by, Mr. Johnston, that the Sheriff be instructed to purchase at once such
equipment in the way of fire-arms and gas bombs as he might deem necessary
for use in such emergencies as might arise. Motion unanimously carried.

Motion by Mr. Bcker, seconded by Mr. Johnston, that the sum
of Two Thousand ($2000.00) Dollars be appropriated to the Mothers of Democ-
racy, Canonsburg, Pa.,, to be paid to the proper officer, to be applied to
the cost of, erecting a proposed Memorial in the community ,of Canonsburg,
in honor of soldiers,- ,sailors and marines, the design of the proposed
Memorial to have the approval of the State Art ,Commission, as required by
Act of Assembly. motion unanimously carried.
Motion by Mr. Bcker, seconded by Mr. Johnston, that the
County Solicitor be directed to immediately take the legal action necessary
to Permanently improve the uncompleted section of the Washington-Monongahela
Pike and to place before the Grand Jury the matter of issuing Three Hundred
Thousand ($300,000.00) Dollars of bonds of the remaining portion of the
Million Dollars of bonds voted upon and authorized by a majority vote of
the electors of- Washington County on June 18, 1919.. Motion unanimously
carried.

!action by Mr. Johnston, seconded by Mr. Walker, that certain
judgments against the County of Washington, amounting in number to some 57,
obtained upon suits against the County- for salaries due, by reason of the
refusal of the County Controller to allow payment -to be made when due, be
paid in the following manner; warrants. to be drawn in the names of the
various plaintiffs for the amounts due as debt and interest, and a single
warrant be drawn in the name of H. E. Pollock, Prothonotary, ,for the amount
due as record costs. Question called for; voting "Aye", Messrs. Johnston
and Walker; voting "No" , Mr. Baker. In voting "No" Mr. Esker stated that
he wished to go on record as opposing the payment of the debt, interest and
costs in these cases in the manner set forth above, but as favoring the
payment thereof as warrants were originally and legally drawn on July 25th,
1922, payable to each plaintiff in full of debt, , interest and costs in each
individual case. Motion carried.
The following RESOLUTION duly presented and unanimously adopted:
WHEREAS, parts of the State Highway leading from Washington to
Monongahela, formerly the Washington and Williamsport Turnpikes now consti-
tuting a portion of Route No • 118, as defined in the Act of May- 31, 1911,
P. L. 468, Section 6, are in very bad state of repair:
AND, WHEREAS, the State Highway Department is unable to improve
said portions of said highway because no funds are available for such improve-
ment,
NOW be it resolved that the County of Washington, acting under
the authority conferred upon it by the Act of Assembly approved the loth
day of March, 1921, P. L. 26, does hereby appropriate a sum not exceeding
Three hundred thousand ( 300,000.00) Dollars for the purpose of -improving
the following described sections of said highway:
First: Beginning at the end of the brick road at Valley Inn
and extending in a Westerly direction, a distance of about 3.6 miles to
the concrete road at the residence of Wm. Hixon.
Second: Beginning at the end of the concrete road at the
village of Dunningeville and extending in a Westerly direction a distance
of 4.1 miles to the concrete road near the residence of Samuel Clokey.
2. That before said improvement is begun the same shall be
submitted to and the plans and specifications shall be approved by the
State Highway Department.
3. For the purpose of raising funds for the improvement,, of

