BARNES, C0'MM1SM0NMS Office of the County Commissioners, Washington, Pa., Oct. _`5,, 1927- -RESOLUTION of the Board of County Commissioners of the County of Washington and State of Pennsylvania, relative to the issue by the said County of one hundred seventy-five (175) Road Improvement Bonds of the denomination of One Thousand ($1)000.00) Dollars each. At a meeting of the said Board of 1%ounty Commissioners of the County of Washington, in the State of �'ennsylvania, duly called and held at the office of the said Board of County Commissioners at the Court House of the said County of Washington, in the City of Washington, Pennsylvania, on the 5th day of October, 1927, all of the members of said Board, to -wit: J. E. Johnston, J. W. Walker and W. A. Barnes, being present, the following Resolution was, on motion duly made and seconded, and adopted by the affirmative vote of all of said members of said Board, to -wit: WHEREAS, by proceedings had in the Uourt of quarter Sessions of said 71ashington County, Pennsylvania, in accordance with the provisions of the Act of the General Assembly of the Commonwealth of Pennsylvania* approved the llth day of may, 1911, Pamphlet Laws page 244, and the amendments thereof and sup- plements thereto, the improvement and construction of certain sections of the main public roads in said County has been authorized, ordered and decreed. WHEREAS,,the said Board of County Commissioners of said County pro- pose to proceed, during the year 1927, to improve and construct the said roads so authorized and directed to be improved and constructed as aforesaid, and in order to provide for the funds to pay the cost of the said improvement and construction of said roads, it is necessary to borrow upon bonds to be issued by the said County the Bum of One Hundred Seventy-five Thousand ($175,000*00) Dollars, the funds now in the treasury of the said County, and those to come in during the said year, from sources other than such borrowing, not being sufficient to defray said cost. NOW, THEREFORE, BE IT RESOLVED by the Board of*Oounty Commissioners of the said County of Washington, and State of Pennsylvania, that for the pur- pose of providing funds to pay the cost of the improvement and construction of the public roads and highways now constructed or to be constructed by said County, so as aforesaid authorized, ordered and decreed, the said County do borrow the sum of One Hundred Seventy-five Thousand 3175,000-00) Dollars, and increase its indebtedness by the issue of one hundred seventy-five (175) bonds in the denomination of One Thousand ($1000.00) Dollars each, to be numbered from one to one hundred seventy-five (1 to 175). both inclusive, to bear date the let day of -Lovember, 1927, and to bear interest at the -rate of four and one-fourth (4j/fly.per cent, per annum., from their date, payable semi- annually on the let days of May and November in each year, both principal and interest payable, free of any taxes required to be paid or which may be hereafter required to be paid under any law of the Commonwealth of Pennsylvania, (except succession and inheritance taxes). the said County expressly agreeing and assuming to pay the same. BARNES, COMMISSIONERS UNITED STATES OF AEERICA STATE OF PENNSYLVANIA COUNTY OF WASHINGTON ROAD IMPROMMINT BOND 1927 No. $1,000.00 KNOW ALL ]MEN BY THESE PRESENTS, That the County of Washington, in the State of Pennsylvania, for value received, acknowledges itself to be indebted and promises to pay to bearer, or if registered, to the registered holder hereof, the sum of One Thousand ($1,000.00) Dol- lars in lawful money of the United States of America, on the first day of November, 19 , with interest thereon at the rate of four and one-fourth (412% ) per cent, -er annum payable semi-annually on the first days of Lay and November in each year: both principal and interest.being payable, free of any taxes required to be paid or which may be hereafter required to be paid under any law of the Commonwealth of Pennsylvania (except succession and inheritance taxes); said County hereby expressly agreeing and assuming to pay the same; the principal thereof being payable at the office of the County Treasurer in the JJity of Washington, Washington County, Penngyl- vania, and the interest at the same place, upon presentation and surrender of the coupons annexed, as they severally become due. This bond may be registered as to principal only upon the bond registry book to be kept at the office of the County Commissioners of Washington County, and by endorsement upon the back hereof by the Clerk for the time being for the County Commissioners, after which no transfer of this bond shall be made except by the registered holder or holders in person, or by their duly authorized attorney, and such transfer shall be notes upon the bond registry book kept at the office of the Oommissioners of Washington County, and upon the back hereof, provided, however, that this bond may be transferred to bearer, and negotiability thereby restored, and shall