O'NEIL, COMMISSIONERS NO* 70-S January 14, 19429 The Salary Board of the County of Washington, having to do with the matter of fixing salaries of employees in the Office of the County Controller, met in the Office of the County Commissioners on Wednesday, January 14, 1942, at 11:15 A.M., with the following members present: County Commis- sioners Berryman, Cummins and O'Neil, and County Controller Stuart* Motion by Mr. Stuart, seconded by Mr. Cummins, that the salaries of employees in the County Controller's Office be fixed as follows, for the respective positions set forth, for the year 1942, covering the period from the first Monday of January, 1942, to the first Monday of January, 1943: Gilbert J. Dentel, Deputy. $216.00 per month Peter Jollick, Bookkeeper, 175,00 It It Mary Ann Ruffalo, Ass1t Bookkeeper, 150.00 IIIt Dolores Fisher, Tax Lien Clerk., 135000 II IR Marian Popovich, Audit Clerk, 130.00 n II June DiVitis, Voucher Clerk, 130000 Vincent R. Massock, Solicitor, 150,00 Motion carried, with Mr. O'Neil not voting. Upon motion duly made, seconded and carried, the Board adjourned to meet at 11:30 to fix the salaries of extra help coming under the jurisdiction of the County Commissioners. --------------- NO. 71-S January 14, 1942, The Salary Board of the County of Washington, having to do with the matter of fixing the I rates of pay for extra help employed on a per them basis in the Court House in the various capacities, met in the Office of the County Commissioners on Wednasday, January 14, 1942, at 11:30 AiM., with the following members present: County Commissioners Berryman, Cummins and O'Neil and County Controller Stuart; Motion by Mr. ftinins, seconded by Mr. Stuart, that all persons employed as extra Court Clerks by the Prothonotary and Clerk of Courts be paid at the rate of $4*00 per day; that persons employed as extra clerical help, having ninety days' experience, be paid at the rate of $4.00 per day, provided that the official holding said office in which such clerical help is employed will first certify to the County Controller that such extra clerical help has had at least ninety days' experience in that office; that all other clerical help be paid at the rate of $3.50 per day; and that substitute cleaners be paid at the rate of $2.00 per day,- all of the foregoing rates to be effective for the time actually employed in the respective capacities for the year 1942, covering the period from the first Monday of January, 1942, to the first Monday in January 1943; Motion carried, with Mr. O'Neil not voting but requesting that the following remarks be entered on the record with reference to the action taken on salaries, generally, by the Salary Board for the year 1942: owl MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA JOHN D. OINEIL: "I recognize a certain majority party responsibility in the selection of perso=*l and a resultant obligation to pay salaries that are commensurate with the appointments. However, I feel that there is a point where partisan preferment ends and efficiency and ability is recognized* I am not opposed to an attempt to equalize salaries at any time but I am definitely opposed to a general increase in salaries that will reflect any additional cost in county government. This is time when we will all be called upon to make many sacrifices in the interest of our National Defense* We have a definite responsibility to effect every economy in the cost of government dnd for that reason I have not voted on any salary for the year 1942. With reference to the action taken by the Salary Board for the year 1942, Mr. Cummins offered the following remarks, with the request that they be made a part of the record: IVIR. CLAMNS: To classify and adjust salaries would require thd services of experts and would mean additional expense* For that reason I have recommended the approximate increase of fifteen dollars per month to all employees coming under the jurisdiction of the County Commissioners. My reasons for recommending this increase are: The increased cost of living, which affects the =all pay envelope as well as the large one; employees in priviate industries have received substantial pay increases during the past two years, while very few changes have been made in the county pay rates; and our employees will be called upon to pay additional taxes, buy Defense Bonds and con- tribute to various war relief funds the same as all other citizens and taxpayers and, therefore, should be given the same consideration when setting salaries. There being no further business before the Salary Board, the meeting was adjourned. --------------- NO. 72-S January 30, 1942. The Salary Board of the County of Washington, having to do with the matter of fixing the salary of the Warden at the Washington County Jail, met in the Office of the County Commissioners on Friday, January 30, 1942, at ll.-OO A.M., with the following members present: County Commissioners Berryman, Cummins and O'Neil, and County Controller Stuart. Motion by Mr. Cummins, seconded by Mr, Berryman, that the salary of James 0. Roupe, Warden at the Washington County Jail, be fixed at $190.00 per month for the year 1942, covering the period from the first Monday of January 1942, to the first Monday of January, 1943, Motion carried* There being no further business before the Salary Board, the meeting was adjourned. --------------- NO4 73-S February 26, 1942. The Salary Board of the County of Washington, having to do with the matter of fixing salaries of employees in the Sheriff's Office, met in the Office of the County Commissioners on Thursday, February 26, 1942, with the following members present: County Commissioners Berryman, Cummins and OtNeil, County Controller Stuart and Sheriff Williams. Motion by Sheriff Williams seconded by Commissioner Cummins, that the salary of Adam C.Zelts Real Estate Deputy in the Sheriff's Office be fixed at $200.00 per month, effective February 18, 1 1942, and covering the period until the first Monday in January 1943. Motion carried* There being no further business before the Board, the meeting was adjourned*
