Joint meeting of the County Commissioners and County Controller for the
purpose of receiving and opening bids for the improvements to be made in the
Clerk of Courts Office; those present being Messrs. Berryman, Amos and OtNeil
and County Controller Smith.
Bids were opened and read in the presence of the County Commissioners as
follows:

You will find attached hereto, drawings showing floor plan and equipment proposed
for the Office of the Clerk of Courts, and additional equipment required for the
Vault. Having manufactured the original equipment, we propose to make use of all
the document files and the roller shelves in the large double faced cabinet which
is now part of the equipment in this office.
You will note from our drawings that we propose double faced standing desks for
the accommodation of your record books. These two desks will accommodate a minimun
of one hundred sixty books, and a maximum of one hundred sixty eight books, de-
pending entirely upon which proposition you select. We will make use of your pees cfit
roller shelves which are in good condition, and supply new roller shelves, over ane
above what you have, to provide the capacity referred to above.
Your vault equipment, you will note, was manufactured by us many years ago: . on
contract #4369, and what we propose in this Instance is to remove the cornice from
the old equipment and furnish new cases and fillers, as shown on the drawings, for
the accommodation of the ninety-six document files now In your present double
faced cabinet. When the new cabinets are installed on top of the old equipment,
the cornice removed from the old equipment will be placed on top of the new equip-
ment, as shown on drawings. We are also figuring for the vault two counter height
legal size cabinets with locks. These cabinets will carry the grade ffAff label of
the Steel Furniture Institute.
You will note that in addition to the standing desks for your office, we are also
'proposing a counter with a continuous linoleum top. This counter will be qquipped
with two cupboards having disappearing doors, each of which will contain six rolle]
shelves. The filing cabinet is fitted with various size drawers, equipped with
guide cards arranged for the proper housing of the many blank forms In use by this
office. We feel that the other equipment included in the counter needs no explAna-
t1on.
Elevation #2 on our plan shows the present 'document file cases which were manufac-
tured by us, and the new equipment of -the same type. There will be one hundred
eight new document files furnished as shown.
Pro-position #1: This proposition is for equipment exactly as outlined above and
shown on our drawings; and includes the standing desks without locks. . .$1,070.46
delivered and erected.
Proposition #2: This proposition is for equipment exactly as outlined above and
shown on our drawings, except the standing desks will be fitted with push down
roller curtains, equipped with Yale Paracentric key locks. . . . . . . . . . . . . . .$1,673.63

Finish Is to be our standard olive green, to match document file cases now in use,
shown, on elevation #2.
You will find enclosed certified check as called for in your advertisement.
Delivery of this material can be made approximately thirty days from receipt of
order.

Item 80 2 Counter height files, for proper filing of ball bonds, testimony
and other special vault material.
We offer you the above equipment, all grade "A" Steel Office Furniture Insti-
tute Standard, fully installed, full guaranteed. F.O.B. 'your office for $1875.93.
All the roller shelf units in this bid have receding doors.
All equipment has individual, Yale paracentric locks
Color of all equipment - Standard Olive Green.
As an alternate, we will provide you with identically the same equipment as
listed above except without the receding doors, for the roller shelf units, all
fully installed., fully guaranteed. F.O.B. your office for $1593.23.
And we will accept your two counters and your double high line unit, allowing
you fifty dollars 050-00) for such equipment; making your net cost $1825.93 and
$1543.23, respectively, on Above bids. Because of construction problems, there
is no advantage to you or us In using trade-in equipment as part of the new equip-
ment units.
Inasmuch as the counter units required do offer some rather unusual structural
proplems, we have personally checked each item fully with the plant engineer, at
the plan , so -that we know that we know what we are offering.
Therefore, -we can assure you that the equipment as listed will fully and ade-
quately meet your .indicated needs in a most satisfactory manner.
We further promise you shipment of all material listed, within three weeks

