Chairman Maggi called the meeting to order at approximately 10:05 a.m. Reverend Turrill led the meeting with a prayer. Mr. Sibert led the Pledge of Allegiance. Chairman Maggi entertained a motion to approve Minute No. 924 dated April 5, 2012, as written. Moved by Mr. Shober, seconded by Mrs. Irey Vaughan, approving Minute No. 924 as written. Roll call vote taken: Mr. Shober - Yes; Mrs. Irey Vaughan - Yes; Mr. Maggi - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS The Commissioners presented a certificate recognizing The Rev. Dr. Bob Turrill for his service to the religious community of Washington County. Reverend Turrill will be leaving Washington County to become the President/CEO of Evangelical Church Alliance in Bradley, Illinois. Dr. Turrill accepted and thanked the Board for the certificate and for the opportunity to be a part of their meeting by offering the prayer. The Commissioners read a proclamation declaring April 22-28, 2012, as National Crime Victims Week in Washington County. District Attorney Gene Vittone accepted the proclamation and thanked the Board for their ongoing support to bring awareness of this problem. The Commissioners read a proclamation declaring April as Sexual Assault Awareness Month in Washington County. Joanna Dragan from the SPHS Care Center accepted the proclamation and made comments regarding the warning signals of sexual assault. She also passed out awareness packets to the audience that provided contact information. The Commissioners read a proclamation declaring April as Child Abuse Prevention Month in Washington County. Jay English from Children and Youth Services accepted the proclamation and thanked the Commissioners for their commitment to the Children and Youth Agency and acknowledged the CYS staffs work in going the extra mile for our children. The Commissioners read a proclamation declaring April 8-14, 2012, as National Libraries Week in Washington County. Diana Ambrose from Citizens Library accepted the proclamation on behalf of several librarians in attendance. She commented on technological changes that are occurring in the libraries. She also thanked the Commissioners for their ongoing support. The Commissioners read a proclamation declaring April 17, 2012, as Equal Pay Day in Washington County. Mary Jo Podgurski from Washington Hospitals' Teen Outreach Program accepted the proclamation. She indicated that the Teen Outreach program partnered with the Women and Girls Foundation to highlight the inequities in the paychecks of women versus men. They plan to implement several programs to help to bring awareness to this issue. BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLANIA IMR LIMITED E00718327LD (RECESS FOR PHOTOS) PUBLIC COMMENTS None OLD BUSINESS Solicitor DeHaven recommended the Board award the bid for the furnishing and delivering of office supplies to Office Max, Cranb , PA effective May 1, 2012 through April 30, 2015 with the option to extend for two additional one-year periods. The bid has been awarded to the lowest, most responsive and responsible bidder meeting the specifications. Bid responses were reviewed and recommended by the Purchasing Department. Moved by Mrs. Irey Vaughan, seconded by Mr. Shober, awarding the office supply bid to Office Max. Mr. Shober — Yes; Mrs. Irey Vaughan — Yes, Mr. Maggi — Yes. Motion carried unanimously. Solicitor DeHaven recommended the Board award the bid for the "Joint Municipal Purchasing Program" for Washington County to the following vendors based on their per unit cost as submitted in their bid proposals: Advanced Drainage Systems, Ludlow, MA Authorized distributor, Interstate Pipe, Washington, PA Chemung Supply Corp., Elmira, NY Hanson Aggregates BMC Inc., Connellsville, PA Russell Standard Corporation, Valencia, PA All items have been awarded to the lowest most responsive and responsible bidders meeting specifications. The contract will be effective date of approval through April 14, 2013 at a total yearly cost of approximately $10,000. All bid responses were reviewed and recommended for award by the Planning and Purchasing Departments. E Solicitor DeHaven recommended the Board authorize the extension of the current contract for the Correctional Facility Pharmacy Services Contract with Curtis Pharmacy, LTC Services, Washington, PA. The extension is effective through April 30, 2013 at a total yearly cost of approximately $104,000. This extension is under the same terms and conditions as the original contract. Moved by Mrs. Irey Vaughan, seconded by Mr. Shober, authorizing the extension for the Correctional Facility Pharmacy Contract. Mr. Shober — Yes; Mrs. Irey Vaughan — Yes, Mr. Maggi — Yes. Motion carried unanimously. Solicitor DeHaven recommended the Board authorize the extension of the current contract for the Elevator Maintenance for all county facilities to Otis Elevator Co., Pittsburgh, PA. The extension is effective July 14, 2012 through June 31, 2013 at a 5% discount from the prior. This extension is under the same terms and conditions as the original contract. M I N U T E 6R 5..5 BOARD OF COUNTY COMMISSIONERS IMR LIMITED E0077(i,3271 n NEW BUSINESS WASHINGTON COUNTY, PENNSYLANIA Chief Clerk presented to the Board for their consideration and approval of the following reappointments to the Children and Youth Advisory Board: Joanna Dragan, Michelle McIntyre, Vivian Osowski, Holly Sethman and Roger Young. The terms are effective through April 5, 2012. Moved by Mrs. Irey Vaughan, seconded by Mr. Shober, to approve the reappointments to Children and Youth Advisory Board.. Chief Clerk presented to the Board for their consideration and approval of an agreement with SPHS CARE, INC., in the amount of $169,781, to provide case management services for the County's Juvenile Drug and Alcohol recovery program. The agreement is