1943,
Motion duly made and seconded that approval be given to the execution of the following Release*
of Damages in connection with the reconstruction of the Rodgers Bridge No. 4, Buffalo Creek, in Donegal
Township, and with the construction of a drain or water course on certain real estate in Smith Town-
ship as set forth in Plan Book 4, Page 81, in the Recorder of Deeds' Office:
(1) Between Washington County and J. A. Rogers, Donegal Township
(2) Between Washington County and James Coakley, Donegal Township
(3) Between 'Washington County and Romer N. McConn & Fay E. McCOnn, Donegal Township
(4) Between Washington County and American Zinc & Chemical Company, Smith Township
(5) Between Washington County and Mike and Laura Robb, Smith Township
(6) Between Washington County and Ralph Muagello, Smith Township
(7) Between Washington County and Marie Hogue, Admx. Estate of Susie Popson, Smith Townshii.
Copies of the foregoing Releases of Damages to be filed in the Washington County Engineering Depart.
ment. Motion carried.

Motion duly made and seconded that the proposal of T. M. Bedillion, R. D. #4, Washington
Pennsylvania, be accepted at the price of $299.00 submitted by him to the Board on this date for
the delivery of the ballots, ballot boxes and election supplies for use at the Municipal Election
to be held November 2, 1943. Notion carried.
Minutes No. 371 and 372 were read and approved by the Board.
There being no further business before the Board, the meeting was adjourned.

Board of County Commissioners in regular session, those present being Messrs..Berryman,
Cummins and O'Neil. Motion by Mrs Cummins that the following Resolution be adopted by the
Board to -wit:_ TM
WHEREAS, Our country is now engaged in a great conflict, involving millions of men and
women; and
WHEREAS, As much as may deplore the fact, many casualties can reasonably be expected to
occur, some of them invralying residents of Washington 0ounty; and
WHEREAS, The Washington County Board of Commissioners is of the opinion that the Federal
Government should be responsible for the burial of all service men and women who die while in
active military service but, unfortunately, the Federal Gov t has failed to pr%wrly pro-
vide for all the expenses of such burials in some cases, and application has been made to the
Board of Commissioners to contribute toward the funeral expenses of such deceased service per-
sons where the Federal Government has failed to provide for the full amount thereof; and
1GIEREAS, The Board of Commissioners recognizes their moral and legal duty to contribute
in all -such cases where the Federal Government has failed to provide for the fall amount thereof;
now, therefore,
BE IT RESOLVED, That the Washington County Board of Commissioners hereby autbov*zes a Con-
tribution, not to exceed the sum of $75,00 toward the funeral expenses of each.deceased serviq$
person dying or killed in active military service, where proper application has been wade -
for, where the total expense of the funeral does not exceed 1400.00, and the Federhk Government
has failed to provide for all such funeral expenses, and where the deceased service person at
the time of his or her death, had his or her residence in the county; and
BE IT FURTHER RESOLVED, _"that a copy of this resolution be forwarded to every A04rican
Legion Post and Veterans of Foreign Wars Post in Washington County,
Chattman Berryman called for remarks on the foregoing resolution and Commissioner O'Neil
offered the followings
MR. 01NEIL: I do not feel that any such resolution is necessary for the reason that direc-
tive provisions for such payment have been and are made in the Acts of Assembly governing such
cases. The same situation exists now as in the past. This matter was called to the attention
of the Board in September, 1942, when application was aside for the burial of Lt. Andrew Kulik
at which time the payment was refused and, to the best of my knowledge, any subsequent applica-
tions have been similarly disapproved. The provisions of the law in effect at that time were
clear enough in their intent and are more so now since the amendments passed in the recent
Session of the Legislature became effective May 31, 1943. If this resolution contained the
provision whereby the full services of the Veterans' Graves Registrar would be rendered as pro-
vided by law, and as it applies to veterans of previous wars as well as to the men and women
and their families of the present war. I might feel inclined to approve it. I do approve, how-
ever, of the provision $or a copy of this resolution going to each American Legion Post and