Enclosed herewith find our check which is certified In the amount of $200.00
also two proposals for the furnishing of the new steel equipment for the Clerk of
Courts' Office. We recommend the use of our #1 proposal as being the most econo-
mical over a period of years as you will see by comparing available floor space
after new equipment is Installed.
All equipment to be standard A. Grade as far as practical and all special
units to be of comparable construction to A Grade eq*41)mant.
Finish to be Globe-Wernicke standard #3 office green. All hardware to be
bronze. Tops of counters to be best grade battleship linoleum bound with bronze
edge.
Old equipment not used in new set up to be removed to hall on same floor as
office and new equipment set up ready for use.
No repairs to be made to linoleum floor covering as the whole floor is in
need of recovering.
We can make complete installation within six weeks of receipt of order.
PROPOSAL #1
We submit herewith our proposal for new equipment for the office of the
Clerk of Courts as drawn up and recommended by an experienced'member of the staff
of the Globe-Wernicke Co. as being the most efficient layout from the viewpoint of
convenience in using., economy of space and from dollars and cents angle. Instead
of tending to crowd the already crowded condition of this office this layout will
provide more space for present and future additions of equipment.
Vault equipment:
Items 1-2-3-4 as shown on blueprint:-we recommend the use of a double row of docu-
ment files on top of the present document files as there are already enough documents
housed in paper files to fill one row of 48 doc . files. In providing a double row
or 96 files we are providing for the future at a savings as you can see in our price
list. This Is special equipment and will not bear a label.

Item 5:- shows two (2) 42 inch high legal files with locks one to house testimony
and other for bonds. These will provide working surfaces which are badly needed
in the vault. These will be standard 3 drawer files, A. grade.
Item 6: Is a work counter which will be placed in position between pillars at end
of lobby as shown on blueprint. It will have standard bronze bound linoleum top
8/+ inches long by 29 7,8 inches wide and be 42 inches high. At left end of counter
we will provide a 3/+ inch gate placed at this end so as to be adjacent to vault
door. Beneath this top at left next to gate will be two sections of roller shelves
each to house six documents which are used daily at counter. Next at top we provide
a cash drawer having individual lock., below which is a box drawer for storage of
such miscellaneous items as are used at this counter such as rubber stamps, pens,
slips and etc. Next below are six drawers with the proper dividers installed for
the housing of such legal blanks as are used 'daily in this office. At the bottom
is a, legal filing drawer. This section to have an automatic lock controlling all
drawers except the cash drawer which will have an independent lock as stated above.
Next and to extreme right is a storage eupboard having three (3) adjustable shelves.,
door and lock. This counter is all standard A grade equipment except the top which
is special. The lobby side of counter to have steel panel front.
Item 7:- to be 14 High line roller shelf cases in battery as shown, each housing
eleven dockets. The use of the high line cases is recommended and advised for use
in this office as stated in our first paragraph. These are standard A grade equip-
ment and will be provided with end panels.
Item 8:- may be either d double faced counter high roller shelf section providing
56 roller shelves, having bronze bound linoleum top 851 inches long by 34 inches
wide and 42 inches high, or as we have already provided 166 roller shelves for
dockets we recommend the use of a 72 inch by 34 inch table with four chairs as more
- comfortable means of searching records.counter would be special equipment and table
would be standard A. grade.
Item 9:- is a storage cabinet for supplies such as envelopes and etc., which
placed in the position shown on blueprint would hide the lavatory from public view .
giving privacy to the person using same. Standard A Grade.
Item, 10:- shows the present high line document files moved to left and the three
new high line cases we will provide to the right. These new cases contain 36 doc
files each or a total of 108 doc files. Standard grade A cases provided with end
panels.
This set up does not provide for the use of any of the old equipment as the
expense of remodeling same would be greater than its value.
The finish of all equipment would be Globe-Wernicke standard office green.
The following prices are for fully delivered and set up ready for use. All
old equipment to be moved out of office into the hall on the same floor. We will
supply an overseer to supervise the moving of acme to another part of building at
$1.25 per hour to supervise prison labor if you so desire:

Proposal #2
We submit herewith our proposal for furnishing the new office equipment ac-
cording to the advertisement t6 bidders.
Items 1-2-3-4 are 12 drawer document sections to be placed on top of present docu-
ment ' files in the vault. This is special equipment and will not bear a label.
Item . 5 is two legal cap files, 3 drawers each and 42nhigh which will provide two
working surfaces which are badly needed in the vault. One for testimony and the
other for bail bonds. A grade.
Item 6 is a work counter to divide the lobby and office spaces and is the same as
described in our #1 proposal. A Grade.
Item 7 is two double faced roller shelf counters, 84 shelves each 127 inches long
by 34 inches wide and 43 5/16 inches high. These are special construction and will
not bear a label.
Item 8 is the three new 36 each document files and the dotted line shows position
the old files will fill.

Wet-are pleased to bid on furnishing and installing the office equipment as
advertised and explained by A,- . Hickson for the sum of $1318.25.
This equipment consists of the following units and with the exception of
the counter at the entrance, can be placed In any desired position in the room,
as later desired by the Commissioners.
The Counter at the entrance., Including the Gate will just fit between the
walls at the posts, will have continuous linoleum top and finished front and will