said sections of said highway, resolved- further, that (subject to approval
of the Grand Jury) the County of Washington issue- bonds to the par value
of three hundred thousand ($300,000.00) Dollars, as a part of the One million
($1, 000,000.00) Dollar bond issue authorized by a vote of the electors of
said County on the 17th day of June, 1919, . for the purpose of raising funds
for the improvement of said sections of said highway, the unexpended balance
of the proceeds of said fund to be employed only in the improvement of other
roads already duly authorized by the Court of Quarter Sessions of said County.
The following RESOLUTION was duly presented by, Mr. Johnston
and seconded by Mr. Ecker:
WHEREAS, By virtue and in pursuance of a special election held
in the ,County of Washington on the 17th day of June, 1919,. the assent of the
electors was obtained for the purpose of increasing the bonded indebtedness
of the said County in and by the amount of One Million ($1,000,000.00)
Dollars for the purpose of providing funds for' permanently improving,
repairing, andmaintaining the public roads and highways in said County as
provided by the Acts of Assembly of May 11, 1911, .P. L. 244, and May 31,
1911, P. L. 468, and the amendments thereof and supplements thereto, and
WHEREAS, it is proposed to issue Three Hundred (300) Road
Improvement Bonds of the denomination of one Thousand ($1,0000.00) Dollars
each for the purpose of providing funds for permanently improving, repair-
ing and maintaining the public roads and highways in said County as provided
by ,the aforesaid Acts and the amendments thereof- and supplements thereto, and
WHEREAS, : the amount of bonds to be so issued exceeds one tenth
(1/10) of- one (1) per centum of the total valuation of all property for
taxable purposes in said County as shown by the last triennial assessment
in said County, and the issuance thereof should be approved by the grand jury
and, the Court of Quarter Sessions.
NOW, TH 'REFORE, BE IT RESOLVED, That there ,shall be submitted,
to the Grand Jury of Washington County on Saturday, August. 19, 1922, at 9:15
o 'clock A. M., the proposal to issue Three Hundred (300) Road Improvement
Bonds of the denomination of One Thousand Dollars ($19000.00) each, for the'
purpose of providing funds for permanently improving, repairing and maintain-
ing the public roads and highways_ in said County as provided by the Acts of ,,
Assembly of May 110 1911s P. L., 244, and May 31, 1911, P. L. 4681, and the
amendments thereof and supplements thereto, and as assented to by the
electors of Washington County by virtue and in pursuance of. a special elec-
tion held in said County on the 17th day of June, 19198 for their approval
or disapproval.

AND BE IT FURTHER RESOLVED, That said proposed issue of Road
Improvement Bonds be submitted to the Court! of Quarter Sessions on Saturday,
August 19: 1922, at 10 o'clock A.M. , for its approval or disapproval.
Presented and adopted- at a regular meeting of the Board of
County Commissioners of 'Washington County held at their- office in the Court
House at Washington, Pennsylvania, on the 31st day of July, 1922, and to be
duly recorded in the minutes of said Board.
There being no further business, the Board adjourned.

A RESOLUTION
authorizin the issuance of Three hundred
thousand ( 300, 000) Dollars of bonds of the
County of Washington, Pa. , for the purpose
of providing funds for permanently improv-
ing, repairing and maintaining certain
public roads and highways in the County of
Washington, as provided by Acts of Assembly
of May 11, 1911 P.L. 244 -and May 31, 1911
P.L. 468 and the amendments thereof and
supplements thereto; to approve the form
of bond; and to provide for the assessment,
levy and collection of a tax to pay the
interest and taxes covenanted to be paid
thereon and the principal thereof at
maturity.
WHEREAS, by resolution duly adopted -May 15, 1919, the County
Commissioners of the County of Washington, Pa. , did signify their desire to
increase the bonded indebtedness of said County in the amount of $1, 000, 000,

for the purpose of providing funds for permanently Improving, repairing and
maintaining public roads and highways in 'the County of Washington, as pro-
vided by Acts of Assembly of May 11, 1911, P.L. 244, and May 31, 1911, P.L.
468, and the amendments thereof and supplements thereto; and
WHEREAS, by separate resolution duly adopted the same date,
said Board of County Commissioners fixed June 17, 1919 as the date for
holding a public election upon said increase of the bonded indebtedness of
said County,; and
WEEMS, said election after being advertised, was held, and
a majority of the qualified electors voting at said election assented -to the
increase of said indebtedness of said County in the sum of $1, 000, 000, as
aforesaid, as appears by the return of the Clerk of the Court of Quarter
Sessions, a certified copy of which has been furnished to the Board of
County Commissioners and placed of record upon their minutes; and
WHEREAS, said County of Washington has entered into certain
contracts with the State Highway Department for, the permanent improvement
of certain highways as State and State Aid Highways under the Act of May 31,
1911, P.L. 468, and the amendments thereof and supplements thereto; and
WHEREAS, by proper proceedings in the Court of Quarter Sessions
for said County, authority has been given for the permanent improving of cer-
tain roads as County Roads under the provisionsof the Act of May 11, 1911,
P.L. 244, and the amendments thereof and supplements thereto, and the Grand
Jury of said Court of Quarter Sessions, meeting during August Term of 1922,
has duly certified its approval of the issuance of bonds up to the sum of
$300, 000 for the permanent improvement of said County Roads and State Roads
or any of them, and a. deoree of Court to the same effect has been duly
entered August 19, 1022, pursuant to said consent of the Grand Jury.
NOW, therefore, be it resolved:
SECTION 1. That for the purpose of providing funds for
permanently improving, repairing and maintaining certain public roads and
highways in the County of Washington, as provided by Acts of Assembly of
May , 11, 1911 P.L.-244, ,,and May. 31, 1911, P.L. 468, and the amendments
thereof and supplements thereto, the County Commissioners of Washington
County do hereby ,autharize the incurring of a, debt by said County in the , ,
sum of $300, 000.00, and direct the issuing of coupon bonds therefor in the
form and subject to the- conditions hereinafter set forth, to be known as
WASHINGTON COUNTY ROAD BONDS, SERIES B, 1922.
SECTION 2. Said bonds shall be issued in the denominations
of $1, 000.00 each, numbered respectively from 1 to 300, inclusive, maturing
as follows:

