`, HEREAS, Joint Resolution No. 9, proposing an amendment to the consti-
tution of the Commonwealth of Pennsylvania was passed at the legislative
sessions of 1925 and 1927, authorizing the State to issue bonds to the
amount of $150,000,000 for the improvement of nighways; and
WHEREAS, Upon apporval of the resolution by vote of the people at the
general election to be held November 6, 1928; $50,000,000 will become
r av&ilable for the construction of highways in this Commonwealth; and
WHEREAS, It is to the mutual advantage of the County of Washington
and all the citizens of the Commonwealth of Pennsylvania that the con-
struction of highways in the several counties of the Commonwealth be
expedited to the extent provided.by this proposed bond issue; and

WHEFEAS, There are insufficient improved highways in this Commonwealth to
adequately provide for the tremendous increase in the use of the automo4
bile; and
WHEREAS, Upon approval of the resolution, construction of these new high-
gays will add greatly to our various industries and provide work for labor
and assist in continuing our prosperity; and
WHEREAS, The construction of durable roads will effect savings to the
citizens of this county through reduced operating costs of their automo-
biles; and
WHEREAS, We are confident it is good business practice to finance highway
construction from bond funds,
THEREFORE, BE IT RESOLVED,_ That the Board of Commissioners of Washington
County, at a meeting held in(City) (Date)
Sept. 20, 1928, endorses the proposed issue of bonds for highway pur-
poses and recommends to the citizens of the State that they vote favorably
on.
