At a meeting of the Board of County Commissioners of the County of Washington in the State of Pennsylvania, regularly held at the office of said Board of County Commissioners at the Court 'House of the said County of .Washington in the Bor- ough ofjWashingtop,Pennsylvania, on the 16th day of March 1917, all #f the members of said Board, to wit, dOHN O#WATSOH, A. BARNUM Aft THOMAS HILL, being present, the following resolution was, on motion duly made and seconded,unanimounly adopted by said Board, to wit: JUNAS, By proceedings had in the Court of Quarter Sessions of Washington County, in accordance with the Act 41A llth,1911, P. L. 244, the improvement under the said Act of divers sections of the main public roads in said county has been authorised and ordered and decreed to be done; and. WHEREAS, The County Commissioners of the said 0ounty propose to proceed, during 'the year 1917, to construct av` part of the improved roads, the improvement and construction- of which has been authorized and directed as aforesaid, Ono order to provide for the cost of construction the saaate�, neoeesary to borrow upon bonds to be issued by the said 00 the sum of One Hundred Twenty five Thousand Dollars ($125, t the funds now in the treasury of said county and those to come into it during the said year, (from sources other than such borrowing) not being sufficient to defray each costs, a E: '4F THEFQBB .IT RBgQL By the Board of County Commissioners of the said County of Washington, that for the ourpose of paying- for the cost of the road improvements, so as aforesaid authorized, and to be constructed by said countyw as aforesaid, the said county do borrow the sum of tine Hundred Twenty five Thousand Dollars ($125,000) -and increase its j indebtedness by the issue of One Hundred Twenty five Bonds in the denomination of One Thousand Dollars ($1,000)eacah, to be numbered from one to one hundred and twenty five (1 to 125) , birth inclusive, to bear datd- the second day of April, 1917, and,. to bear interest at the rate of four per cent (40) per ann pt from their date, payable semi-annually on the first of 4ril and October in each•year, bath principal and into being payable, free of any taxes required, to be paid or whi " h may be hereafter required to be paid under any lax of the Commonwealth of Pennsylvania; said county expressly agr"in 5~ and assuming to pay the same. This bond may also be registered both as to princi- al and interest, in which event the coupons hereunto attach- xr d shall be detached and immediately canceled by the Clerk for he time being for the County Commissioners of Washington ounty, and such registration shall be noted upon the bond egistr , book kept at the office of the County Commissioners s aforaid, and upon the back hereof, and thereafter the emi-annual interest shell be paid to the holder or holders ereof by check or warrant drawn to the order of the register- d hold4jr or holders hereof, and mailed to his, her or their ddress, as the sa^ e appears of record upon said bond registry ook. This bond is one of a series of one hundred and twenty ive (125) bonds, of like date, tenor and effect, amounting in he aggregate to One Hundred Twenty five Thousand Dollars 12 ,000) , issued for the purpose of providing for the cost f improvement ofcertain public roads, pursuant to the author- ity conferred by the Act approved May llt►r-,""11911, P. L. 244 Y4 and the Act approved April 20, 18740 P . L. and Act* amend- atory thereof and supplemental thereto, and by virtue of a Be" solution of the County Commissioners of tkis county, adopted at a meeting thereof duly called and hold. It is hereby certified and recited #bat all acts, con- ditions and things necessary to the validity of this bond ex- ist, have happenied and have been done; that every requirement of law effecting the validity thereof has been duly complied wit that this bond is within every t and other limit prescribed by the Constitution and laws of this state, and that prior to the issuance thereof an annual tax has been levied in a sum sufficis t to pay the principal and interest of this series of bonds. The faith, credit and property of the said County of Washington are hereby irrevocably pledged to the punctual payment of the prin- cipal and interest of this bond in accordance with its terms. Freeman and Com- panyo Wchasers, thereof on payment of the purchase price thereof, and the receipt of the Treasurer of the said County shall be to the purchasers a full acquittance for the said purchase price, and the said purchasers shall not be bound to see to tY.e application of tWproceeds thereof. Motion carried unanimously. March 26, 1917. In session Messrs Barnum and Hill and County Controller T. J. Underwood* 'The following resolution was presented: Resolved, that the County Controller, T. J. Underwood, b,* and is hereby authorized to direct the Country Treosur- erte, transfer the sum -pf Thirty Thousand ($30,000) Dollars from the Road Improvement fund to the General fund, as a loan from; the Road Improvement fund to the General fund, and to 'return said loan of $30,000 to the Road Improve- meat fund, from the General fund, as soon an sufficient taxes for the year 1917 have been collected and paid into said General fund. Moved by Mr. Hill. seconded by Mr. Barnum the above resolution be adopted. Carried unanimously, March 29, 1917. -Reeloved that the action taken by this board on March 9th instructing the County Solicitor and Chief Clerk to proceed with the necessary arrangements for a Special election an May 1st, be and the same ig hereby recinded. and the Solicitor and Clerk are hereby instructed to discontinue further proceedings for said election from this date. Moved by Mr. Hill seconded by Mr. Barnum that the above resolution be adopted. Carried unanimously*
