The Salary Board of the County of Washington, having to do with salaries and employees
coming under its jurisdiction, met in the Office of the County Commissioners, Court House,
Washington, Pa,, on Thursday, January 11, 1940, at 11:00 A.M,, said Board being constituted
of the following members: Chairman, County Commissioner
John D. Berryman; Secretary, County
` Commissioner Ross-R. Cummins; County Commissioner John N, O'Neil and County Controller, J. K.
Smith,

First in the order of business was the matter of salaries of employees coming under the juris—
diction of the County Commissioners,

Motion by Mr. Cummins, seconded by Mr. Berryman, that the salaries of the persons herein
i
named, in the respective positions set forth, be fixed as for the year 1940, effective January 1,
1940, as follows:

Institution District; in the past no such charge has been made but the question was raised to
see whether or not it would be the policy of this Board
to make such a charge to the Institution
District,

REM,kRKS: Mr. O'Neil stated that if the Chief Draftsman is to be used for general road and bri
,engineering and inspection work, he was of the opinion that it would be much fairer to the present
,man in that position to place him on a fair monthly salary than to put him in the position or being
,too careful about the hours involved in the work done. Mr. O'Neil stated that he felt sure that
Mr. Crumrine never charges the county for the full number of hours put in, whereas, on a monthly
salary, he would feel free and the Commissioners would feel free, at all times, to assign him to
county work.