continue subject to registrations or transfers to bearer, but no such registration of principal shall effect the negotiability of the coupons hereto annexed, whoch shall continue to be transferable by delivery only. This bond may also be registered both as to principal and interest, in which event the coupons hereto attached shall be detached and immediately cancelled by the Clerk for the time being for the Uounty Commissioners of Washington County, and such registration shall be noted upon the registry book kept at the office of the County Commissioners aforesaid, and upon the back hereof, and thereafter the semi-annual interest shall be paid to the holder or holders hereof by check or warrant drawn to the order of the registered holder or holders hereof, and mailed to his, ,,her, or their address, as the same appearz of record upon said bond registry book. This bond is one of a series of one hundred seventy-five (175) bonds, of like date, tenor and effect, differing only as to maturity, amount- ing in the aggregate to One Hundred Seventy-five Thousand M75,000-00) Dol- lars, issued for the purpose of providing runds for the payment of the cost of improving and constructing the public roads and highways in said County, pursuant to the authority conferred by the Acts of the General Assembly of the Commonwealth of Pennsylvania, approved day 11, 1911$ Pamphlet Laws page 244, and the Act of the General Assembly of the Common- wealth of Pennsylvania, approved the 20th day of April, 1974, 'Pamphlet laws page 65, and Acts of the said General Assembly amendatory thereof and supplemental thereto, and by virtue of a Resolution of the board of County Commissioners of said County, adopted at a meeting thereof duly called and held,, and entered upon the minutes. . It is hereby certified and recited that all acts, conditions and things hings necessary to the validity of this bond, exist, have happened and have been done; that every requirement of law affecting the validity hereof has been duly complied with; that this bond is within every debt and other limit prescribed by the constitution and laws of the State, and that prior to the issuance thereof an annual tax has been levied in a sum sufficient to pay the principal and interest of this series of bonds. The fdith, credit and property of said County of Washington are hereby irrevoca- bly pledged to the punctual payment of the principal and interest of this bond in accordance with its terms. IN WITNESS WHEREOF, the County Commissioners of the County of Washington have duly caused this bond to be issued and executed by them in the name of the said County, and the corporate seal of the said County to be hereunto affixed, attested by the Commissioners' Clerk; and the coupons hereto annexed to be executed by the fac-simile signatures of the said County Commissioners as of the first day of November, 1927- Attest: J. BARNES, COMMISSIONERS 1,M BE IT FURTHER RESOLVER, that before any of said bonds shall be issued, a Statement shall be prepared, executed and filed in the office of the Clerk of the Court of Quarter Sessions of Washington County, as required by the aecond section of the aforesaid Act of the General Assembly of the Commonwealth of Pennsylvania, approved,on the 20th day of April, 1874, and the Acts amendatory thereof and supplemental thereto. AND BE IT FURTHER RESOLVER, that the notice be given by adver- tisement for the sale of said bonds in accordance with the provisions of the Act of the General Assembly of the Commonwealth of Pennsylvania, approved the 6th day of July 1917, and the Acts amandatory thereof and supplemental thereto, and that the same be sold to the highest responsi- ble bidder after due public notice as required by said Act, provided that no bid for said bonds at less than their par value shall be accepted. AND BE IT FURTHER RESOLVE}, that said One Hundred Seventy Five Thousand (175,000.00) Dollars of bonds, when duly prepared, signed and sealed in the form above set forth, shall be delivered to the purchasers hereof, as hereinabove provided, on payment of the purchase price thereof, and the receipt of the Treasurer of the said County shall be to the pur- chaser a full acquittance for the said purchase price, and the said pur- chasers shall not be bound to see to the application of the proceeds thereof. M. to open bids for printing and delivering to office of County Commissioners approxi- mately 80,000 official ballots and 20,000 specimen ballots for use at Municipal Election of Nov. 8, 1927; present for County Commissioners, kessrs. Johnston, Walker and Barnes; County Controller Underwood present; bids from following concerns, accompanied by required certified check, opened in presence of County Commissioners; Ward Printing Company, $895.00 Derrick Publishing Co., 1275.00 Motion by Mr. Walker, seconded by stir. Barnes, that bid of Ward Printing Company be accepted and contract awarded to said Company and that k the County Controller return certified check to unsuccessful bidder. Motion carried.
