Commissioners in regular session, members present being Messrs. Johnston,
O'Neil and Barnes.
The following Resolution was presented, duly seconded and adopted:
WHEREAS, it has become necessary for the County of Washington to arrange for
temporary loans to meet current expenses and have exhausted all efforts toprocure
loans locally, and
WHEREAS, The County Commissioners on attempting to secure said loans have been
informed by all financial institutions that before the aforesaid loan can be given
consideration, it would become necessary to submit certain financial data as to the
financial status of Washington County, to be submitted by a certified public ac-
countant, and
If WHEREAS, The Commissioners have discussed the matter of arranging for such
temporary loans with Mr. Walter L. Sebring, a certified public accountant, whom
they believe to be well fitted and qualified to present a statement of the County' s
financial condition in a comprehensive manner and to effect contacts with financial
institutions that might loan to the County the sum that will be required, now,
therefore,
BE IT RESOLVED, That for the purpose of preparing and presenting such state-
ment and effecting contacts with financial institutions on behalf of the County of
Washington, that Mr. Walter L. Sebring be retained as the authorized agent of the
County to perform the services above mentioned, and that a letter be given to Mr.
Sebring, as his credtntialso in the following form:

TO WHOM IT MAY CONCERN:
We are desirous of securing a temporary
loan for Washington County and the bearer of this letter, Mr.
Walter L. Sebring, is our authorized agent to enter into such
negotiations as are necessary in securing same.
