John D. Berryman, Earl B. Amos and John N. O'Neil, elected County Com-
missioners of Washington County, Pennsylvania, at the Municipal Election
held on the first Tuesday after the first Monday of November, 1935, met in
the office of the County Commissioners in the Court House in the City of
Washington, at 1:30 P.M. , on Monday, January 6, 1936, being the first Monday
in January following said election, for the purpose of assuming their offices.
The oaths of office of the said County Commissioners had been subscribed to
before the Court, the Hon. , James I. Brownson, President Judge, presiding, in
open court at 10:15 A.M. , of the said Monday, January 6, 1936 .
The Board of County Commissioners proceeded to organize for the ensuing
year, upon motion by Mr. Amos, and seconded by Mr. Berryman, that John D.
Berryman be elected President of the Board of County Commissioners for the
year 1936 . Motion carried and Mr. Berryman declared elected.
The organization then proceeded, with President Berryman in the chair.

Motion by Mr. Berryman, seconded .by Mr. Amos, that Earl B. Amos be
elected Secretary for the ensuing year. Motion carried and Mr. Amos declared
elected secretary for the year 1936 .
The following statement was made to the Board of County Commissioners by
John N_ O'Neil:
In view of the fact that you gentlemen constitute a majority ofthis Board
and are advocating certain changes in policies and methods, with some of which

I will not be in full accord, I feel that I should assume the ppaition of tak-
ing no positive action in the organization of the various offices. Unless
` otherwise recorded in our minutes, I wish to be considered as not voting .
On motion, Mr. Amos nominated T. C . Hickson, and Mr. OtNeil nominated
John G . Hall for the position of Chief Clerk to the County Commissioners .
Motion by Mr. Amos and seconded by Mr. Berryman, that T. C . Hickson be elected
to said position. Motion carried.
On motion Mr. Amos nominated David H. Weiner for County Solicitor and
Mr. OtN'eil nominated Norman E. Clark. Motion by Mr. Amos and seconded by Mr.
Berryman, that Mr. Weiner be elected to said. position. Lotion carried.
On motion, Mr. Amos nominated George D. Iams as County Engineer and Mr.
O'Neil nominated George S. Chaney. Motion by Mr. Amos, seconded by Mr. Berry-
man, that George D. Iams be elected. Motion carried.

Motion by Mr. Amos, seconded by Mr. Berryman, that the bond required to be
filed by the County Treasurer,, previously fixed at the sum of $300,000.00 in
accordance with the Act of Assembly approved May 2, 1929, P.L. 1278, be approved,
accepted and filed as required by said Act of Assembly. Motion carried.
Motion by Mr. Amos, seconded by Mr. Berryman, that J. Ralph Johnston be
appointed to the position of Sealer of Weights and Measures for the ensuing
year, with proviso that he may be dismissed upon thirty dayst notice .
Motion carried.
Motion by Mr. Amos, seconded by Mr . Berryman, that Georgene H. Morton be
elected as Secretary to the Superintendent of Schools, for the ensuing year with
proviso that she may be dismissed upon thirty dayst notice. Motion carried.
Motion by Mr. Berryman, seconded by Mr. Amos, that Russell Adams be elected
to the position of Chief Engineer of the Court House and Jail, for the ensuing
year, with proviso that he may be dismissed upon thirty days' notice. Motion
carried.
Motion by Mr. Amos, seconded by Mr. Berryman, that J. P. Meighen and Fred
Day be named as Assistant Engineers at the Court House and Jail for the ensuing
year, with proviso that either may be dismissed upon thirty dayst notice. Motion
carried.
Upon motion, Mr. Amos nominated Bert B. Irwin, and Mr. OtNeil nominated
H. Ed. McCutchon,, for the position of Building Superintendent. Motion by Mr.
Amos, seconded by Mr. Berryman, that Bert B. Irwin be appointed Building Super-

intendent, for the ensuing year, with proviso that he may be dismissed upon
thirty dayst notice . Motion carried.
Motion by Mr. Berryman, seconded by Mr. Amos, that Anthony Note be elected
to the position of Night Watchman, for the ensuing year, with proviso that he
may be dismissed upon thirty dayst notice. Motion carried.
Motion by Mr. Amos, seconded by Mr. Berryman, that Miss Hazel Hughes be
elected as tale hone operator for the Court House Exchange for the ensuing year,
with proviso that she may be dismissed upon 30 days? notice; Mr. OtNeil concur-
ring , the motion was unanimously carried.
Motion by Mr. Amos, seconded by Mr . Berryman, that Thomas Baker be elected
as Assistant Building Superintendent for the ensuing year with proviso that he
may be dismissed upon thirty dayst notice. Motion carried.
Motion by Mr. Amos., seconded by Mr. Berryman., Mr. OtNeil concurring , that
Martin Mosebay be elected as Janitor for the ensuing year, with proviso that he
may be dismissed upon thirty days' notice . Motion carried.
Motion by Mr. Amos, seconded by Mr. Berryman, that Eugene Spells be elected
as Chief Janitor for the ensuing year, with proviso that he may be dismissed
upoh thirty days' notice. Motion carried.

