Irey. Co -Chairman Burns called the meeting to order at approximately 10:00 a.m. Reverend Stevenson led the meeting with a prayer. Mrs. Stephenson led the Pledge of Allegiance. Co -Chairman Burns entertained a motion to approve Minute No. 776 dated October 13, 2005. Moved by Mrs. Irey, seconded by Mr. Maggi, approving Minute No. 776 as written. Roll call vote taken: Mrs. Irey - Yes; Mr. Maggi - Yes; Mr. Burns - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS The Commissioners and President Judge O'Dell Seneca presented a certificate of congratulations to Lisa Sutherland for selecting the winning name, W.E.L.L. (Washington Employees Living Longer) for the Washington County Wellness Program. Judge O'Dell congratulated Ms. Sutherland and thanked her for taking time from her busy schedule to participate in the naming of the Wellness Program. The Commissioners read a Proclamation declaring November 15, 2005 and the month of November as "Prematurity Awareness" in Washington County. Moved by Mrs. Irey, seconded by Mr. Maggi, adopting the foregoing Proclamation. Roll call vote taken: Mrs. Irey - Yes; Mr. Maggi - Yes; Mr. Burns - Yes. Motion carried unanimously. Ms. Gailey accepted the Proclamation and gave some interesting statistics regarding premature births in the state of Pennsylvania. She also stated during the month of November landmark buildings in Pittsburgh will be displaying pink and blue lights and that if anyone is interested in doing this, should contact the March of Dimes in Pittsburgh. Ms. Gailey encouraged everyone to wear pink and blue during the month of November to show support for this worthwhile cause. The Commissioners read a Proclamation declaring the month of November as "National Adoption Month". Moved by Mrs. Irey, seconded by Mr. Maggi, adopting the foregoing Proclamation. Roll call vote taken: Mrs. Irey - Yes; Mr. Maggi - Yes; Mr. Burns - Yes. Motion carried unanimously. Mr. English accepted the Proclamation and thanked the Board for their support He also thanked the staff of Children and Youth involved with the adoption process through their office. (RECESS FOR PHOTOS) PUBLIC COMMENTS John Adams of Avella commented on current TIF issues and development around the City of Washington. Harry Sabatasse of Burgettstown again questioned the Board as to when they plan on stopping, or possibly forgoing, the elected officials pay raises. OLD BUSINESS Solicitor DeHaven recommended the Board award the bid for the Kitchen Ware and Equipment for Washington County Correctional Facility and Health Center to the following vendors based on their per unit cost as submitted in their bid proposals. Calico Industries, Inc., Annapolis Junction MD Curran Taylor Inc., Canonsburg PA Magna Industries, Lakewood NJ Memco, Inc., Independence MO Paper Products Co., Inc., Pittsburgh PA Sam Tell & Sons Inc., Maspeth NY This bid has been awarded to the lowest most responsive and responsible bidder meeting specifications. The bid will be in effect from November 1, 2005 thru October 21, 2006 with a total yearly cost of approximately $75,000. Moved by Mrs. Irey, seconded by Mr. Maggi, awarding the foregoing bid. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval of the Restrictive Intermediate Punishment Day Treatment Program grant with the Pennsylvania Commission on Crime and Delinquency. This State grant in the amount of $277,125 is for the period of October 1, 2005 through June 30, 2006 and does not require any county funding. Moved by Mrs. Irey, seconded by Mr. Maggi, approving the Restrictive Intermediate Punishment Day Treatment Program grant as per above. B. 0 0 .K BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Chief Clerk presented to the Board for their consideration and approval of a three month extension to the Elderly Abuse Grant. This would extend the original grant until March 31, 2006. Moved by Mrs. Irey, seconded by Mr. Maggi, approving the three month extension to the Elderly Abuse Grant as per above. Roll call vote taken: Mrs. Irey - Yes; Mr. Maggi - Yes; Mr. Burns - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the submission of the 2005-2006 Juvenile Probation Grant -in -Aid application to the Juvenile Court Judges' Commission. The anticipated grant amount for the fiscal year is $265,127. Moved by Mrs. Irey, seconded by Mr. Maggi, approving the foregoing submission of the 2005-2006 Juvenile Probation Grant -in -Aid application. Chief Clerk presented to the Board for their consideration and approval the an agreement prepared by PennDOT electronic access to PennDOT systems for electronic invoicing of expenditures