SECTION 3- Said bonds shall be dated November 1, 1922, and
shall bear interest at the rate of 4* per cent per annum, payable semi-
annually, on the lot day of May and November in each year until the same
shall mature, said interest to be represented by detachable coupons in the
form hereinafter set- forth.
SECTION 4, Said bonds shall be free from any tax or taxes,
except succession and inheritance taxes, which are now or may hereafter be
levied and assessed by or under the authority of the-commonwealth of Penn-
sylvania upon the interest or principal thereof, all of which said taxes
the said County of Washington hereby covenants and agrees to pay.
SECTION 5. Be it further resolved, that an annual tax
beginning with the year 1923, be and the same is hereby levied and assessed

upon the proper subjects of taxation within said County, to be applied solely

SECTION 6. There is hereby appropriated from the current
funds of the County of Washington, the sum of $14, 000.00, for the purpose
of"paying the interest and State Tax upon said bonds for one year, said sum
to be repaid to the Treasury of the said County from the tax her'einbefore
levied and assessed when the same shall be collected. ;I
SECTION 7. All bonds issued by virtue of this resolution
shall be and become a part of the funded debt of the County of Washington, -
and for the payment of the principal of said bonds and the taxes, and annual
interest accruing thereon the faith, honor, credit and ,property p f said
County of Washington are hereby and shall continue pledged.
SECTION 8. Said bonds shall be executed in theiname of the
County of Washington by the County Commissioners, and countersigned by the
County Controller, and said Commissioners shall cause the seal of said
County to be duly affixed thereto, attested by the Clerk, ,and the interest
coupons annexed to said bonds shall be authenticated by ,the facsimile
signatures of the County Commissioners and countersigned by thel'facsimile
signature of the County Controller.
Said bondsand coupons shall be substantially in the following
form:

This bond is one of a series of 300 bonds of like date,- amount

ington, for the purpose of providing funds for permanently improving, repair-
ing and maintaining certain public roads and highways in the County of Wash-
ington, as provided by Acts of Assembly of May 11, 1911, , P.L. 244 and May 31,
1911, P.L. 468, and the amendments thereof, and supplements thereto and under
and in pursuance of the Acts of Assembly of the Commonwealth of Pennsylvania
approved April 20, 1874, and the supplements thereto and amendments thereof,
and pursuant to resolutions of the County Commissioners of Washington County,
duly adopted, and the authority granted by the electors at an election duly ,
held June 17, 1919.
It is hereby covenanted and agreed that all acts and conditions
required precedent to or in the issuing of this bond have been done and per,.
formed, as required by law, and that the total indebtedness of the County of
Washington, including this issue of bonds, • is not in excess of any statutory
or constitutional limitation, and that an annual tax sufficient for the pay=
ment of the interest and taxes agreed to be paid, and the principal of said '
bonds, as the same become due, has- been- duly levied and assessed.
This bond shall pass by delivery or may be registered as to
principal only upon the bond registry book of the County of Washington, to
be kept at the office of the County Commissioners of said County of Washing-
ton, at Washington, Pa:., and by endorsement upon the back hereof by the Clerk
for the time being for , the County Commissioners, after which no transfer
shall be made except by the registered holder or holders in person or by his
or their duly authorized attorney, and such transfer shall be noted upon said
bond registry book and upon the back hereof, provided, , however, that this
bond may be transferred to bearer and negotiability thereby restored, and
shall continue subject to successive registrations or transfers- to bearer,
at the option of the holder or holders for the time being, . but no such regis-
tration of the principal shall affect the negotiability of the coupons hereto
annexed, which shall continue to be transferable by delivery merely, and in ,
all other respects to stand as passed. -
IN WITNESS WHEREOF the County Commissioners of the County of
Washington have caused this bond to be issued in the name of said County,
signed by them, and countersigned by the County Controller, and caused the
seal of said County of Washington to be hereunto affixed, attested by the
Commissioners' Clerk, as of the first day of Nov. , 1922, and have caused
the coupons hereto attached to be signed-by the engraved facsimile of the
signatures of said County Commissioners and County Controller.
