Joint meeting of County Commissioners and County Controller for the purpose
of opening bids for the furnishing of Official and Sample Ballots, and also for
other election supplies necessaryfor -t-he-Prtma-r7, to be held May 17, 1938;
present for County Commissioners, Messrs. Berryman, Amos and OvItbil; County
Controller, J. K. Smith, also present.
The following bid in connection with necessary ballots for the Primary was
opened and read in the presence of the County Commissioners:
Joint bid of the MONONGAHELA PUBLISHING CO.., Monongahela,, Pa.
and the
WARD PRINTING COMPANY, Washington, Pa. . . * * . o * o & * # *#w*$3761+.00
This amount to include the furnishing of 80,000 Official Ballots, 20,000
Official Sample Ballots and 33,000 Sample Ballots for candidates, as required
by Act of Legislature.
After due consideration., motion was made by Mr. O'Neil, seconded by Mr. Amos,
that the contract for ballots be awarded jointly to -the Monongahela Publishing Co.
and The Ward Printing Company at their bid of $3764.00. 6Motion carried.
Bids were received and opened in the presence of the County Commissioners
for other necessary election supplies as follows**
WILLIAM G. JOHNSTON COMPANY, Pittsburgh, Pa. .... . . .. $769-54
This amount to include the furnishing of 188 boxes to consist of Commonwealth
Election Supplies, Complete for each district with the names of State and County-
wide candidates printed on return papers, each box containing a Voter's Guide,
with the necessary computing books, with candidatest names printed thereon. %
After due consideration, motion was made by Mr. O'Neil, seconded by Mr. Amos,
that the contract be awarded to the William G. Johnston Company at their bid of
$769.54, all material to be delivered to the Court House, Washington, Pa. Motion
carried.
Motion by Mr. Amos, seconded by Mr. O'Neil, that the joint agreement between
the Washington County Commissioners and Westmoreland County Commissioners and
John Farris, a registered engineer, for repairs In connection with the Webster-
Donora Bridge, be approved. Motion carried, with copy of agreement to be
included in this minute.

A R T I C LIS OF AgREEMENT
Board of Commissioners of Washington County -- Board of Commissioners of
Westmoreland County -- John Farris, Registered Engineer.
WHEREAS, the Intercounty Highway Rridge spanning the Monongahela River,
connecting Donora, in Washington County, and Webster, in Westmoreland County, is
in bad repair and in need of re-babilitation, particularly the floor system there-
of, td make it safe for traffic;
WHEREAS, it is mandatory on the County Commissioners to 'maintain bridge.'Q
in safe condition for the travelling public;
WHEREAS, the Commissioners of Washington County and the Commissioners
of Westmoreland County met in joint session in Pittsburgh, Pennsylvania, on April
4th, 1938, a full membership of each Board being present, and, by jointre-solu-
tion., unanimously passed, retained John Farris, Registered Engineer, and exper-
ienced in bridge design construction and re-habilitation work ' to act as Engineer
to make a technical study of this structure and prepare the necessary plans and
specifications for' the re-habilitation work.,
THEREFORE, the following Articles of Agreement:
ARTICLES OF AGREEMENT, Made this fourth day of April, A.D. 1938, by
and between the County of Washington and the County of Westmoreland,, Pennsylvania,
by and through the lawful acting Commissioners thereof,, hereinafter called the
First Party, and John Farr4s, Registered Engineer, hereinafter called the Second
Party, WITNESSfTH;
THAT the said Second Party, for and in consideration of ,the covenant
and payments to be kept, performed and made by the First Party, as hereinafter
got forth., hereby agrees to act as Engineer and to do the following work on the
Intercounty Bridge connecting Donora and Webster:
Examine and inspect the Bridge above mentioned, caliper members, where
nece9*4ry to ascertain the size, the area and weights of the sections,, figure the
weight of the structure, compute the live and dead load stresses and compare the
total stresses with the area of the metal in the respective sections to determine
the depreciation in the steel on account of action of the elements and other
causes, report upon the physical condition and carrying capacity of the Bridge
and make recommendations and prepare plans and specifications for general repairs
and replacements and re-habilitation, and furnish other data and information to
the satisfaction and subject to the approval of the First Party, that they may
advertise for bids in the regular way for the necessary improvements to this
structure, and also to give the necessary engineering -supervision and inspection
to the re-habilitation work as the work progresses in the field.

IN CONSIDERATION OF the foregoing engineering work executed by the
Second Party, either acting directly or by his authorized engineering assy Ipts,
the said First Party, namely the County of Washington and the County of West-
moreland, by and through the lawful acting Commissioners thereof, hereby agrees,
each for itself, to pay or order to be paid to the Second Party, Fifty (50%)
Perce,ntum of the cost of this engineering service, which is.,ba;sed on Five ( 5.00)
Dollars per lineal foot of the length of the five (5) truss spans, which are, in
lengths as follows: 207 feet, 515 feet, 184 feet, 184 feet, 184 feet -- totaling
1274 feet plus or minus, or may be determined by more exact figures. It is agreed
and understood
/that the cost of any engineering work on the approaches which mould pertain to
the possible re-habilitation of the steel railings would be .indluded in the above
footage price.
It is agreed that payments should be made as follows:
When the inspection work has been completed and the plans and specifi-
cations have beenprepared, ready for advertising for, the construction, Fifty (506)
percentum of the herein-mentioned fee, with payments from time to .time during the
progress of the construction work, as may be mutually agreed upon, with all un-
paid balances when the construction work has been completed, inspected and finally
accepted. ,
AND, for the performance of each and every article in this Agreement,
the said Parties hereby bind themselves by these presents.

Motion duly made, seconded and unanimously carriedy that the following
Resolution be adopted:
BE IT RESOLVED by the County Commissioners of Washington County, that the
plans submitted by the Department of Highways for the changing of State Highway
Route 62128, in Amwell Township., between Station 31+25 and Station 32+50, have
been examined and the County Commissioners agree that the County will assume
liability for any and all property damages resulting from the construction' of
the highway as contemplated by these plans, and also all damages arising out of
any changes or alteration of drainage resulting from the construction or mainte-
nance of the highway.
There being no further business before the meeting, it was adjourned.