associated with the Pigeon # 2, Stockdaletown bridge replacement in Monongahela. Moved by Mrs. Irey, seconded by Mr. Maggi, approving the agreement with PennDOT for electronic access as per above. Roll call vote taken: Mrs. Irey - Yes; Mr. Maggi - Yes; Mr. Burns - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a lease renewal with the Pennsylvania Trolley Museum for three separate tracts owned by Washington County and utilized by the Trolley Museum. The term is for ten years commencing on November 1, 2005 and ending October 31, 2005 with the right to renew for an additional ten years upon mutual consent of both parties. Moved by Mrs. Irey, seconded by Mr. Maggi, approving the lease renewal with the Pennsylvania Trolley Museum as per above. Roll call vote taken: Mrs. Irey - Yes; Mr. Maggi - Yes; Mr. Burns - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Commercial FBO Agreement with Air Charter Service, Inc. effective January 1, 2006. Air Charter will pay Washington County a fee of $7,728 per year paid in monthly installments of $664 based on a 4,000 square foot of office space and 18,400 square foot of hangar space at the Washington County Airport Beginning January 1, 2010 and each four year period therefore, fees may increase contingent upon specific factors outlined in the agreement. Chief Clerk presented to the Board for their consideration and approval authorization to advertise forbids for rental equipment for the Washington County Health Center. This equipment consists of pumps, suction machine, wide wheelchair, wound vacuum machine, trach air compressor and others. Chief Clerk presented to the Board for their consideration and approval authorization to advertise for bids for repairs to kitchen and laundry equipment at the Washington County Health Center and Correctional Facility on a time and material basis. Chief Clerk presented to the Board for their consideration and approval to ratify the following Change Order to the Renovation of the Health Center: A I Electric- Electrical Contractor - Change # 2 Additional work orders for relocation of electrical work due to new structural steel, provide two additional fixtures in nurses' station and other additional work due to unforeseen conditions for a total change order of $43,099. Moved by Mrs. Irey, seconded by Mr. Maggi, approving the ratification of the foregoing Change Order with A-1 Electric. Roll call vote taken: Mrs. Irey - Yes; Mr. Maggi - Yes; Mr. Burns - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval authorization to purchase twelve Nextel phones for Building Maintenance. The cost for this service is $278.80/month which is approximately $120 cheaper than our current service with a much better coverage area. The phones are $19.99 each. MINUTE BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA L 7 �l Chief Clerk presented to the Board for their consideration and approval the purchase of a 2006 Ford F250 Long Bed Pickup Truck for the Parks Department from Northeast Auto Outlet at the cost of $18,475. This is in accordance with the PA State Contract, therefore, it does not require bidding. The Capital Expenditure Committee has approved the purchase. above. Chief Clerk presented to the Board for their consideration and approval software support and maintenance with Informix Software for the following amounts: $6,088.60 to RBA for the renewal of the 2005 yearly software maintenance effective June 27, 2005 through December 31, 2005 for Pentamation and RBA Software $11,910 to RBA for the period January 1, 2006 through December 31, 2006 for Pentamation and RBA Software Approximately $11,627.65 to IBM for the period January 1, 2006 through December 31, 2006 for Court Automation with FACSS. The payment provision is amended as follows: Payment for services shall be made monthly on a program funded basis based on the approved budget of $27,500. Monthly reimbursements are $2,293.00 for the months of July through October 2004 and $2,291.00 for the months of November 2004 through June 2005. Motion carried unanimously. r L w 57 1 C� BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Chief Clerk presented to the Board for their consideration and approval the modifications to the Washington Federal Savings Bank note to the Washington County Agricultural Fair dated August 26, 2006 in the amount of $600,000. The changes will reduce the payment amount beginning September 1, 2006 to eleven payments of $45,782.73 and the principal payment of $53,708.78 due September 1, 2005 will be waived. The maturity date of the loan will change from September 1, 2017 to September 1, 2016.
