O'NEIL COMMISSIONERS 1 9 3 8 Office of the County Commissioners, Washington, Pa. , January 3, 1938. County Commissioners in regular session, those present being Messrs. Berryman, Amos and O'Neil. The organization of the Board of County Commissioners effected on the first Monday of January, 1936, continued in accordance with the provisions of the Act of Assembly of 1929 (County Code) , to-wit: John D. Berryman,, Chairman of the Board., and Earl B. Amos, Secretary. First in the order of business was the matter of employees in the various offices coming under the jurisdiction of the County Commissioners, and after due discussion, the following action was taken: Motion by Mr. Amos, seconded by Mr. O'Neil, that the following persons be retained in their respective positions for the year 1938, with proviso that each may be dismissed upon 30 days' notice: T. C . Hickson., Chief Clerk; Mary Lemmon., Assistant to the Chief Clerk; Emmett, Keegan, Clerk; Irene Merline., Clerk; and that the following new clerks be appointed to serve in the Office of, the County Commissioners: W. Carl Smith, John M. Connors, Fred Day and David M.Gille. Motion carried. Objection was made by Mr. Berryman to the appointment of Emmett Keegan as Voucher Clerk and Question called for: Voting "Yes", Messrs. Amos and O'Neil; Voting "No". Mr. Berryman., and wishing his vote so recorded; this being a majority, Mr. Keegan was declared appointed, Motion by Mr. Amos, seconded by Mr. O'Neil, that Paul W. Curry be re- tained as Chief Clerk in the Registration Office and that Donald C. Hallam be appointed as clerk, to be regularly employed in the Registration Office, with proviso that each may be dismissed upon thirty days' notice. Motion carried. Motion by Mr. Amos, seconded by Mr. O'Neil, that David H. Weiner be retained as County Solicitor and J. Ralph Johnston as Sealer of Weights and Measures and Georgene H. Morton as Secretary to the County Superintendent of Schools, with proviso that each may be dismissed upon thirty days' notice. Motion carried. Mr. Berryman objected to any action being taken in connection with retaining David H. Weiner and J. Ralph Johnston for the reason that in his opinion each was appointed for a four year term in 1936 , and wished his ub;ection so /recorded. AMOS, JOHN N O'NEIL COMMISSIONERS WARD-.1- Motion by Mr. Amos, seconded by Mr. O'Neil, that the following employees be retained in their respective capacities, with proviso that each may be dis- missed upon thirty days? notice: Bert B. Irwin, Building Superintendent; Russell Adams., Chief Engineer Court House & Jail; J. P. Meighen, Assistant Engineer; Hazel Hughes, Teleph6ne Operator; William Baker, Elevator Operator; Eugene Spells, Janitor; Thomas Baker, Janitor; James Mosley, Janitor; Ruth Bebout., Catherine Naser,, Belle Moulden, Laura Shields, Emma Wise, Nellie Manning, Lula Henry, Bessie Clutter and Lottie Maurer as cleaners in the Court House; Vivian Hpoe, Matron of Ladies? Rest Rooms; also the following new em- ployees: George Jones and Harry Howard, Assistant Engineers; John Marshall, Night Superintendent; Anna Hair, Matron Detention Home; Elizabeth Hair, Assistant Matron Detention Home. Motion carried. Motion by Mr. Amos, seconded by Mr. O'Neil, that the following persons be retained in the Road & Bridge Department, with proviso that each may be dis- missed upon thirty dayst notice: Jay G . Nelan, Maintenance Superintendent; B. T. McGowan, Garage Foreman; Charles J. Lutes, Night Watchman at County Garage; and the following new employees, Jennie Garbinski, Clerk; Frank Richmond, Chauffeur. Motion carried. Motion by Mr. 0/Neil, seconded by Mr. Amos, that no one be appointed as County Engineer of Washington County, but that such engineer be employed from time to time as may be needed, at such rate as may be agreed upon for services rendered. Question called for: Voting "Yest', Messrs. O'Neil and Amos; voting "No".. ., Mr. Berryman,,, and wishing his vote so recorded; there being a majority, motion was carried. Mr. Berryman objected to this motion but put the question as Chairman of the Board, upon the advice of the County Solicitor, David H. Weiner, his objection having been made for the reason that the law, in his opinion, is ex- plicit in stating "that the County Engineer be appointed for a term of four years" and can be removed only for cause. Motion by Mr. Amos, seconded by Mr. O'Neil, that H. B. Crumrine and J. Harold Chapman be retained as draftsmen in the Department of Roads & Bridges with proviso that either may be dismissed upon thirty days' notice. Motion carried.
