Adjourned and regular meeting of _the .Board of Couatty•Commai.dsione;s, those present being
County Commissioners Berryman, Cummins and O'Neil, with their Solicitor, David H. Weiner.
Solicitor Weiner reported to the Chairman of the Board that, in his opinion, the record
of the proceedings required by law to be kept in the official minute book of the Board should
be limited to the official actions of the Board, i.e., the motions made with respect to the
business of the County and the votes of the Commissioners thereon.
Mr. O'Neil requested a ruling by the Chairman of the Board, to be placed upon the minutes
as a guide for the future with reference to the record to be kept of the actions of the Board.
Chairman Berryman requested that he be permitted to make such a ruling at an adjourned meeting
of the Board to be scheduled for Thursdays December 23, 1943, at 14 A.M., and directed that the
Board now continue -'with the regular business at hand.
Minute No. 379 was read and approved by the Board, subject to the ruling of the Chairman
to be made at the adjourned meeting to be held December 23rd.
There being no further business before the Board, the meeting was adjourned.

Adjourned meeting of the Board of County Commissioners, those present bei.nt Messrs. Berry-
man, Cummins and O'Neil.
The meeting was called for the purpose of disposing of the matter in question relative to
the inclusion of remarks in the record of the official minutes of the Board of Commissioners.
Accordingly, Chairman Berryman made the following ruling as a guide for the future in recording
the minutes of the meetings of the Board of Commissioners:
MR. BERRYW : In accordance with the opinion of the County Solicitor, David H. Weiner, it
is hereby directed that the minutes of the meetings of the Board of County Commissioners shall
show only the motions adopted by the Board with reference to the affairs of the County ooming
under the jurisdiction of the County Commissioners and the vote of each Commissioner thereon,
and that any remarks made by any Commissioner respecting any motion adopted have no place in
the official minutes of the Board.
Mr. O'Neil requested that he be recorded as taking exception to the ruling of the Chairman
based on the opinion of the Solicitor. and that inasmuch as in the future any remarks cannot be
made a part of the official record, that they be recorded and transcribed by the Secretary and a
copy of such remarks given to each member of the Board. The Board acquiesced in this request.
The reading of Minute No. 379 on December 20; 1943, the approval of which was pending the
above ruling of the Chairman, was confirmed by the Board.
There being no further business before the Board, the meeting was adjourned.