effective October 1, 2011 through June 30, 2012 and is funded through the County's needs -based budget with a state reimbursement rate of 90 percent. Chief Clerk presented to the Board for their consideration and approval ratifying the Collective Bargaining Agreement between Washington County and Teamsters 205 (Jail Corrections Officers). The agreement is effective January 1, 2011 through December 31, 2013. Moved by Mrs. Irey Vaughan, seconded by Mr. Shober, to ratify the Collective Bargaining Agreement. Chief Clerk presented to the Board for their consideration and approval of a Right of Way agreement with Range Resources to bore under the Panhandle Trail in the Borough of Midway. Chief Clerk presented to the Board for their consideration and approval for authorization to bid for the fabrication and delivery of four new docks for Cross Creek Park and eight new docks for Ten Mile Creek Park. The estimated cost is approximately $45,000 which would be Itfrom oil and gas funds. Moved by Mrs. Irey Vaughan, seconded by Mr. Shober, to approve the authorization to bid for the fabrication and delivery of new docks for Cross Creek Park and Ten Mile Creek Park. Chief Clerk presented to the Board for their consideration and approval of a revised reimbursement agreement with PADOT for the construction of the Pigeon #30, Iams bridge in Somerset Township. The total estimated cost of $1,918,000 will be paid with federal, state and local dollars. Moved by Mrs. Irey Vaughan, seconded by Mr. Shober, to approve the reimbursement agreement with PADOT. Chief Clerk presented to the Board for their consideration and approval of a memorandum of understanding with the Household Hazardous Waste Collection Program through the Pennsylvania Resources Council to conduct a household hazardous waste collection on July 14, 2012. The agreement requires Washington County to provide volunteers to work the event and contribute $6,000 toward the event. To date, $4,000 has been committed to the program from the following organizations: Rice Energy - $2,000; Washington and Jefferson College - $1,000; Community Bank - $500; and Washington County Chamber - $500. Chief Clerk presented to the Board for their consideration and approval of the final change order with Trinity Contracting for the horse barn construction at the Washington County Fairgrounds in the amount of $3,595.25. The original contract price of $414,159.50 will be increased to $417,754.75. Chief Clerk presented to the Board for their consideration and approval of the following addendums to the purchase of service agreements for Children and Youth Services effective July 1, 2011 through June 30, 2012. The contract authorization amounts will remain unchanged: Family Care for Children and Youth Inc., Families United Network, Inc., and George Junior Republic in Pennsylvania. This addendum will include additional attachments with the program description, finalized rates, Affirmative Action Requirements and an Audit Clause. The contract authorization amount will remain unchanged and no additional county funds are required. The contract authorization amount will increase from $150,000 to $225,000 and dditional county funds are required. Chief Clerk presented to the Board for their consideration and approval of travel for Jennifer Lytton of Children and Youth Services to travel to Providence, Rhode Island to attend an accreditation boot camp for the Northeast Regional Children's Advocacy Center. The trip is being planned for May 6`' to May 8t'', 2012. The approximate cost of this trip, which includes travel, meals and lodging, will be approxima $889 and the county portion of this cost will be approximately $18. Chief Clerk presented to the Board for their consideration and approval of a purchase of service agreement addendum with Life's Work of Western Pennsylvania, Inc. for the period of July 1, 2011 through June 30, 2012, for Mental Health/Mental Retardation. The contract authorization amount will increase from $16,500 to $35,663 and no additional county funds are required. This individual will be appointed by the President Judge and will be paid at a monthly rate of $2,916.66 through June 30, 2012. No additional county funds are required. Chief Clerk presented to the Board for their consideration and approval to ratify an agreement with Icon Enterprises (Civic Plus) Inc., fFeral ebsite design and implementation services at a cost of $60,000, to be paid from capital funds. This purchase will be made from the GSA Schedule Contract and does not require bidding. Moved by Mrs. Irey Vaughan, seconded by Mr. Shober, approving the above agreement. Motion carried unanimously. ANNOUNCEMENTS An executive session was held April 4, 2012, immediately following the Agenda Meeting as an information session related to personnel. The monthly Salary Board meeting will be held immediately following today's meeting. All county offices will be closed Friday, April 6, 2012, in observance of Good Friday. SOLICITOR Solicitor presented to the Board for their consideration and approval an agreement with Range Resources - Appalacia, LLC, in regard to its operations under its oil and gas lease at Cross Creek Park and payment of consideration therefore to the County. The agreement provides for approval of location of three well pads and approval of the grant of a right of way. The agreement further provides for the consideration to be paid by Range for said approvals is an obligation by Range to construct and complete a walking trail of approximately 18,460 feet in length. The agreement further provides for modification of Range's obligation to complete in -kind services under a prior agreement of November 1, 2011 and further provides for a limited modification of the royalty to be paid to the County for production from existing wells under said lease.
