proveraents of the inter-county bridge .at Belle Vernon shall be of concrete
encaagment of .the ,two river piers and .that the ;County .Engineers of the two
counties sh4jj ,prepare .and forward ,at once to the .War .Department at
'Washington City such .plans .and specifications as are required to be approved
by that department. E