Motion by Mr. Amos, seconded by Mr. Berryman, that Vivian Hooe be elected
as Matron of the Ladiest Rest Rooms in the Court House for the ensuing year,

with proviso that she may be dismissed upon thirty dayst notice. Motion carried.
Motion by Mr. Berryman, seconded by Mr. Amos, that W. Duncan Berryman
be elected to the position of Voucher Clerk in the office of the County Commis-
sioners for the ensuing year, with proviso that he may be dismissed upon thirty

dayst notice . Motion carried.
Motion by Mr. Amos, seconded by Mr. Berryman, that Gilbert J. Dentel be
elected to the position of Secretary to the County Engineer for the ensuing
year,, with proviso that he may be dismissed upon thirty days' notice. Motion
carried.

Mery Lemmon be elected as Assistant to the Chief Clerk. Motion carried.
Other clerks elected to serve in the office of the County Commissioners
assignments of each to be made later, were as follows for the ensuing year: {
Owen U. Britton, M. B. Armstrong, Pain Curry and Irene Merlin; the fore-
going were elected upon motion made and duly seconded, with proviso that any
of said Clerks may be dismissed upon 30 dayst notice.
Upon motion made and seconded, the following persons were elected to act
in the capacity of scrub women and cleaners for the ensuing year, with proviso
that each may be dismissed upon thirty days' notices
Ruth Bebout, Jessle Fraikes, Catherine Naser, Mariah Brookman, Annie Cordy,
Sarah Inis,- Catherine Wyland, Daunice Alexander and Leota Steele x The fore-
going were agreed to .by all the Commissioners and declared elected.
The above mentioned Annie Cordy, elected to serve on the cleaning staff
of the Court House, refused to accept the appointment- and upon motion made and
duly seconded, Belle Moulden was elected to fill the vacancy. Motion carried.
Motion by Mr. Amos, seconded by Mr.' Berryman, that Charles J. Lutes be
named to fill the position of Superintendent of the County Garage for the en-
suing year, with proviso that he may be dismissed upon thirty dayst notice.
Motion carried.
Motion by Mr. Amos, seconded by Mr. Berryman, Mr. OtNeil concurring,
that B. T. McGowen be named as mechanic at the County Garage in charge of
equipment, etc . , for the ensuing year, with proviso that he may be dismissed
upon thirty dayst notice .
Motion by Mr. Amos, seconded by Mr. Berryman, that Jay G. Nelan and G .L.

Allman be appointed as Maintenance Superintendents in the Washington County
Road Department. Motion carried.
The following named men were elected to serve in the various positions
in connection with the, Road and Bridge Departments for the ensuing year, with
proviso that each may be dismissed upon thirty dayst notices

The foregoing named persons were unanimously elected upon motion mad and
duly seconded, and carried.
On motion made, seconded and carried, the meeting adjourned to meet at the
call of the Chairman.

Joint meeting of County Commissioners and County Controller; present for
County Commissioners, Messrs. Berryman, Amos and O'Neil, County Controller Post
present and Mr. Frank Ward, representing the Chamber of Commerce .
The following agreement made with the City of Washington in connection with
acquiring property upon which to establish an airport and landing field, in Hope-
well township, Washington County, was duly executed by the Board of County Com-
missioners, attested by the County Controller:
A G R E E M E N T
MADE and entered into this 13th day of February, 1936, by and between
the BOARD OF COUNTY COMMISSIONERS of the County of Washington, Pennsylvania., and
the COUNCIL of the City of Washington, Pennsylvania.
WHEREAS, in the judgement of the said Board of County Commissioners,
and said Council, it is necessary and desirable to establish and maintain a muni-
cipal airdrome and aviation landing field in the vicinity of Buffalo Village,
Washington County, Pennsylvania, and
WHEREAS, the City of Washington desires to sponsor a project to the
proper Federal or State authorities for the establishment and maintenance of said
airdrome and landing field, in order to provide money, by the expenditure of Fed-
eral Funds, for relief purposes in Washington County, Pennsylvania, and
WHEREAS, It becomes necessary in connection therewith that the City,
prior to the approval of said prOject, provide the ground for such airdrome and
landing field and agree to pay certain expense or share of the projectz costs as
such sponsor, and
WHEREAS, because of the advantages that will accrue to the County of
Washington by the obtaining of Federal funds for relief purposes and the estab-
lishment of an airdrome and landing field, the County of Washington is willing
to assist the daid City of Washington to acquire and maintain said airdrome and
landing field as permitted by the Act of June 9, 1931, P.L. 401, Section 493; and
