The Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square,
Washington, Pennsylvania, with the following members being present: Commissioners Larry Maggi, Bracken Burns and Diana
Irey Vaughan. Also being present: Scott Fergus, Director of Administration; Mary Helicke, Chief Clerk; Lynn DeHaven,
Solicitor; Linda Belcher, Administrative Assistant; Joy Sprowls, Commissioners' Office; Melanie Thomas Finney, Planning
Commission; Tim Kimmel, Director of Human Services; Dan Reitz, Washington County Council on Economic Development;
Barry Grimm, Director of Veterans' Affairs; Pastor Bob Turrell, Trinity Bible Fellowship Church; George Ross, American
Legion; Matt Stultz, Trinity High School and members of the music department; Kathy Costantino and Matt Uram, SWPA

Chairman Maggi called the meeting to order at approximately 10:00 a.m.
Pastor Turrell led the meeting with a prayer.
Mr. Ross led the Pledge of Allegiance.
Chairman Maggi entertained a motion to approve Minute No. 909 dated September 1, 2011 as written.
Moved by Mr. Burns, seconded by Mrs. Irey Vaughan, approving Minute No. 909 as written.

SPECIAL ORDER OF BUSINESS
The Commissioners presented an engraved plaque to Matt Stultz, of the Trinity High School Music Department, for
receiving the Best Communities for Music Education Award.
Mr. Stultz thanked the Board for this recognition and stated it is an honor to teach such a fine group of students and
commended them on their efforts in achieving this award. Commissioner Burns pointed out the importance of music being
taught in our schools.
The Commissioners read a proclamation declaring September 18-24, 2011 as "Employ the Older Workers" Week.
Moved by Mrs. Irey Vaughan, seconded by Mr. Burns, adopting the foregoing proclamation.

Motion carried unanimously.
Matt Uram, of SWPA AAA, accepted the proclamation and thanked the Board for their continued support in the
importance of employing the older worker. He introduced staff members and acknowledged their dedication and hard work in
the programs that is available to older workers to get back into the work force.
The Commissioners read a proclamation declaring the month of September as "Dignity and Respect" Month in
Washington County.

Mary Jo Podgurski, of the Teen Outreach, accepted the proclamation and thanked the Board for brining awareness to
the importance of dignity and respect especially to the needy, disabled and mentally ill in our community.

LIC COMMENTS
Bob Donnan, of McMurray, expressed several concerns regarding gas wells #35, 36 and 39 in Cross Creek County Park.
He was concerned that Range Resources removed timber without authorization in the park and from a neighboring property,
violating their lease agreement. He also stated concern about radiation and flowback resulting in a fish kill in Cross Creek.
Chairman Maggi referred Mr. Donnan to Mr. Fergus, Director of Administration, to clarify some of the information
presented.
John Adams, of Avella, commented on the current economic situation and noted taxpayers are tired of paying more in
taxes.
OLD BUSINESS
Solicitor DeHaven recommended the Board award the bid for the plumbing services to McVehil Supply Co., Inc.,
Washington; the lowest most responsive and responsible bidder meeting requirements. This contract is for plumbing services
on a "time and material' basis. All material is at a 15% discount from list price and the total yearly cost for 2011 is
roximately $15,000 for all county facilities. The contract will be effective October15, 2011 through October 31, 2012 with the
option to renew for two additional one year periods.

Solicitor DeHaven recommended the Board award the bid for heat pumps to Allegheny Engineering Co., McMurray, PA
for the period of September 15, 2011 through September 30, 2012 with the option to extend for four one-year periods based on the
"per unit" cost submitted in their bid proposal. The total cost per year for this bid award is approximately $50,410.00.

The total bid amount is $299,900.00 and will be paid from Capital Funds.

nursing services for the Health Center including the Correctional Facility, to the following vendors:
1. ATC Health Care, Pittsburgh PA
2. Compassionate Care, Washington, PA
3. Delta-T Group Western PA, Carnegie, PA
4. Lead Staffing Corporation, W. Cavina, CA
5. MED-Ready Staffing, Cranberry Township, PA
These agreements will be effective through September 30, 2014 with the option to extend for two additional years by
mutual agreement.

Solicitor DeHaven recommended the Board approve an extension to the bid contract with Schultheis Electric, Latrobe
PA for electrical service for the period of January 1, 2012 through December 31, 2012. Allwork is to be done based on a "time
and material" rate on an "as needed" basis.

NEW BUSINESS
Chief Clerk presented to the Board for their consideration and approval an amendment to the current agreement with the
Commonwealth of Pennsylvania, Office of the Budget for the Washington County Council on Economic Development. The
amendment will approve an increase of $250,000 RACP funding to their current agreement increasing the total amount to
$2,250,000.

Chief Clerk presented to the Board for their consideration and approval a contract with Lee Taddy, of Imperial, Pa to
provide qualified community service monitoring services to alleged and adjudicated delinquent youth in the County. The
agreement will not exceed $34,200 and is effective September 1, 2011 through June 13, 2012.

Chief Clerk presented to the Board for their consideration and approval authorization to adjust the fee schedule for
subdivisions and land development reviews so that property line shifts and 1 to 2 lot subdivisions are the same fee of $25
(previously property line shifts were $20 and subdivisions were $25). Additionally, nonresidential subdivisions is being clarified
that the fee is for the gross square feet of buildings on the site only.

Chief Clerk presented to the Board for their consideration and approval of a revised division order with Range Resources
for well 6H adjusting the decimal interest from .11855514 (per the order approved in April 2009) to .11816037 per the correction
from Range. This change will result in a slight decrease in royalty payments and is intended to correct the total acreage of the
Park Property in the Unit.

Chief Clerk presented to the Board for their consideration and approval of the revised by-laws of the Washington County
land Preservation Program as required by the Bureau of Farmland Preservation and recommended by the Washington
County Farmland Preservation Board. The changes add provisions for eligible non-profit agencies; donations of easements;
provisions for equine operations; clarifications to the required mapping including identification of priority agricultural areas
and clarification of landowner responsibilities.

Chief Clerk presented to the Board for their consideration and approval of an additional payment to Allegheny Ludlum
Corporation in the amount of $27,100 for additional costs incurred on removal and replacement of right of way fence and
relocation of electrical feeds in conjunction with the Chartiers #40 bridge project. These costs are a result of billings from
contractors above and beyond estimates for the work and will be paid 100% Act 26 funds.

the provision of medical records training and consultation services. The amendment clarifies the termination provisions and
establishes mutual agreement for determining scope of work and frequency of visits. The hourly and mileage rates remain
unchanged and no additional county funds are required.

The purpose of this agreement is to provide emergency phone interpreting services. The total associated monthly costs will be
billed to the using departments operating budget.
