Commissioners in regular session, members present being Messrs:
Walker, Johnston and Ecker..
The following Resolution was presented, duly seconded and unani-
mously adopted:
WHEREAS, the County Commissioners of Washington County, Pennsyl-
vania, did on the 17th day of April, 1922, duly adopt a certain form of bond

and interest coupon to be issued by the said County as evidence of indebted-
ness in the matter of the proposed issue of $500,000 - 4* per cent Road
Bonds, Series A, 1922, and
WHEREAS the Registration Clause in said bond form as then
adopted read as follows!:
"This bond' shall ,pass by delivery or may be registered as to
principal only upon the bond registry book of the County of Washington,
to be kept at the office of the- Treasurer of said County of Washington,
at Washington, Pa. , and upon the back hereof by said Treasurer, after i
which no transfer shall be made except by the registered holder or
holders in, person or by his or their duly authorized attorney, and
such transfer shall be noted upon said bond registry book and upon the
back hereof, ,provided, however, that this bond- may be transferred to
bearer and negotiability thereby restored,: and shall. eontinue subject
to successive regis'trations. or transfers to bearer, at the option of
-the holder or holders for the time being, but no such registration of
'the principal shall affect the negotiability of the coupons hereto
annexed, which shall continue to be transferable by delivery merely."
And, WHEREAS, it appears that the mode of registration therein �
set forth does, not conform to the system heretofore and at present in vogue;
in said Washington County in that registration of bonds has been and is now
under the supervision of the Clerk to the County Commissioners and not under
the supervision of the County Treasurer as set forth in said form.
Now, BE IT RESOLVED, that the bond form to be used in said
proposed issue, of $500,000 - 4* per cent Road Bonds, Series A, 19220 be and
the same is hereby changed and amended to read as follows:
"This bond shall pass by- delivery or may be registered as to
principal only upon the bond registry book of the County of Washington,
to be kept at the office of the County Commissioners of said County of
Washington, .at 'Vashington, •Pa. , and by endorsement upon the back hereof,
. by the Clerk for the time being for the County Commissioners, after
which no transfer shall be made except by the .registered holder or :
holders in person or by his or their duly authorized attorney, and
such transfer shall be noted upon said bond registry book and upon -the i
back hereof, provided, however, that this bond may be transferred to
bearer. and negotiability thereby restored, and shall- continue subject
to successive registrations or transfers to bearer, at the option of
the holder', or holders for the time being, but no such registration of
the principal shall affect the negotiability of the coupons, hereto
annexed-, 'which shhll -continue to be transferable by delivery merely.".
and- in all other respects to stand as passed.
Duly presented and unanimously adopted at a regular meeting of
the Board of County Commissioners of Washington County,- Pennsylvania, held
April 26, 19221 at which all members of the Board, to wit, Messrs. Walker,

There being no further business, the Board adjourned.

At 11:10 A.M. joint meeting of Commissioners and County Con-
troller to open bids for the purchase of $500,000.00 Road Improvement
Bonds, Series A 1922, as per advertisement duly inserted by County Con-
troller; present for County Commissioners, Messrs. Walker, Johnston and
Ecker, for Controller's Office, T. J. Underwood, County Controller. In
the presence of the County Commissioners bids were presented from the
following:-

All_bids accompanied by certified check in the sum of $10,.000.009 as
required.
Motion by Mr. Ecker, seconded by Mr. Johnston, that the bonds
be awarded to the highest bidder, to wit, The Guaranty Company of New York,
at its bid of par, accrued interest and premium of $25,135.00, and that
certified checks accompanying proposals of unsuccessful bidders be returned.
Motion unanimously - carr-fed.
