The Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square,
Washington, Pennsylvania, with the following members being present: Commissioners Larry Maggi, Diana Irey Vaughan and
Harlan G. Shober, Jr. Also being present: Scott Fergus, Director of Administration; Lynn DeHaven, Solicitor; Mary Helicke,
Chief Clerk; Linda Belcher, Administrative Assistant; Joy Sprowls, Marie Trossman and Sue Orrick, Commissioners' Office;
Gary Bertosh, Director of Maintenance; Tim Kimmel, Human Services Director; Pastor Gary Gibson, North Buffalo
Presbyterian Church and Presbyterian Senior Care; Barry Grimm, American Legion; Melanie Finney, Planning Commission;
Frank Byrd and John Adams, interested citizens; Tony DePalma, WJPA and Barbara Miller, Observer -Reporter.
Chairman Maggi called the meeting to order at approximately 10:05a.m.
Pastor Gibson led the meeting with a prayer.
Mr. Grimm led the Pledge of Allegiance.
Chairman Maggi entertained a motion to approve Minute No. 920 dated February 2, 2012 as written.
Moved by Mr. Shober, seconded by Mrs. Irey Vaughan, approving Minute No. 920 as written.

PUBLIC COMMENTS
Frank Ludwin, of Cecil Township, asked the Board if they would' consider purchasing the McConnell property that is
located in Cecil Township and part of the Montour Trail for a county park. He noted Cecil Township is an ideal location to
have another county park in light of the many folks that use the trails for biking and hiking. He pointed out with all the
development taking place at Southpointe it would be nice to have more recreation areas. Mr. Ludwin stated he is a construction
volunteer of the Montour Trail and would like the Board to form a study committee regarding this matter on which he would be
willing to serve.
John Adams, of Avella, commented on the reassessment issue in Washington County and stated the taxpayers cannot
afford a reassessment.
OLD BUSINESS
Solicitor DeHaven recommended the Board authorize the extension of the contracts listed below. The contract
extensions are under the same terms and conditions as the original contract.
Kitchen and Laundry Equipment Repair
Action Commercial Kitchen Retiair. Hickory Pa
$56/hr. (normal business hours) & $84/hr. (after normal business hours)
plus $46 service charge Parts at list price

$60/hr. Plus $60/hr. for travel — Parts at list price
All work is done on a time and material basis as needed. This contract will be effective March 1, 2012 through
February 28, 2013. This extension is in accordance with the terms and conditions of the bid contract.

Solicitor DeHaven recommended the Board approve authorization to extend the contract with the following vendors
for vehicle repairs and maintenance:
Pancake Towing, Washington, PA
Towing - $50/light vehicle $65-medium vehicle plus $3/mile
Nowak Commercial Refinishing, Inc., Amity, PA
Mechanical - $45/hour; Body Repairs - $38/hour; AC Repairs-$45/hour
All work is to be done based on a "time and material' rate on an "as needed" basis. This contract will be effective
March 1, 2012 through February 28, 2013. The total yearly cost is approximately $25,000.

Chief Clerk presented to the Board for their consideration and approval the appointment of Dr. Ravi Kolli to the Ment
Health/Mental Retardation Advisory Board for a three-year term.

Health/Mental Retardation Advisory Board.

Chief Clerk presented to the Board for their consideration and approval an agreement for the support in the Election
Office for 2012 with Dominion Voting in Denver, Colorado in the amount of $58,660.00.

per above.

Chief Clerk presented to the Board for their consideration and approval a travel request for Justin Shawley,
CAD/Systems Manager in the Public Safety Department to attend the iCAD Boot Camp training session scheduled for
April 16-27, 2012 at the Intergraph Corporation facility in Huntsville, Alabama. This training is required and will be funded
from the 9-1-1 account. The total estimated costs for the two week class and travel is $5,000.

Chief Clerk presented to the Board for their consideration and approval of a budget modification for the Victims of
Crimes Act grant with the Pennsylvania commission on Crime and Delinquency. Adjustments are requested in several
categories with the total budgeted amount remaining the same.

Chief Clerk presented to the Board for their consideration and approval authorization to bid for the rehabilitation of Oak
Leaf Road in Cross Creek County Park. Costs will be paid through a grant from the Conservation District under the Dirt and
Gravel Road Program and oil and gas revenues.

selection procedures recently adopted.

Chief Clerk presented to the Board for their consideration and approval of a supplemental reimbursement agreement
with PADOT for the Chartiers #40, Paxton bridge in Chartiers Township. The agreement increases the reimbursement amount
for roadway costs an additional $100,000 to be paid 100% Act 26.

agreement with PADOT.

Child Care Information Services Department with the list of previously approved provider. The agreement will automatically
renew until one party notifies the other party, in writing, of their intent not to renew under the current terms.

& Pathways to the Future, Inc. that provided supervised visitation services during the period of July 1, 2010 through June 30,
2011 for a sum of $18,265 for Children and Youth Services Office. Also, the following purchase of service agreements that are
effective July 1, 2011 through June 30, 2012 with The Donegal Centre — not to exceed $75,000 and Michael Crabtree, PhD — not
to exceed $5,500.

Children and Youth Services Office.

agreement with Catholic Charities of the Diocese of Pittsburgh for Children and Youth Services Office for the period of July 1,
2011 through June 30, 2012. This addendum will add homemaker services to the current scope of the contract. The contract
authorization amount will remain unchanged and no additional county funds are required.

agreement with Hermitage House Youth Services for Children and Youth Services Office for the period of July 1, 2011 through
June 30, 2012. This addendum will increase the contract authorization amount from $100,000 to $250,000 due to utilization of
services greater than originally projected. No additional county funds are required.

Chief Clerk presented to the Board for their consideration and approval a travel request for ten staff members of the
Children and Youth Services Office to attend the annual Family Group Decision Making (FGDM) Conference in Lake Buena
Vista, Florida June 20-23, 2012. The staff will be presenting a formal workshop on the advanced practice that is being
used. It is to be noted Washington County was selected to assist in the preparations and planning for this year's International
Conference. The total cost of the trip will be approximately $10,630 and the cost to the county will be approximately $2,126. No
additional county funds are required.

Emerson Network Power, Liebert Services Inc., through Donwil Company, McKees Rocks, PA in the amount of $6,935 for
Court Automation for the period of January 16, 2012 through January 15, 2013. This is to provide 240 emergency service
coverage and preventive maintenance visits. The total cost of this maintenance will be paid from their operating budget.

Contract/COSTARS, and Washington County Bid Contract.
Correctional Facility - ratify the following lighting purchases from the Pennsylvania State Contract COSTARS. This
is one of the activities approved by DOE to be funded under the Energy Efficiency and Conservation Block Grant
(EECBG).
The purchases include: Outside Wall LED Lights, LED Exit Signs, Dayspace and Recreation Yard Lights
and LED Panels.
The breakdown is as follows:
$14,056.00 — The Hite Company (via CoStars 8)
$9,994.00 — Lavalux LED (via Costars 8)
The Correctional Facility will install all lights from The Hite Company in-house, while Lavalux LED will provide and
install their product.

with the new budget amount of $1,495 and Cool Valley Development Project LS11-30 with the new budget amount of $798,505.

An executive session was held on February 15, 2012 immediately following the Agenda Meeting as an information

with any and all legal actions pertaining to Washington County's appeal as per above.

ordinance.
