IMR LIMITED E00718327LD, Minute No. 898 Washington County Commissioners Washington, Pennsylvania, February 17, 2011 The Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Larry Maggi, Bracken Burns and Diana Irey Vaughan. Also being present: Scott Fergus, Director of Administration; Mary Helicke, Chief Clerk; Lynn DeHaven, Solicitor;.Linda Belcher, Administrative Assistant; Joy Sprowls; Commissioners' Office; Tim Kimmel, Director of Human Services; Lisa Cessna and Melanie Thomas Finney, Planning Commission; Reverend Geoffrey Rach, Canonsburg United Presbyterian Church;. Mahlon Sibert, American Legion Post 639; Jean Byers, BPW; members ,of the MATHCOUNTS team; Melanie Schwartz, Peters Township Middle School; Carl Maggi, John Adams and Harlan Shober, interested citizens; Linda Metz, Observer - Reporter and Jim Jefferson, WJPA, . Chairman Maggi called the meeting to order at approximately 1000 a.m.: Reverend Rach led the meeting with aprayer. Mr. Sibert led the Pledge of Allegiance. Chairman Maggi entertained a motion to approve Minute No. 897 dated February 312011 as written. Moved by Mr. Burns, seconded by Mrs. Irey Vaughan, approving Minute No. 897 as.written. Roll call vote taken: Ms. Irey Vaughan — Yes; Mr. -Burns - Yes; Mr. Maggi - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS The Commissioners presented certificates, of congratulations to team members of the MATHCOUNTS competition that was held on February 5`` at Washington and Jefferson College. On behalf of the students, Jean Byers thanked the: Board for the certificates. and briefly outlined what the - competition was all about and complimented the students for doing so well this year. The Commissioners read a resolution regarding their support of renewing Growing. Greener. Moved by Mr. Burns, seconded by Mrs. Irey. (RECESS FOR PHOTOS) PUBLIC COMMENTS John Adams of Avella, commented on Senator Solobay attending the Super.,Bowl Game courtesy. of Consol ., Energy. He stated that elected officials should not receive special gifts from corporations. OLD BUSINESS Solicitor DeHaven recommended the Board award the bid. for providing, repairing and installing radio equipment, etc. for law enforcement vehicles to Staley Communications, Wheeling, WV. Anthony Spossey . And the following reappointments to the SPC Participation Panel: Nancy Basile Tom Casciola Michael Chromulak Andrew Cooper Bob Griffin Philip Fiamara . Shelia Gombita David Good Stephen Hall Deb Keefer Joe Kirk Mike Kutsek William McGowen Susan Morgan Lue Ann Pawlick Mary Lynn Spilak Mary Stollar Ned Williams Jeffrey Yates Moved by Mrs. Irey Vaughan, seconded by. Chief Clerk presented to the Board for. their consideration and approval the acceptance of a grant in the amount of $27,000 to develop multi -municipal airport hazard zoning ordinances for the Washington County Airport. A match is required in the amount of $3,000 and will be paid by the Washington County Redevelopment Authority. Moved by Mr: Burns, seconded by Mrs. Irey Vaughan, approving the acceptance of the, grant as per above. Roll call vote taken: Mrs. Irey Vaughan - Yes; Mr. Burns - Yes; Mr. Maggi - Yes. Motion carried unanimously, Chief Clerk presented to the Board for their consideration and approval a contract with Dominion Voting for election support in 2011 in an amount not to exceed $58,660.: Moved by Mr..Burns, seconded by Mrs. Irey Vaughan, approving the contract with Dominion Voting as per above. Roll call vote taken: Mrs. Irey Vaughan; Yes; Mr. Burns - Yes; Mr. Maggi -.Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval of a grant application.for the Crime Victims (VOCA) Program in the amount of $170,126 and approval of a professional services contract with Mary Volkar for consulting services for the Crime Victim/Witness. Assistance Program. It is to be noted this contract is subject to the availability of VOCA funds. Motion carried unanimously: Chief Clerk presented to the Board for their consideration and approval the purchase of a modern selector retrofit package for four elevators at the Health Center. The selector package installation will be provided by Eastern Elevator, Service and Sales, Windber, PA., in accordance with the current time and material contract at the cost of $8,485.00 per elevator. The costs of the.upgrade will be paid from capital. Moved by Mr. Burns, seconded by Mrs. Irey Vaughan, approving the foregoing modern selector. retrofit package.
