Walker, Johnston and Barnes. Motion by Mr. Walker, sedonded by Mr. Barnes, that the proposition. to- Pto- thonotary by Russell Index Companys of Pittsburgh, relative to the making com- plate of new Ejectment Indexes for use in the office of the Prothonotary, an ardere&. by Court , the said Russell Index Company, to perform the work required, supply all books and necessary equipm9nt at and for the total . price or sum of $5 ,000.00 , and to give bond for the faithful performance of the contract , be approved andtthe Prothonotary be directed. to take such steps as may be necessary to have the work under way at an early date; a copy of this motion to be pre- sented to the Prothonotary , duly attested by the Chief Clerk to the County Com- missioners, for presentation to the Court as evidence of the approval of said proposition by the County Commissioners. Motion unanimously carried. There being no further business, the Board adjourne ( SIGNED) OU TY COMMISSION—Ms. IN RE WZBSTER-DONORA INTER-COUNTY BFIDGIC, ,RHPAIRS, FARRIS CO. The County Commissioners and Uounty Controllers of Washington and Westmoreland counties met this day , May 21 , 1924, in Pittsburgh, Pa. , in joint- executive session with present; J. B.' Johnston and W, A. 39=08 , Commissioners of Washington 6ounty, and T. J. Underwood, Controller of Washington County; Elliott L. Hibbs and James F. Torrance, Commissioners of Westmoreland County; Weber A. Arter, Controller of Westmoreland County, and W. A. Wynn, County Engineer of Westmoreland County. Tohn*Farria, of the Farris Engineering company , Pittsburgh, made an oral report on the condition of the Webster-Donors inter-county bridge, spanning the Monongahela river, connecting Webster in Westmoreland county and Donora in I Washington county, bridge having been examined by the Farris Engineering company, which W letter dated May 21 , 1924, was reported on to the Commissioners of the two couxitied, The letter is as follows: "The letter refers to the proposition madeto 'the meeting of the joint Board of Washington and Westmoreland County Commissioners, all pertaining to the Intercounty Bridge, spanning the Monongahela River connecting Webster and Donora. "An examination of the structure, outside of a general painting which we are not discussing, shows that the creosoted wood block floor needs main- tenance and repairs; that the old wood expansion joints should be removed and 05 MINUTE BOOK � BOARD OF COUNTY COMMISSIONERS W JA �sTON COUNTY, PENNSYLVANIA J ELMER JOHNSTON,- JAMES W WALKER, COMMISSIONERS replaced with a steel design; that some few decayed sidewalk plank should be rs- mo ved and replaced and that the braces connecting the railing and the sidewalk should be removed and replaced. "The requirements would be approximately 100 yards of wood block, 17 tons of paving pitch, 60 tons of limestone clips, about 1000 feet of creosoted lumber and the necessar y steel for the sidewalk railing repairs and expansion Pointe, � which mould be of approved design. "As the extent of this overhauling and repairing can not be determined ' only as the work proceeds and on this account does not loan itself to a definite preparation of plans and a lump sum bid on the work, we hereby offer to do the work at cost plus a margin of profit of Twenty( 20%) percent. This cost would include superintendent, for0um, labor, transportation expenses of men, materials, the cost and maintenance on too..s and equipment, workmen's compensation and { liability insurance, freighting and trucking. An approximate cost of the work ! would be Five Thousand ( #5000.00) Dollars and we would satisfy your engineers as to the actual cost by furnishing such itemized quantities and invoices as they might demand. j "We have a superintendent and men ready, to proceed with the work at once but it would take a week to ten days to deliver the material." After discussion it was moved by Commissioner Torrance and seconded by Commissioner :Barnes that inasmuch as the conditions made the amount of the work so uncertain together with the necessity of early action it appears inad- visable to advertise, that the work of repair and replacement on the Webster-Donora inter-county bridge be given to the Farris Engineering company at a cost plus basis as set forth in said letter of May 21 , 1924. Motion carried unanimously, and the said letter was endorsed on the back by the County Commissioners and the County Controllers of Washington and Westmoreland counties. Walker, Johnston and Barned. The following resolution of the Board of County Commissioners of the County of Washington, relative to thenissue by the said county of $5000 in temporary loans was presented, duly seconded and unanimously adopted by said Board, to wit : W.HHIIRIJA3, it has become necessary for the said Board to borrow the sum of $50,O00for the purpose of meeting current expenses for the year 1924 and for which taxes have been levied but are not paid into the Uounty Treasurer, now, therefore, r l • ,
