Washington, Pennsylvania, June 16, 2011
The Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square,
Washington, Pennsylvania, with the following members being present: Commissioners Larry Maggi, Bracken Burns and Diana
Irey Vaughan. Also being present: Scott Fergus, Director of Administration; Mary Helicke, Chief Clerk; Lynn DeHaven,
Solicitor; Linda Belcher, Administrative Assistant; JoAnn Metz and Joy Sprowls, Commissioners' Office; Melanie Thomas
Finney, Planning Commission; Barry Grimm, Director of Veterans' Affairs; Thomas Shade, American Legion; Reverend Donald
Austin, Chartiers Presbyterian Church; Frank Bird, Ron and Maya Patch, Carl Maggi, Harlan Shober, Dave Bober and John
Adams, interested citizens; Barbara Miller, Observer -Reporter and Jim Jefferson and Dave Floyd, WJPA.
Chairman Maggi called the meeting to order at approximately 10:05 a.m.
Reverend Austin led the meeting with a prayer.
Mr. Shade led the Pledge of Allegiance.
Chairman Maggi entertained a motion to approve Minute No. 905 dated June 2, 2011 as written.
Moved by Mr. Burns, seconded by Mrs. Irey Vaughan, approving Minute No. 905 as written.

SPECIAL ORDER OF BUSINESS
The Commissioners presented a certificate to the First Baptist Church of McDonald congratulating the congregation in
celebrating their church's 125'' anniversary.
Mrs. Brown accepted the certificate and thanked the Board very much for presenting and recognizing their church's
milestone. She gave some history of the church and their mission to help those in need.

PUBLIC COMMENTS
Dave Bober, of Canonsburg, addressed the Board regarding the redevelopment that is taking place in Canonsburg.
He noted this is very good for the area and hopes the work continues. Mr. Bober briefly spoke about the economy and its
effects on our country.
Maya Patch, of Carroll Township, made comments regarding Senate Bill 900 which addresses blight in communities and
what options are available to address this subject. She stated that this has been an on -going problem in many communities
and requested the Board look into this bill and take the necessary steps to enforce this law.
John Adams, of Avella, informed the Board that good government means good choices. He also mentioned the recent
article regarding the Manchester Farm located in Avella.
Chairman Maggi noted while he as at the Cadet Youth Camp, he met a cadet who was from Iraq and an amputee. He
pointed out that with all the hardship he has been through he was able to make an impression on him and the others at the
camp.
OLD BUSINESS
Solicitor DeHaven recommended the Board award the bid for coffee services for the Washington County Health Center`
residents to AVI Food Systems, Warren, OH at a total yearly cost of approximately $12,038. If approved, the contract will be

effective August 1, 2011 through July 31, 2012 with the option to extend for two additional one-year periods. This bid is being

Pittsburgh, PA., as additional time is needed to evaluate the bid responses.

NEW BUSINESS
Chief Clerk presented to the Board for their consideration and approval and ratification of a twelve-month extension for
two grants with the Pennsylvania Department of Community and Economic Development. Both grants are for the Memorial
Garden outside the Family Court Center and the expiration date will now be June 30, 2012. No County funds are required.

Chief Clerk presented to the Board for their consideration and approval a grant application with the Department of
Justice for the purchase of bullet-proof vests for the Sheriff's Office. This federal grant in the amount of $15,268 requires a
County match for an equal amount.

Program sponsored by the Pennsylvania Department of Health.

is $274,392 and no county funds are required.

Chief Clerk presented to the Board for their consideration and approval of a purchase of service agreement addendum
with Gannondale for the period of July 1, 2010 through June 30, 2011. The addendum includes attachments including program
description, finalized rates, Affirmative Action requirements and an audit clause. The contract authorization amount will
remain unchanged at $150,000 and no additional county funds are required.

School, Inc., a residential treatment facility, to provide child welfare services to eligible residents. This agreement will run from
July 1, 2010 through June 30, 2011 for the sum of $150,000. No additional county funds are required.

Services, Inc. to provide ongoing support services to the Washington County Health Center including, but not limited to,
support for the upcoming Department of Health Survey and interim NHA support. This work plan will run from June 1, 2011
through June 30, 2011 at a fee of $1,200 per day per clinical consultant. No additional county funds are required.

Chief Clerk presented to the Board for their consideration and approval of a purchase of service agreement with Jaso
Walsh, Esquire to provide TPR, adoption and related Orphan's Court services for Children and Youth Services. This
agreement will run from July 1, 2011 through June 30, 2012 for a sum not to exceed $40,000. No additional county funds are
required.

Chief Clerk presented to the Board for their consideration and approval to ratify the following emergency purchases:
Rental of multiple air units for the Courthouse. The estimated monthly cost is $11,100 for spot coolers and will
service the President Judge, Judge Bell, Court Administrator and the Clerk of Courts Offices. This purchase will
be paid from the Building and Grounds operating funds.
Six fans, six VFD's and Control Box from Standard Air & Lite Corporation at a cost of $39,524.00 to repair the
Courthouse air handler. In addition to the parts, FITS, our contract of record is estimating an additional
$15,000 for installation. The total amount is estimated at approximately $55,000. This purchase has been
recommended for approval to be paid from capital funds.
Tree removal with Newman's Landscaping and Tree Service, Inc., in the amount of $37,500.00 for tree removal at
the Washington County Airport. The tree removal is necessary to eliminate a hazard and restore the ILS
minimums to an acceptable level for Runway 27. This purchase will be paid from the airport operating funds.

IMR Contract for Recorder of Deeds Tax Book Conversion - with IMR Limited at an estimated total cost of
$199,000.00. This contract is for tax book conversion. No county dollars are required as this will be paid from the
Records Improvement Fund.

State Contract:
One I Pad for the Recorder of Deeds Office at a cost of $721.71 plus service at $42.99/month
One air card that will be used by Children and Youth Services Office (Joyce A. Hatfield -Wise) for the purpose of
accessing internet websites including work -based email and legal research sites as needed. The cost of this
service is $42.99 per month through Verizon Wireless which will be paid from their operating budget. The card
will be free with activation.
Smart Phone through Verizon for the Director of Nursing at the Health Center. The cost of the I phone 4 is $199
and the monthly cost of the Smart Phone will be $89.. The plan includes unlimited data, 450 anytime voice
minutes and unlimited text messaging. This purchase will be paid from the department's operating fund.

Chief Clerk presented to the Board for their consideration and approval an automatic license plate recognition sole
source purchase with Major Police Supply, Kenvil, NJ in the amount of $53,850.33, including the supporting hardware (server)
purchase from CDW-G in the amount of $6,149.47 for the District Attorney's Office. The entire amount will be funded from the
Technology Grant with no county dollars required.

An executive session was held June 15, 2011 immediately following the Agenda Meeting as an information session

The next Board of Commissioners' Meeting and monthly Salary Board Meeting will be held on July 14, 2011.
